Questions and Answers Gavins Point Vegetative Spraying Project

1. Would there be available water at one of the campgrounds? Or elsewhere?

USACE Response: Water can be made be available at our Maintenance Yard via 2” fill line.

2. Can we use dye in the herbicide tank to help identify the areas that have been treated and those that have not?

USACE Response: Dye can be used.

3. When do you anticipate a start date for the project?

USACE Response: May 1, 2026.

4. I assume that the campgrounds application is for the pads only. 5.3.5. Unit 5 states "the grounds inside in Cottonwood Campground" - just wanted some clarity on that statement. I'm assuming that turf areas are not to be sprayed.

USACE Response: Unit 5 includes camp pad cracks, roadway holes, cracks, and joints and all impact pads (crushed rock around the fire rings) within Cottonwood Campground and Nebraska Tailwaters.

There are 83 total impact pads. Cottonwood campground has a sewer lift station that requires treatment around the fence as well as the grounds inside of said fence.

5. I assume the project will be pretty much a "blanket" application, followed by general spot treatments.

USACE Response: Applications vary from unit to unit and even yearly depending on weather. Some applications last longer than others before reapplication/spot spray follow ups are needed. Each unit lists the estimated number of applications per year.

6. There’s 21 work units on this bid sheet with estimated spray applications of three to five times. I am guessing that’s three to five treatments a year? The chemicals I use, I can guarantee for one year with a one-time application. It’s the same chemicals that the western area power administration (WAPA) just required in their solicitation.

USACE Response: Estimated applications are 3-5 times depending on weather and seasonal growing conditions. Each unit contains the estimated number of applications needed yearly. Under section 5.2 of the PWS, only approved chemicals listed in the contract are acceptable for use under this contract.

7. I was wondering if you Esplanade 200 SC active ingredient indaziflam would be approved for use?

With the use of esplanade and method (which is approved on your list) a one-time treatment will work on all bare ground areas with clean ups if needed.

USACE Response: Due to the 12-hour re-entry interval and areas with high runoff and leeching capabilities this chemical will not be accepted. Many of the units are within highly visited recreation areas and Gavins Point staff do not have the capacity to close such areas for an extended period.

Other areas that could be permissible for use are still used daily by employees and restricting access for such an extended period will affect those missions.

8. Is there a set timeline on when the entire job needs to be completed?

USACE Response: The contract officer representative (COR) does weekly inspections of the work units for vegetation monitoring. When needed the COR will direct to the contractor the units to be treated.

Treatment occurs during the active performance period of each option period. The contractor shall commence with any chemical vegetative control within 5 days following COR’s notice.
