Dwg Sheet/ Spec Section Request for Information Response
Question regarding Pile Lengths and Pile testing for the Face piling and Back piling on the new Timber Bulkhead at Structure 2: Detail 1 sheet C-204 indicates the minimum tip elevation for the Face and Back piling. Bulkhead Note 10 on C- 204 says “Pile Lengths shown are minimum. Contractor shall be responsible to provide adequate length of piling to meet embedment and 20 Ton capacity on the Face piling as indicated in the specifications.” Bulkhead Note 15 on C-204 says “Final tip elevations or pile length shall be as required to obtain the pile tonnage capacity, and the tip shall be embedded into at least 5 feet of medium dense sand to resist horizontal sliding.” Specification Section 31 62 19 page 6 paragraph 3.1.2.1 “Test Piles” states that the contractor is to drive 8 test piles 15 feet longer than the length specified on the plans. Confirmation of the test piles capacity will be by load test. What is the “Load Test”? The specs. seem to infer that a static or tension or lateral pull test is to be performed because the spec states: “Every facility shall be provided by the Contractor for the Contracting Officer to inspect and measure deflection or settlement of the pile under test.
No static load test will be required.
See Amendment No. 0002 specifications for clarification.
On Drawing CD-101 there is a description "New Pile Bent (TYP) (See Note 7 on Sheet CD-100" with an arrow pointing to the Contract Work Limit line. Please clarify. There does not appear to be a pile bent where the arrow is pointing. See Amendment No. 0002
Please provide a demolition plan for Section 2, Options 1 & 2, similar to the demolition plan provided for Structure 1 area on sheet CD-100 and cross sections on sheet CD-300.
A detailed plan is not currently available. The current section at Station 22+00 is depicted on The McClintock Drawing ST-1 although the 21 Foot wide on the boardwalk is no longer present.
Decking is present on the ramp to the boardwalk, approximately 1,800 SF. Between Stations 17+25 to 18+00 there is approximately 1,600 SF of boardwalk decking and 1,200 SF of decking between Stations 20+50 and 21+50. See Amendment No. 0002 for clarification of Bid items.
Bid Items 7 & 18 reference "Capstone". Are we to assume that only stone meeting the captone specifications in 31 37 00 will be used? How are we to quantify this? Will the government consider providing quantities and making these unit price items? See Amendment No. 0002
Spec Section 31 37 00, Part 2, paragraph 2.1.1 states in part, "All existing stone excavated during construction activities that does not comply with the capstone gradation requirements specified herein, shall be used as stone backfill per the contract drawings." This seems to imply that what is not capstone gets used as corestone or riprap, but it raises several questions. How are we to quantify this?
What are we to do with stone that does not meet any of the gradations or material requirements. Are we to only use stone removed from the jetty or groins, or also use stone culled from the beach? Please clarify, and consider quantifying and making biditems for this work. See Amendment No. 0002
Bid Item 15 states a quantity 3,300 CY. Please verify your quantity is correct as our take off indicates otherwise. See Amendment No. 0002
Bid Item 9 states a quantity of 187,995 SF. Please verify your quantity as our take off indicates otherwise. See Amendment No. 0002

For Options 1 & 2, there are location demolition biditems for Boardwalk Sections 2 & 3 (Bid Items 50 & 61) and there are also biditems for Concrete Pile Cap and Concrete Pile removal and disposal (Bid Items 59, 60, 71, & 72). The other sections only have location demolition. Please clarify the difference.
Items 50 & 61 would be for all the demolition work not included in the concrete Pile Cap removal, items 59 & 71 and Concrete Pile Removal, items 60 & 72. The remaining wood decking is noted above in the response to question
4. See Amendment No. 0002
From sheet C-200, will the stone to be removed from the jetty/groins need to have concrete infill material removed from its surfaces before being reused? See Amendment No. 0002
10 Does the government have an estimate for the area that will require seeding? See Amendment No. 0002
From sheet C-200, is the concrete grout in “all voids throughout layers replaced” only required where the jetty or groin stone is removed and replaced (i.e. the groin crossings)? Yes.
On sheet C-200, several sections show R-8 riprap, some of which gets sand fill, some grout fill, and some no fill is indicated. Please clarify the limits of each construction zone. See Amendment No. 0002
13 When does the USACOE anticipate this project will commence?
We can only anticipate/estimate when the successful bidder will be able to meet the requirements of the contract to gain award and subsequently the Notice to proceed to actual construction. In the past this has varied from 30 to 180 days after bids depending on the size and complexity of the contract requirements.
Section 01 57 20; part 3.1
Regarding Specification on the above referenced Project. Are there any Federal, Local, Regional or State environmental Permits required to be procured by the Contractor? In our experience the Army Corps. handles the environmental permitting.
All approvals that are required from the state and Federal level have been obtained.
Section 31 37 00, para 2.1.2
Section 31 37 00, page 7, 2.1.2 ‘Testing’, under Abrasion Resistance – the Acceptable Test Result using C-535 is shown as “Less than 20% loss for 1000 revolutions”. Typically the USACE requirement is - Less than 20% loss for 500 revolutions. Should the specification read 500 revolutions, as is typically the case on USACE projects? As currently written, the number of quarries that could meet the specification would be drastically reduced versus 500 revolutions.
Section 31 37 00, para 2.1.1
In Section 31 37 00, page 6 & 7, 2.1.1 ‘Quality’; the third sentence reads “The stone shall be either quarried or rehandled stone; angular, blocky, and uniform in shape with the largest stone dimension on an individual stone no more than three times the shortest dimension.” What is the expectation of the Army Corps, with regard to stone shape as described by the words ‘blocky, and uniform”. In other words, what is the ‘uniformity’ expected?
What is the intended location of the 800 SF of bid item 49 Concrete Slab – Steel Reinforced, 6 inches thick?
Section W-W on drawing AC-108
Please provide a spec for the 12” x 1-1/2” edge drain fabric called out in Boardwalk Detail Section W-W on drawing AC-108.

SC-16 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (OCT 1989)
a. This clause specifies the procedure for determination of time extensions for unusually severe weather in accordance with the Contract Clause titled:
"Default (Fixed-Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
(1) The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
(2) The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities. For the purpose of this contract, unusually severe weather is defined as daily precipitation equal to or exceeding 0.5 inches and/or maximum daily temperature not exceeding 32 degrees F.
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY
WORK DAYS BASED ON (5) DAY WORK WEEK

1.3 WORK CONDITIONS
1.3.1 Absecon Inlet Conditions
The conditions in and about the work site are extremely dynamic and dangerous. The tidal currents are strong and the waves are generally rough. The frequent passing of large commercial and recreational vessels can create large wakes that may affect construction operations. Conduct all operations in a manner so to protect equipment, materials, and personnel from the overtopping of the new and existing structures that may occur. Barges and any other floating plants or vessels, utilized by the Contractor, must be large enough to withstand the large wakes created by
Section 01 11 00 Page 1 large passing commercial and recreational vessels.
1.3.2 Inlet Bottom
The inlet bottom in the vicinity of the work area may not be soft sand and may contain scattered stone, broken concrete piles, and concrete rubble.
1.3.3 Protection Of Existing Structures During Construction
Ensure the stability of, and protect the existing timber and steel bulkheads, the existing stone revetment and groins, and all other existing public structures and utilities during all contract operations. The Contractor may construct temporary access ramps over existing structures, as necessary and as approved by the COR, if the stability of the existing structures is ensured. The Contractor shall be solely responsible for repair and/or replacement of any structures damaged due to his contract operations, at no additional cost to the Government.
1.4 RESTRICTIONS ON WORK
a. Should the contractor place any equipment or materials in such manner that it places lateral pressure on any existing structures or newly constructed structures, calculations shall be provided, stamped by a Professional Engineer registered in the State of New Jersey, showing that no adverse effects to these structures will occur.
b. The Contractor may perform work from the land or water side. The Contractor shall not excavate any area seaward of the proposed revetment footprint except as necessary to lay back slopes.
c. The proposed sheet pile is intended to be a seepage barrier and was not designed to retain any unbalanced loading during construction. Based on the specified embedment, the steel sheeting is stable only in the final condition with the seaward stone and landward backfill in place. The contractor is responsible for maintaining the stability of the steel sheeting during the entire duration of construction, and shall submit a work plan developed by a New Jersey licensed Professional Engineer for stabilizing the wall.
d. Protect existing wooden bulkheads during all construction operations (except where indicated to be demolished) and especially when exposed during construction of the new bulkhead and seawall in these areas.
e. The hazard of low flying aircraft shall require cranes to be lowered or inactive on the following days of the Annual Atlantic City Air Show.
Low flying aircraft will be present on August 11, 12 and 13, 2014; and the dates of the 2015 Air Show which are not known at this time.
f. Pile driving below mean low water between Stations 13+38 to 17+19, and Stations 17+19 to 22+16 will not be allowed between 1 March and 30 June.
1.5 EXISTING UTILITIES
The existing utility locations shown on the drawings are approximate and not complete. The Contractor is responsible for field verifying all existing utility locations, including those not shown on the drawings.
Section 01 11 00 Page 2
