RFI# Request for Information Response
Section 01 11 00 Page 1 (Part 1.2) of the spec states “Where options for additional beachfill are awarded, the additional beachfill will be placed immediately after the initial quantity.” Can the contractor place the Option Beachfill material simultaneous to placing the Base Bid material? It is much more expensive to place this material afterward.
Upon award of beachfill quantity options, the construction template will be adjusted to include all base and option quantities into a single construction template for each area (Rehoboth and Dewey). The Contractor will be able to fill the entire adjusted template for each area at one time (simultaneously) rather than separate placement of base quantity followed by options quantity. However, for payment purposes, base quantity will be considered placed first in entirety, followed by option quantities.
Previous projects for this location have contained restrictions on work for specific holiday periods. Section 01 11 00 Page 3, 1.10 RESTRICTIONS ON WORK does not indicate restricted work periods for beachfill work as previous contracts.
Are there no restricted work periods for beachfill work for this contract?
See Amendment No. 0001, Section 35 31 00.

PART 2 PRODUCTS (Not Applicable)
PART 3 EXECUTION
3.1 SCREENING DEVICES
3.1.1 General
Prevent MEC from being placed on the beach by: 1) a screening device placed on the dredge intake or in pipeline section prior to reaching the dredge pump, and; 2) at the discharge end of the pipeline on the beach. The required screening devices shall meet the following requirements:
a. The screening device on the dredge intake shall prevent the passage of any material greater than 1.25 inches in diameter. The openings on the screening device may have one dimension greater than the other.
The maximum allowable opening is 1.25 inches x 6 inches.
b. Design the Discharge End Screening Device to retain all items 0.75 inches in diameter and larger. The openings on the screening device shall be of uniform dimension (i.e. a grid or a series of round holes;
slotted openings will not be permitted).
c. Construct the screening devices using rugged steel or composite material, one-piece or welded members. The devices shall cover the entire cross sectional area, except where basket type devices are used on the discharge end. Relief windows in basket type devices will be permitted only to the side opposite the inflow and at least 12 inches from the bottom of the basket, or as directed by the OESS. Size and locate windows to prevent large items, and MEC items from escaping the basket during pumping operations. Keep basket type devices in a level and horizontal position when using relief windows, during pumping operations.
d. The screening devices shall be removable for easy replacement if damaged. Ensure screening devices provide a production rate that allows completion of all dredging and beachfill placement within the contract duration.
e. Demonstrate on-site, subject to approval of the Contracting Officer, the screening devices meet all requirements specified herein.
Section 01 35 30 Page 3
f. Maintain adequate replacement parts and additional screening devices on site to insure production for the work does not stop due to damaged devices, or delays in the inspection process.
Provide minor adjustments to the beach screening baskets as directed by the OESS to accommodate varying types and amounts of material being screened at the beach, at no additional cost to the Government. As an example, relief windows, other than the required screen apertures, sometimes need to be enlarged, reduced, or relocated to minimize residual biological debris in the basket during the inflow process and for postflow MEC inspection of residual material.
3.1.2 Dredge Cutterhead Screening Device
If a cutterhead dredge is used, provide an intake screening device for the cutterhead that meets the screen requirements specified above.
3.1.3 Draghead Modifications
If a hopper dredge is used, design the dragheads to prevent projectile shaped objects greater than 3 inches in diameter from being trapped between draghead teeth or between the draghead teeth and the dredge intake screening device. Make adjustments as necessary in the event projectile shaped objects become trapped in these areas, at no additional cost to the Government. Adjustments shall be completed and approved by the Contracting Officer or OESS prior to resuming dredging operations.
3.1.4 Inspection of Oversized Material
Design a method for inspection of all oversized material collected during beachfill pumping operations. Every effort shall be made to flush all sand out of the residual material to allow for 100 percent inspection. Spread all oversized material to a one thickness layer for inspection by the OESS. Spread the material either inside the discharge end screening device, in secondary containment, or on the beach on top of a liner, in a location above the high water line.
a. Design any system that involves inspection of the oversized material inside the discharge end screening device with the following requirements:
1) allow unrestricted entry or exit during times of inspector access, and
2) sufficient size to allow the inspector to move around and rake through the material to inspect for MEC in the screening device.
b. Ensure no loss of oversized material from any system that involves the movement of the screening device, or removing or rehandling of the oversized material to another location for inspection. Minimize the shock of the contents during the transfer to a secondary basket (in the event MEC is present). In addition, move all oversized material removed for inspection from the current operation area, and relocate to a remote area of the project site within the Contractor Work Limits for inspection. Keep uninspected material separate from previously inspected material.
c. Design any system that involves inspection of the oversized material
Section 01 35 30 Page 4 inside a secondary basket with the following requirements:
1) allow unrestricted entry or exit during times of inspector access, and
2) sufficient size to allow the inspector to move around and rake through the material to inspect for MEC in the screening device, and
3) The amount of material placed in the secondary basket awaiting inspection shall not be more than 2 - 3 inches, or other amount as directed by the OESS to enable material to be spread to a one thickness layer to allow for 100 percent inspection.
Upon inspection of the material by the OESS, dispose of all oversized material off-site.
3.2 VISUAL INSPECTION OF PIPELINE DISCHARGE END
Visual inspections, by the Contractor's personnel (who have been trained and approved by the OESS), shall be performed at all times while material is being placed on the beach.
Perform visual inspections of the interior and exterior of the discharge-end screening device for the presence of MEC after each in-flow cycle for hopper dredging, and a minimum of once every 8 hours for hydraulic dredging. Temporarily stop hydraulic dredging to allow for these inspections. At the Contractor's option, in-flow of material for hydraulic dredging may be Y valved to an alternate discharge screening device to allow for inspection of the primary screening device to avoid stoppage of dredging. Perform visual inspections from outside the screening device during pumping of beachfill material.
Do not enter a screening device containing material until the screening device has been inspected and cleared by the OESS. Under no circumstances shall a screening device be emptied until inspected and cleared, unless the material is being relocated to a secondary basket, or appropriate area of the beach on a liner for later inspection. After material has been inspected and cleared, remove all debris collected in the screening device from the work site. The debris may be temporarily stored on-site in a dumpster or roll-off box. Do not bury any debris collected in the screening device in or on the beach.
3.3 INSPECTION OF INTAKE SCREEN
Inspect the intake or pipeline screening device a minimum of every 8 hours for hydraulic pipeline dredging, and every load for hopper dredging to ensure its effectiveness.
3.4 DETECTION OF MEC
Stop work immediately upon notification by the OESS or the Contractor's inspector, that MEC larger than 1.25 inches (in it's smallest dimension) is detected in a screening device, or any size MEC is detected on the beach. When MEC, as specified in the preceding sentence, is detected, implement the following procedures:
Section 01 35 30 Page 5
a. All personnel shall withdraw 200 feet from the area where the MEC is detected.
b. Stop dredging and beachfill work.
c. Notify the OESS.
d. Report the incident to the COR.
e. Remove MEC placed on the beach by beachfill operations, using qualifed personnel meeting the requirements of DDESB TP 18, and deliver the MEC to the OESS. DDESB TP 18 is attached to this section.
f. Do not resume Beachfill and/or dredging work until notification from the Contracting Officer.
3.4.1 Contractor Support
Provide assistance as required by the emergency response agency. This will be coordinated by the OESS and may consist of such activities as digging holes with equipment for detonation of MEC items, and/or providing extra perimeter security during emergency response activities. The Contractor will not be required or expected to place site workers in hazardous situations during emergency responses to MEC at the project site.
3.5 DETECTION AND REMOVAL OF OVERSIZED MATERIAL
Stop work immediately and implement the following procedures when any item that physically should not be able to pass through the intake screening opening, and/or the discharge screening opening is detected in the discharge screening device or on the beach:
a. Stop dredging and beachfill work.
b. Report the incident to the COR.
c. Repair the intake and/or discharge screening devices if necessary.
Take digital photo's to document damaged screening device(s) and effected repairs. Submit photo's to the COR with daily reports.
d. Beachfill and/or dredging work shall not resume until such cause is positively identified and steps taken to prevent recurrence, and upon subsequent notification from the Contracting Officer.
3.6 MEASUREMENT AND PAYMENT
The work specified in this section will not be measured for payment and all costs in connection therewith shall be included in the contract unit price for the respective Base Bid Items titled "Beachfill".
All costs in connection with any additional MEC Modifications and Monitoring required in connection with Option Bid Items titled "Beachfill", shall be included in the contract unit price for the respective option Bid Items titled "Beachfill". All costs associated with any non-production time (down time) related to the work specified in this section will be considered incidental to these bid items.
