Dwg Sheet/ Spec Section Request for Information Response
Upon initial review of the bid documents for above referenced Absecon Inlet Seawall project, the performance period for construction appears to be insufficient to reasonably complete the work. Has the USACE considered the significant required contract time that will be needed to complete all pre-construction submittals, and more importantly the significant material lead times that are in the critical path to complete the work? Upon initial review, it appears that a minimum of 180 calendar days should be added to the performance period for the work. Please advise. Thanks. See Amendment No. 0001
I wanted to find out if an acceptable equal or better option for the steel sheet pile bulkhead on this project would be entertained by the owners for the above mentioned solicitation/project. Attached is our Spec Sheet for our composite sheet pile. We offer composite sheet pile which is 5-7 times stronger than steel and less maintenance and ecologically friendly versus steel.
I await your response.
No. None of the products offered meet the Section Modulus, Moment of Inertia, or Thickness requirements we have in section 31 41 16 of the specifications. Bid as Shown.
I wish to immediately ask for an extension to the bid date due, and if possible to the deadline for questions. We feel that the requirements of coordinating what is essentially two separate projects superimposed on top of each other, assessing the indefinite extent of demolition, and the need to properly review, estimate and quote the many facets of the work justifies this request. See Amendment No. 0001
Page 00 70 00-15 shows liquidated damages of $3,500.00 for each calendar day but page 00 73 00 shows liquidated damages to be $2,400.oo per calendar day. Please advise to which amount will be used within the parameters of this contract. See Amendment No. 0001
Will the ACB or stone mattress be installed on top of the existing sand elevation or will the contractor be required to excavate to a certain depth for installation?
Installation of mattresses is required both on top of existing sand and in areas requiring excavation. See sheets C-200 to C-203 and C-205 to C-206.
6 We would like to formally request a 2 week extension of the bid date. See Amendment No. 0001
We respectfully request a 2 week postponement to the above project, which bids October 15, 2014. Due to the complexity and nature of the project and contract size we ask for an additional 2 weeks so that we can properly forward solicitations to prospective subcontractors and submit a proper and complete bid. See Amendment No. 0001
Question regarding final fill grade under the concrete slab boardwalk section over the new Timber Bulkhead at Structure 2; Boardwalk Section 4: Detail 2 Sheet C-205 and Site Plan C-105 indicate that the finish grade within the new Timber Bulkhead structure is El 9.3. Boardwalk Detail Section W-W on Sheet AC-108 has a note just under the Concrete Slab for the boardwalk structure with arrows stating “Fill as per structure plans”. Sheet AC-109 indicates that the boardwalk slopes from EL 12.58 to El 10.8 in this area. Please confirm that the intent here is that the concrete slab for the boardwalk in this area is to be placed on the new fill and it is the intent that the top of proposed fill elevation will need to be adjusted slightly from the El 9.3 shown on C-205 and C-105 to contour to the underside of the slab. We believe this is the intent since it will be very difficult if not impossible to form the slab soffit, remove forms and then backfill underneath to El 9.3 within the Timber Bulkhead Structure.
The fill elevation will need to be adjusted slightly from El.
9.3 and shall contour to the underside of the slab.
Please confirm that the existing piles shown on the left side sheet CD-101, to Plan North of the new boardwalk and to Plan South of the new boardwalk only need to be removed if they interfere with the new piles.
The pile cap portion of the pile bent and the concrete pile portion of the pile bent from a minimum of 4’ below the surface, or as necessary to install the mattresses, to the bottom of the pile cap, must be removed. The remainder of the pile may be removed, at the Contractor’s option, if he feels that it interferes with the construction of Structure 1 or the Boardwalk Reconstruction.
Please provide an existing conditions plan for Section 2, Options 1 & 2, similar to the existing conditions plan for Structure 1 area on sheet C-101 with bathymetry data. There is no bathymetry data for these sections in the plan set.
Bathymetry is not available in that area. However spot soundings, collected on October 3, 2014 at Stations 22+00 and 17+75 adjacent to the seaward edge of the boardwalk is approximately minus 4 feet NVAD88. Some historical Bathymetry can be found on drawing ECP-1 of the McClintock Drawings.
Demolition bid items are provided for Structures 1 & 2 and for Boardwalk Sections 1, 2, and 3. but there is no bid item for demolition in Boardwalk Section
4. Please confirm that there is no demolition required in this section.
The demolition work required in Boardwalk Section 4 is covered in Structure 2 Location Demolition, Bid Item 17.
From sheet C-200, is it permissible, after appropriate processing, to use the existing concrete infill in place of the No. 1 stone fill? No. Bid as Shown.

From sheet C-200, is it permissible, after appropriate processing, to use the existing concrete infill in the stone-filled mattresses? No. Bid as Shown.
14 What is the thickness of “topsoil” required in areas to be seeded? No topsoil is required.
Specification 32 92 19 SEEDING, paragraph 2.2.2 Off-Site Topsoil states that the material shall conform to Section 33 40 00 STORM DRAINAGE UTILITIES, paragraph titled “FILL AND SAND BACKFILL”. The referenced specification only describes measurement for payment and where to include the cost. No material requirements are provided. What, if any, requirements are there regarding topsoil in particular and any fill materials in general?
See Specification section 33 40 00 STORM DRAINAGE UTILITIES, paragraph 2.5, titled “FILL AND SAND
BACKFILL
Can sand be harvested from the Absecon Inlet to be used as backfill, infill, or void fill material? No. Bid as Shown.
Will admixtures to increase the slump/workability of the concrete grout be accepted? Is flowable fill an acceptable alternative in any application, such as in voids in stone layers below SFMs?
Bid as shown. Admixtures are permissible and are covered under Specification Section 31 37 00 paragraph 2.2.4.
Flowable fill is not permitted as the grout must meet the specifications of Specification Section 31 37 00 paragraph 2.2.1.
Where the R-8 riprap gets grout fill in the voids, to what height is this done? In other words, is the intent to fill the voids to the top of the riprap to create a reasonably flat surface, or just enough to lock the stone in place? The intent is to fill the voids to lock the stones in place.
None of the details/sections for Structure 2 on sheets C-204 and C-205 show any filling of voids in the stone layers. Please confirm this or indicate the infill method. No concrete void filler is required for structure 2.
20 Can temporary support for the sheet pile bulkhead be left in place? No.
21 Nowhere is filling of the voids in the capstone called out. Please confirm.
There is no concrete void filler required for new capstone except for in the area of the returns at station 0+30.4 and 13+25.3. See details 5 and 6 on sheet C-200.
Where are the drawings & details for Bid Options 1 & 2, which include Bid Items 50 – 72? The only Drawing given which relates to these items is AC-106.
Which is just a general plan view.
a) The proposal Page 00 10 00-5 list Bid Option 1 by Title and Option 2 by Title on Page 00 10 00-6. b) Option 1:
“Section 2 Boardwalk Construction – Station 13+38 TO Station 17+19 “ c) Option 2: “Section 3 Boardwalk Construction – Station 17+19 TO Station 22+16 “ d) Drawing AC-100 shows the stationing and general location of the two bid options referencing both the Section number and the Option Number. e) Drawing AC-106 provides the Bent location & Elevations for Boardwalk Sections 2, 3 & 4.
The Section 4 quantities are included in the Base Bid to be constructed along USACE Structure number 2. Layout information and details shown on this sheet also appear elsewhere in the AC drawings and are repeated for the convince of those working in the field perhaps without a full drawing set. f) Drawing AC-107 “Boardwalk Framing Detail Sections 2 & 3” apply specifically to Bid Options 1 & 2 respectively. The location of the work is identified by Bent number as assigned in the table on drawing AC-106. A detail is provided of Detail section of the ramp at Station 22+00 is provided on this drawing which is within the limits of Bid Option 2. The framing details for 21 and 41 foot boardwalk are repeated for convenience. g) The Boardwalk Deck Fastener Detail that first appears on AC-100, the Joist Anchor Detail that appears on AC-101, the Pre-Drill Fastener Detail on AC104 and the Rail Post Details on AC- 110 apply to work listed as Bid Options.
Is there any connection required between the 16” square precast pile and concrete caps?
The connection between precast pile and the concrete cap is provided by the 1 FT embedment shown in Section N-N that appears on drawings AC-102 & AC-106.
The pile embedment into the concrete deck, item 47, shown on AC-108 is 6 inch.
24 Are precast concrete caps acceptable?
No, the precast caps were not used due to a concern that salt water could penetrate the connection joint. The use of precast concrete caps would also require that the piles be installed to a higher precision than that necessary for cast in place caps. This project replaces concrete supports that were installed in 1914. Any re-evaluation of the use of pre-cast caps on pre-cast piles would be based upon the review of the proposed connection with respect to penetration of seawater over the 100-year service life of the boardwalk as well as the vertical & horizontal load capacity.
Amendment No. 0001
RFI Page 2
25 What are the locations / spacing of the joist anchors along the pile caps.
The Joist anchors details on drawing AC-101 are to be installed on each bent according to the locations shown in the Boardwalk Framing details shown on AC-103 for 41 and 37 foot deck widths, AC-105 for 31 foot deck width and AC-107 for 21 deck widths. In each instance the Joist being secured is a double 4 inch by 14 inch rather than the single or triple 4”x14” joists. Note that the deck width is one foot more than the supporting concrete bent.
26 Would the USACOE grant a time extension from the October 15th bid date? See Amendment No. 0001
