52.249-5000 BASIS FOR SETTLEMENT OF PROPOSALS

Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under FAR 49.206-2(b). In evaluating a terminations settlement proposal using the total cost basis, the following principles will be applied to determine allowable equipment costs:

(b) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the contractor's accounting records to determine total actual equipment costs.

(c) If equipment costs have been allocated to a contract using predetermined rates , those charges will be adjusted to actual costs.

(3) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.

(4) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of FAR 31.205-11).

(5) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate. (End of Clause)

52.211-6 -- Brand Name or Equal (Aug 1999)

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by—

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

PART 2 PRODUCTS

2.1 SBR PROCESS DESCRIPTION

The system has been designed based on timed, batch mode SBR operation.

Each basin will undergo periods of fill, react, settle and decant on a cyclical basis. Solids liquid separation shall occur during a settling phase of the cycle. After the settling phase, treated effluent shall be decanted or withdrawn from the liquid surface.

SBR basins shall also include a baffle wall to facilitate single-basin operation during periods when one of the basins is out of service for maintenance. Baffle wall must be provided for all Manufacturers.

Section 44 40 00 Page 5

The functions of flow equalization, biological oxidation, nitrification, sedimentation and aerobic sludge stabilization shall all be carried out in a single basin.

2.2 INFLUENT WASTEWATER CHARACTERISTICS

Average Daily Flow: 0.9 MGD Peak Daily Flow: 1.35 MGD Peak Hourly Flow: 1.8 MGD BOD5: 185 mg/l Suspended Solids: 265 mg/l TKN: 32 mg/l Phosphorus: 5.8 mg/l Temperature Range (Water): 12 - 20 C Temperature Range (Air): 20 - 90 F Site Elevation: 1,965 Feet

2.3 EFFLUENT QUALITY REQUIREMENTS

The following effluent limits shall be on a 30-day arithmetic average:

BOD5: 25 mg/l Suspended Solids: 30 mg/l Ammonia Nitrogen NH3-N: 2 mg/l Nitrate/Nitrite: 10 mg/l Total Phosphorus: 1 mg/l (w/ chemical precipitation)

The SBR has been designed on the assumption that the wastewater does not contain any threshold concentration of inorganic pollutants that are inhibitory to biological treatment processes. Appendix A lists these threshold concentrations as published by the United States Environmental Protection Agency.

2.4 PROCESS DESIGN

In order to achieve specified effluent quality, the SBR process has been designed using the following parameters:

F/M Ratio: 0.04 Lb BOD/lb MLSS/day SVI (After 60 Minutes) 150 Ml/g Cycle Times Normal 5 - 4.8 hour cycles/day Storm 6.67 - 3.6 hour cycles/day Decant Time Normal 72 Minutes Storm 54 Minutes Waste Sludge Produced (Approximate 665 Lb/day/basin MLSS at Bottom Water Level 5,276 Mg/l

The SBR and Digester Basins have been configured as follows:

SBR Digester Number of Basins: 2 2 Width/Basin (ft): 35.00 35.00 Length/Basin (ft): 105.00 51.33 Water Depth at Top Water Level (ft): 18.00 18.00

Section 44 40 00 Page 6

Water Depth at Bottom Water Level (ft): 14.32

The multiple basin SBR design, which utilizes the process parameters described in this specification, provides the ability to operate with one basin out of service, while maintaining F/M ratios and cell residence time within the endogenous respiratory phase of the biomass. This capability is useful for short time periods such as during basin and equipment maintenance.

It is understood that headworks consisting of screening and grit removal facilities are to be provided. In order for this system to function as designed, influent screening facilities have a maximum of 1/2" opening should be provided.
