USACE MALMSTROM SENTINEL UTILITY CORRIDOR – PRESOLICITATION PRESENTATION
This document is a presolicitation industry day presentation for the USACE Omaha District's Malmstrom SENTINEL Utility Corridor project, held on September 4, 2026. The project involves installation of a 1,750–2,225 mile telecommunications infrastructure and fiber optic cable system replacing existing HICS cable to connect Malmstrom Air Force Base to Minuteman III ICBM missile field sites across Montana. The project magnitude is estimated at $1.4–$2 billion with incremental MILCON funding beginning in FY29 through approximately FY33. The infrastructure will consist of microduct and manholes/handholes with a minimum 6-foot depth of bury, with fiber specifications to be determined. The Government is executing planning, design, and construction phases through USACE Omaha District using an Other Transaction Agreement (OTA) as the contract vehicle.
The planned acquisition strategy is Progressive Design-Build (PDB) with an OTA pending completion of a market intelligence report and approval. The solicitation process includes a Request for Qualifications (RFQ) published on SAM.gov for 30–45 days, down-selection to 2–5 firms based on qualifications, pitch presentations, and Phase 1 negotiations for design, environmental, cultural, and real estate support services using open-book cost estimating. Phase 1 award is contingent on funding availability and Authority to Design. Phase 2 construction will begin after design maturity (65–90%) and cost, scope, schedule, and risk acceptance. Key project considerations include addressing Montana's construction season, varying terrain and subsurface conditions, environmental and permitting requirements, supply-chain capacity, workforce availability, and multiple infrastructure crossings including roadways, railways, rivers, and mountainous terrain. Additional requirements include design integration, environmental support (Supplemental Environmental Impact Statements, permitting, surveys), cultural support involving Tribal Cultural Specialists, and real estate acquisition/licensing with landowner coordination. A Sources Sought was published August 11, 2026, with responses due September 24, 2026, at 2:00 p.m. Central. The RFQ is anticipated Winter 2026/2027 with Phase 1 award expected Spring/Summer 2027. The primary point of contact is Brandon Landis, Contract Specialist, at brandon.p.landis@usace.army.mil.

MALMSTROM AFB PROPOSED UTILITY CORRIDOR
PROJECT CONSIDERATIONS
• The size, geographic reach, mission requirements, incremental funding, and real estate requirements associated with this effort present unique execution challenges and opportunities.
• Real Estate inclusive of temporary access to work sites, work areas along existing permanent HICs easement, new temporary work areas. Government seeking to evaluate industry’s approach.
• Address Montana's construction season, varying terrain and subsurface conditions, environmental and permitting requirements, supply-chain capacity, workforce availability, roadway, railroad, waterway, utility, and private-property crossings anticipated throughout the project area. Portions of construction will include installation through mountainous terrain.
POTENTIAL DELIVERY APPROACH: OTA PDB
Progressive Design-Build Other Transaction Agreement authorized under 10 U.S.C. § 2808a.
The Government is particularly interested in commercial and collaborative practices that may improve:
• Early Government-industry collaboration;
• Design development and constructability;
• Open-book cost estimating and cost transparency;
• Project phasing and schedule certainty;
• Risk identification and allocation;
• Real estate and stakeholder coordination;
• Innovation and alternative construction techniques;
• Supply-chain and workforce planning; and
• Overall cost, schedule, and mission outcomes.
Laws / Requirements still applicable
• Davis-Bacon / applicable labor law compliance • Fiscal law / Anti-Deficiency Act compliance
• OSHA & EM 385-1-1 safety requirements • Security, export control
• Environmental compliance (NEPA/UFC/installation standards) • DPAS Priority Rating
• Payment & Performance bonds • CUI, CMMC, Security, export control
OT PROGRESSIVE DESIGN BUILD PROCESS
Key Milestones
• Publish RFQ on SAM.gov and other applicable websites as needed for approximately 30 – 45 days.
• Interested firms respond with Statement of Qualifications or “White Paper” for Government Evaluation.
• The Government Evaluation Team will down-select to approximately 2 – 5 firms.
• Conduct site visit as needed.
• Pitch Presentations occur and may include multiple interactions and/or breaks over 1 – 2 weeks.
• The Government Evaluation Team will select the best Offeror based on qualifications.
• Phase 1 price negotiations begin (e.g., design, environmental, cultural, real estate support services).
• Negotiations will include an “open book” collaboration with the Government.
• Government may provide risks and contingencies for a more wholistic view of total potential cost.
• Phase 1 award may be based upon funding availability and applicable directives (i.e., Authority to Design).
• Feedback may be provided to firms after down select and after Phase 1 award.
Key Milestones
• Based on Risk Meeting develop multiple Courses of Action (COAs) similar to a Planning Charrette.
• Decide final COA and perform scope/cost validation. Government will sync DD 1391 and Programmed Amount.
• Continue design with over-the-shoulder reviews and open-book cost validations.
• Develop integrated design construction schedule with subcontractor input & long lead items.
• Include major milestones, long lead items, timeline to exercise options if applicable.
• Government will collaborate throughout and perform multiple reviews focusing on cost, schedule, risk, and confirms assurance the final Agreement is executable and delivers the best value.
• Begin final pricing and negotiations once design has matured sufficiently (e.g., 65%, 90%).
• Note the “Off Ramp” decision points at both pre-design and pre-construction (i.e., 35% design).
Key Milestones
• Upon completion of negotiations award Phase 2 via modification (will require Authority to Award & funding).
• Typical notice to proceed and preconstruction conference.
• Long lead procurement & fast tracking begin while 100% design being finalized.
• Progress meetings will include budget performance against the negotiated price.
• Include major milestones, long lead items, timeline to exercise options if applicable.
• All changes require technical review, cost analysis, etc. prior to approval.
• Typical red zone meetings and facility turnover procedures.

• Installation of underground communications infrastructure and associated appearances using multiple construction methods
• Crossings to include roadways, railways, rivers, cultural and environmental areas, and other obstacles
• Associated civil work and site restoration
Additional requirements supporting this acquisition may include the following:
• Design and integration activities necessary to support construction.
• Environmental support to include Supplemental Environmental Impact Statements (SEISs), permitting, compliance tasks, field surveys and inspections in accordance with all relevant laws, regulations, and policies.
• Cultural support to include coordination and subcontracting of Tribal Cultural Specialists (TCSs) due to the sensitive and proprietary nature of this project.
• Real estate acquisition and/or licensing activities to include coordination with landowners and local government entities, development of temporary and permanent easements, documentation and recording of agreements, damages, and relevant oversight.
