CORRIDOR AT MALMSTROM AIR FORCE BASE, MONTANA
Sources Sought Number: W9128F26SM024
PURPOSE
The U.S. Army Corps of Engineers (USACE), Omaha District, is conducting market research to identify qualified industry partners capable of supporting a potential Progressive Design-Build (PDB) Other Transaction (OT) Agreement under 10 U.S.C. § 2808a for the Sentinel Utility Corridor project at Malmstrom Air Force Base (MAFB), Montana.
The Government is seeking industry feedback to better understand commercial capabilities, market capacity, project delivery approaches, and innovative business practices that may inform the acquisition strategy and structure of the potential OT Agreement.
This Sources Sought Notice is issued solely for market research purposes. It is not a solicitation and does not constitute a commitment by the Government to award an agreement or reimburse respondents for costs associated with responding. Participation is voluntary and this Agency will not accept unsolicited proposals. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and gain knowledge of potential sources.
INDUSTRY DAY
A virtual Industry Day is to be determined. The SAM.gov posting will be updated with registration instructions and meeting information when available.
PROJECT OVERVIEW
The Sentinel Program requires new utility and communications infrastructure supporting the Ground Based Strategic Deterrent (GBSD) Intercontinental Ballistic Missile System at MAFB, Montana.
The anticipated effort includes construction of utility corridors connecting Sentinel Missile Field Launch Facilities, Launch Centers, the Wing Command Center, and associated mission infrastructure. The majority of the work is anticipated to occur along the Hardened Intersite Cable System (HICS) supporting the existing Minuteman III System.
The utility corridor infrastructure is anticipated to extend approximately 1,750 to 2,225 miles and may include:
• Installation of underground communications infrastructure and associated appearances using multiple construction methods;
• Crossings to include roadways, railways, rivers, cultural and environmental areas, and other obstacles;
• Associated civil work and site restoration; and
Additional requirements supporting this acquisition may include the following:
• Design and integration activities necessary to support construction.
• Environmental support to include Supplemental Environmental Impact
Statements (SEISs), permitting, compliance tasks, field surveys and inspections in accordance with all relevant laws, regulations, and policies.
• Cultural support to include coordination and subcontracting of Tribal Cultural Specialists (TCSs) due to the sensitive and proprietary nature of this project.
• Real estate acquisition and/or licensing activities to include coordination with landowners and local government entities, development of temporary and permanent easements, documentation and recording of agreements, damages, and relevant oversight.
Planning and design activities are ongoing. The project is currently anticipated to receive incremental Military Construction (MILCON) funding from approximately FY 2029 through FY 2033, with project completion currently contemplated for approximately 2035.
The Government's current estimated magnitude for the overall effort is approximately $1.0 Billion (B) to $2.0B. The Government is evaluating appropriate phasing and execution strategies for delivery of the work.
PROJECT CONSIDERATIONS
The size, geographic reach, mission requirements, incremental funding, and real estate requirements associated with this effort present unique execution challenges and opportunities.
Permanent real estate interests and temporary construction access may be included in the requirements of this acquisition. The Government is evaluating approaches to efficiently coordinate real estate availability with design and construction activities while minimizing impacts to private landowners and existing agricultural, commercial, and other land uses.
The Government is also interested in approaches that address Montana's construction season, varying terrain and subsurface conditions, environmental and permitting requirements, supply-chain capacity, workforce availability, and the significant number of roadway, railroad, waterway, utility, and private-property crossings anticipated throughout the project area. Portions of construction may include installation through mountainous terrain.
POTENTIAL DELIVERY APPROACH
The Government is evaluating execution of this project using a Progressive Design- Build Other Transaction Agreement authorized under 10 U.S.C. § 2808a.
The Government is particularly interested in commercial and collaborative practices that may improve:

• Open-book cost estimating and cost transparency;
• Project phasing and schedule certainty;
• Risk identification and allocation;
• Real estate and stakeholder coordination;
• Innovation and alternative construction techniques;
• Supply-chain and workforce planning; and
• Overall cost, schedule, and mission outcomes.
Industry feedback will assist the Government in refining the potential agreement structure, project phasing, pricing approach, governance, risk allocation, and other commercial terms and practices.
