Copies of the existing APG EA WWTP Environmental Sampling Technical Memorandum shall be made available to the Contractor. The Contractor is responsible for reviewing and becoming familiar with contaminants of concern identified in APG EA WWTP Environmental Sampling Technical Memorandum. Contractors who will be in direct contact with soil and groundwater materials will be required to wear personal protective equipment to prevent dermal exposure. Personal protective equipment will consist of level D protection under OSHA 29 CFR Part 1910 (hard hat, safety glasses steel-toed boots, disposable coveralls and chemical resistant gloves). Disposable personal protective equipment will need to be containerized onsite, appropriately labeled, and disposed of in a designated APG dumpster (in accordance with APG SOP 042, Part 3.4.2). Dust control measures shall be used by the contractor during all soil disturbing activities to eliminate air bourn contaminant exposure to contractors.”

b. In original line 5 Insert the following: “Excavated soil shall be screened for organic vapors using an

Organic Vapor Analyzer (OVA [i.e. PID, FID or other]) meter. The Contracting Officer shall be notified immediately if any change in site conditions or previously undiscovered contamination is encountered during excavation activities (i.e. staining, odors, sheens).”

In original Line 8, delete the following: “Dispose surplus satisfactory excavated material not required for fill or embankment in areas approved for surplus material storage or designated waste areas.

Dispose surplus and unsatisfactory excavated material in designated waste or spoil areas” and replace with: “Dispose surplus satisfactory excavated material not required for fill or embankment in the designated and approved staging and stockpile area separately from unsatisfactory surplus material and material demonstrating vapor concentration equal to or greater than 5 ppm.”

Stockpiled soil materials that registered less than 5 ppm on the OVA meter may be reused as backfill onsite. Stockpiles containing soils that registered at concentrations equal to 5 ppm or greater on the OVA meter require one composite sample per 5,000 cubic yards for volatile organic compounds (VOCs- EPA Test Method 8260), semi-volatile organic compounds (SVOCs EPA Test Method 8070), Priority Pollutant Metals (EPA Test Method 6010/7000), and Pesticides/PCBs (EPA Test Method 8082). Samples shall be collected from each stockpile and tested for contaminants of concern by an MDE approved/certified laboratory. The contractor shall provide the contracting officer with copies of analytical results to determine disposal or reuse as backfill. Lab tested soil material that is reported at concentrations below than the EPA Maximum Concentration Limits for Industrial Soil (MCLs) and within APG Benchmark Levels may be reused at the EA WWTP site or stabilized and stored at the staging and stockpiling area for future reuse as backfill. Soil material that is reported at concentrations above the EPA MCLs and APG Benchmark Levels will need to be segregated, stored on, and covered with poly sheeting for disposal. The contractor shall coordinate disposal of contaminated soil materials with the APG Department of Public Works (DPW) Hazardous Waste Division.

All soil materials excavated from the site will be staged and stockpiled in the approved designated staging stockpile area, located 2-3 miles away, south of Bush River Road and just east of Building E- 2100. The approved stockpile and staging area will not require UXO clearance as long as the existing surface is not disturbed. The contractor will be required to make minor improvements to the site such as installing or repairing existing super-silt fencing, enclosing the area with a gated entrance and a stone ingress and egress at the site entrance to reduce the amount of mud, dirt and rocks transported offsite by vehicles and equipment. A contractor provided bulldozer shall be used to stockpile the soil.

This site is permitted for 14,000 cubic yards. If additional area for soil staging is necessary, the contractor shall coordinate with APG to establish a MDE approved and government owned site within a haul distance of 10 miles. All excavated soil material should be stockpiled in accordance with 2011 Maryland Standards and Specification for Soil Erosion and Sediment Control: (Section B-4-8) Standards and Specifications for Stockpile Area. The approved stockpiling and staging areas shall be isolated from other materials and managed so that runoff from areas is diverted and not allowed to enter the stockpile area. The contractor must submit an erosion and sediment control plan for approval to Mr. Steven Aust (410-306-1120) with the APG Department of Public Works (DPW) prior to staging and stockpiling activities.

c. Page 9, Part 3.2.4 Dewatering: Insert the following before the first sentence: “Copies of the existing APG EA WWTP Environmental Groundwater Sampling Technical Memorandum shall be made available to the Contractor. The Contractor is responsible for reviewing and becoming familiar with contaminants of concern identified in APG EA WWTP Environmental Groundwater Sampling Technical Memorandum.

Contractors who will be in direct contact with groundwater and/or groundwater dewatering equipment will be required to wear personal protective equipment to prevent dermal exposure.

A groundwater dewatering plan, including shop drawings and design data shall be submitted to Mr.

Richard Wiggins, Water Program Manager, with the APG DPW prior to dewatering and discharge into the existing EA WWTP. The groundwater dewatering plan should include the following items:

• Type of dewatering system

• System components (design, location, depths)

• Description of equipment and instrumentation to be used with installation, and operation and maintenance procedures

• Filters sediment decanting and treatment specifications: (type and size of filters applicable to identified contaminant metals: iron and manganese)

• Containment strategy (i.e. frac/baker tanks)

• Disposal methods of collected water (if applicable)

• Water quality monitoring methods

• Method for establishing and monitoring groundwater levels for construction site

• Design calculations demonstrating capability of proposed system and equipment

Groundwater generated during construction dewatering shall be contained upon extraction (i.e.

frac/baker tank). Contained water shall be secured to prevent unintended discharge. The contractor is responsible for maintaining all associated equipment and compliance with the approved dewatering plan. No groundwater may be discharged at any location other than the existing EA WWTP.

Disposal of containerized groundwater may be necessary in the event that groundwater does not meet the discharge requirements after treatment.”

d. Page 15, Part 3.13.1 Earth Embankments: Insert the following as the second sentence: “Excavated soil may be considered as satisfactory material and reused as to construct earth embankments, unless soil OVA readings indicate readings of 5ppm or greater.”
