About this file
This document is Section 01 20 00 (Price and Payment Procedures) from the Bear Creek Service and Emergency Gates Replacement contract specification (BC00101). The section establishes payment procedures and line items for a construction project involving the replacement of service and emergency gates at a facility.
The contract includes five base bid Contract Line Items (CLINs): CLIN 0001 covers mobilization and demobilization for two construction windows (November 20 – December 11, 2026 and November 20 – December 11, 2027); CLIN 0002 covers fabrication of two new service gates; CLIN 0003 covers installation of two service gates including hydraulic cylinders and seals; CLIN 0004 covers conduit rehabilitation including removal of existing gates, sandblasting, and repainting; and CLIN 0005 covers removal and disposal of existing service gates and general cleanup. Five optional bid CLINs (0006–0010) mirror the base bid scope but address emergency gates, with CLIN 0010 providing mobilization and demobilization for a third construction window (January 20 – February 5, 2028). Three additional optional CLINs address hazardous materials: CLIN 0011 covers asbestos abatement testing of gate stem sealing caulk, CLIN 0012 covers asbestos abatement removal and disposal, and CLIN 0013 covers lead-based paint abatement. Retainage of $35,000 or 1 percent of contract value (whichever is greater) will be withheld until final submittals including Operations and Maintenance Manuals and as-built drawings are approved. Progress payments may be made for major, high-cost, long-lead materials delivered on-site or stored off-site, provided they are specifically identified and stored in the Continental United States.
