STATEMENT OF WORK
1 PROJECT DESCRIPTION
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this Request for Quotation to acquire new electrical equipment relating to the dredging systems aboard the Dredge McFarland. The Dredge McFarland is a 300’ long seagoing hopper dredge owned by the USACE Philadelphia District. The McFarland was built in 1967 and much of the electrical equipment is original. Over the years the condition of the equipment has deteriorated significantly and much of it needs to be replaced.
Each of the dredge’s two drag-arms is maneuvered by a hoist system comprised of three winches. Each set of three winches is driven by a common shaft connected to a single electric motor. The winches can be clutched and declutched from the shaft and the speed of the motor varied to give the operator complete control of each dragarm. This arrangement is shown on Reference Drawing 9-7-1191. The primary control station for each dragarm is the drag tender station just aft of the navigation bridge; one on each side. This Solicitation is for two complete winch hoist systems including motors, variable frequency drives, local control stations, drag tender control stations, and sensors. The shafts and winches themselves will be retained. The motors and drives provided shall be certificated by the American Bureau of Shipping (ABS).
The drag tender control stations shall also provide remote control of the dredge pumps so that speed may be adjusted remotely during the dredging operation.
The McFarland’s two dredge pumps are driven by two Westinghouse DC motors through two silicon controlled rectifiers (SCR). AC power to the rectifiers is supplied from a combination of three (3) ALCO diesel generator sets. The starboard generator can only run the starboard pump, the port generator can only run the port pump, and the center generator can run either pump. At any given time one generator is driving one pump, paralleling generators is not possible. The existing SCR will be retained. New bus work and four (4) new circuit breakers will be provided and installed by others. The Contractor shall provide 5 control sections: two (2) for the dredge pump motors and three (3) for the dredge generators to be located on the switchboard flat in place of the existing control cabinets. The generator control sections will also manage the four
(4) dredge circuit breakers described above and shown on Reference Drawing xxxx.
Additionally, the Contractor shall supply three (3) local engine control panels which will be located in the engine room and will interface with the engine’s existing Woodward governors mounted on the engines. These local engine panels will also communicate with the voltage regulators contained in the generator control sections of the switchgear described above.
In situations where dredged material is pumped ashore, the dredge pumps are controlled from a pump-out room on the main deck. This room has controls to allow for valve lineup and pump operation. The Contractor shall provide a new console for the pump-out room that will provide for remote operation of the dredge pumps as well as the jetting pumps.
The control power for the above equipment is provided through a redundant power scheme backed up by several uninterruptable power supplies (UPS). The Contractor shall provide a lineup of five (5) cabinets containing the various UPS’s, power converters, and DC distribution hardware as shown on the Contract Drawings. These cabinets will power the Contractor provided equipment as well as equipment provided by others.
The Government is providing a detailed design for all equipment described in this solicitation.
The detailed design is included as a series of Contract Drawings which are described in Section
3. The Contractor shall build, test, deliver, install, and commission the system aboard the Dredge McFarland. Support will be provided to the Contractor to rig the equipment into the vessel, weld foundations, mount the equipment, and pull cabling as required. The Contractor shall also provide the sensors described in Contract Drawing 333-F490-01 LIST OF SENSORS.
In order to minimize dredge downtime, the installation of all equipment will occur during the vessel’s maintenance period August 1, 2010 to October 31, 2010. Delivery of all equipment shall be no later than August 1, 2010 to the location specified in Section 10. This time will allow for the equipment to be rigged into the vessel and mounted so that the Contractor may begin wiring in mid August.

4 PRE-QUOTATION VESSEL INSPECTIONS
A pre-quotation inspection will be held to allow all prospective Offerors to inspect the vessel.
The inspection will assist the Offerors with assessing the scope of the job. In addition, it will allow Offerors to gauge the general condition of the vessel. While attendance is not mandatory, it is strongly recommended that prospective Offerors inspect the vessel.
A. LOCATION, DATE AND POINT OF CONTACT
The pre-quotation inspection will be held on March 19, 2010 from 8:00 am to 4:00 pm at Fort Mifflin; Philadelphia, PA. Representatives of prospective Offerors wishing to attend should contact Ian Enterline at (215) 656-6160 for the specifics of the exact location.
B. PRE-INSPECTION QUESTIONS
Prior to the pre-quotation inspection, Offerors may discover items in the plans and specifications which they believe require technical clarification or interpretation. Questions of this nature should be submitted in writing to the designated Government representative for response.
Questions that are submitted far enough in advance of the inspection to allow evaluation will be answered at the post-inspection meeting. In all cases, a copy of both questions and answers will be forwarded to all prospective Offerors after Government analysis.
C. PRE-QUOTATION INSPECTION
During the pre-quotation inspection, Offerors will be allowed unencumbered access throughout the entire vessel. Representatives of the Government will be available, but only to the extent necessary to escort Offerors and assist with access. Government Representatives on the vessel will not discuss the scope of the work or make any technical clarifications or interpretations.
D. POST-INSPECTION MEETING
After the inspection, a meeting will be held with all participants to allow for the presentation of any newly discovered questions. This meeting is not for the purpose of educating Offerors that have not carefully reviewed the plans and specifications and have come unprepared. Questions will not be answered at that time, but will be acknowledged and recorded. The Government will prepare answers to all questions and forward a copy of both the questions and answers to all prospective Offerors.
5 CONDITION OF EQUIPMENT
All materials and equipment furnished shall be new, unused, and free from defects or imperfections that might affect the serviceability of the finished product.
All equipment shall be suitable for a marine environment and capable of withstanding the unique operation conditions of a seagoing hopper dredge.
All equipment shall be calibrated prior to final acceptance by the Corps of Engineers.
Calibration should be capable of being achieved by the crew, in the future when necessary, using procedures described in the documentation provided by the manufacturer.
6 SCOPE OF WORK
The Contractor shall provide a complete and functional system as described by the Contract Drawings. The Contract Drawings call out specific manufacturers for many of the components in the system. Should the Contractor propose to provide similar components from another manufacturer, the Contractor shall bear full responsibility for all additional costs associated with the substitution. This includes but is not limited to additional engineering, materials, and labor required to integrate the substituted components into the system. Substitutions shall provide the same form, fit, function, and quality as the components specified. The degree to which a Contractor’s proposed system meets the requirements of this Solicitation will be weighed against price as part of the best-value procurement process.
A. FEATURES
The equipment provided shall provide all features described in the Contract Drawing 333-F040-
01 TECHNICAL SPECIFICATIONS.
The Contract Drawings show a SIEMENS brand variable frequency drive (VFD). The various drive cabinets have been carefully selected and arranged so as to fit in the existing winch rooms.
The design minimizes interference with existing piping, cabling, and equipment and has been refined based on multiple ship checks. The Contractor shall ensure that, regardless of the brand of VFD provided, all drive related equipment fits within the envelope of the cabinets shown on the Contract Drawings.
B. ENGINEERING
The Solicitation provides some flexibility in how the Contractor implements the Contract Design. The Contractor may propose to use a distributed I/O system with strategically placed subpanels to reduce wiring and ease in troubleshooting. The Contract Drawings show all sensor wires terminating in the local drive control cabinet, which is also an acceptable solution.
Designs that are robust, allow for easy maintenance and troubleshooting, and minimize the amount of installation support labor will be considered more desirable to the Government.
C. INSTALLATION
The installation of equipment will occur in an east coast shipyard to be determined later. It is the intent of the Government to handle all rigging, welding, mounting, and cabling under its contract with the shipyard. For all equipment, the Contractor shall provide arrangement drawings, foundation drawings, rigging procedures, cable collar locations, weights (with COGs) and overall dimensions, and cabling diagrams within 60 days of Contract award so that the Government may describe the support labor required.
Sensors to be installed on legacy equipment shall be provided by the Contractor but will be installed in the field by the Government. The Contractor will terminate sensor wiring after the cabling has been pulled. The sensors to be provided are described in Contract Drawing 333-
F490-01 LIST OF SENSORS.
Once all equipment is in place and cables have been pulled to the specified locations, the Contractor shall terminate and label wiring, commission, and fully test all the equipment.
7 TESTING
This Solicitation requires commissioning and two levels of testing: A Factory Acceptance Test (FAT) and a Site Acceptance Test (SAT). The Contractor shall demonstrate effective operation of as much equipment as possible at the factory acceptance test.
The Contractor shall commission and fully test the installed system on site. Representatives of USACE and US Coast Guard (USCG) will be onsite to witness the testing. Support from USACE will be provided during this phase of the project to start and stop equipment as necessary to verify proper operation of the provided systems.
Due to the nature of the system being provided, not all equipment can be tested dockside. The Government will hold a sea-trial for the purpose of testing the equipment in an operational scenario. The Contractor shall perform during sea-trials all testing that can not be performed dockside. The Contractor shall develop a comprehensive testing plan with procedures for all tests to be performed. The plan shall also indicate which tests will be performed at the factory, which will be performed dockside, and which will be performed at sea trials. The Contractor shall submit the testing plan to MDC for approval at least 15 days prior to the start of factory acceptance testing.
All equipment shall be fully tested to demonstrate the proper operation of all functions and features including safety devices and interlocks. Additional system specific testing requirements are included in Contract Drawing 333-F040-01 TECHNICAL SPECIFICATIONS.
8 DOCUMENTATION
Thirty (30) days prior to delivery, the following deliverables shall be provided to MDC for review and approval:

52.209-5 CERTIFICATION REGARDING RESPONSIBILITY MATTERS (DEC 2008)
(a)(1) The Offeror certifies, to the best of its knowledge and belief, that-
(i) The Offeror and/or any of its Principals-
(A) Are ( ) are not ( ) presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(B) Have ( ) have not ( ), within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, state, or local) contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and
(C) Are ( ) are not ( ) presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)(B) of this provision.; and
(D) Have [ballot], have not [ballot], within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied.
(1) Federal taxes are considered delinquent if both of the following criteria apply:
(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(2) Examples. (i) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
(ii) The Offeror has ( ) has not ( ), within a three-year period preceding this offer, had one or more contracts terminated for default by any Federal agency.
