About this file

This document is Section 01 11 00 (Summary of Work) for the Garrison Spillway Stoplog Seal Modification project at Garrison Dam in North Dakota. The base contract scope involves modifying eight (8) stoplogs, with optional modification of an additional ten (10) stoplogs. The primary work activities include pre-removal inspection, removal and transportation of stoplogs from the dam to a contractor's fabrication shop, steel fabrication/welding, spring replacement, installing new seals and springs, painting, and returning the modified stoplogs to their original location.

Key technical requirements include a detailed lift plan for moving stoplogs, inspection of hanger support lifting lugs, and compliance with specific welding standards (AWS D1.5 for Fracture Critical Members). The contractor must transport stoplogs to their shop, perform all modifications, and return them to the exact original location on the dam's maintenance platform. The government will conduct a final inspection upon placement to document any transport-related damages. The project references contract drawings C-101 and C-102 and includes photos in Appendix A detailing pickup and drop-off locations.

1.3 WORK COVERED BY CONTRACT DOCUMENTS

1.3.1 Project Description

The work includes modifications to the existing Garrison Dam Spillway Stoplogs and incidental related work. The base scope is the modification of (8) stoplogs. There are contract options for the modification of (10) additional stoplogs; see pricing schedule for details.

The existing seals and springs will be replaced by modified seals, springs, and associated detailing. The major work activities are as follows:

a. Pre-removal inspection, removal from the dam and transport to shop: All stoplogs must be inspected by Contractor/USACE prior to removal from site. The stoplogs must be loaded and transported from

SECTION 01 11 00 Page 2

Garrison Dam’s Spillway to the Contractor’s fabrication shop where all modifications are to be performed. This work includes rigging and handling by the contractor to remove the stoplogs from the machinery platform of spillway monoliths M31 and M32 (NW side of the spillway).

Photos of the pick-up/drop-off location are provided in Appendix A of these specifications.

b. Steel Fabrication/Welding and Spring Replacement as indicated on the contract drawings: Work will include demolition of existing steel components and fabrication of new seal and spring related components.

Welding per AWS D1.5 on Fracture Critical Members (FCM) is required per section 05 59 20 FABRICATION OF HYDRAULIC STEEL STRUCTURES.

c. Install New Seals and Springs as indicated on the contract drawings.

d. Painting: After the steel modifications are complete, paint per specification section 09 97 02 PAINTING: HYDRAULIC STRUCTURES. All damage to the stoplogs must be repaired at the Contractor's expense.

e. Return Stoplogs to Dam and Final Inspection: Return the stoplogs to the location where they were picked up. Provide rigging and equipment to place stoplogs in the machinery platform of M31 and M32.

The Contracter and the Contracting Officer must perform a final insepction upon return of the stoplogs.

1.3.2 Lift Plan

Submit a lift plan describing how stoplogs will be moved from inline with the monorail trolley crane to the stoplog removal slot at the downstream side of the stoplog maintenance platform. The Hanger Support - Type 4 on the underside of the bridge deck may be used to move the stoplogs. The Hanger Support - Type 4 may be used for in plane loading up to a vertical working load of 8 kips. Ensure stoplogs are clean from silt and debris prior to using the lifting lugs. Submit product data for all rigging and equipment to be used in moving the stoplogs from the monorail trolley crane to truck. The lifting hook attaching to the Hanger Support - Type 4 must be a minimum 1/2" wide for straps or 1.25 in diameter for a steel hook. All lifts must ensure that the rigging is no larger than 30 degrees from vertical. Include dimensioned sketches illustrating the rough dimensions and locations of the lifting lugs and the stoplog lugs. Include a traffic control plan in accordance with requirements listed in 01 12 00 CONSTRUCTION GENERAL to stop all bridge traffic while the hanger support -type 4 are in use. Limit traffic stoppages to no longer than 30 minutes per stoppage. Drilling additional anchoring points is not permitted.

1.3.3 Hanger Support - Type 4 Inspection

Perform a lifting lug inspection prior to use of the lifting lugs. Ensure there is no section loss, excessive corrosion, cracks, or other issues that would make use of the lifting lugs unsafe. Submit a report signed by a qualified person per ASME B30.20 that the lifting lugs have been inspected. Include photos of each lifting lug to be used and any observations of signs or deterioration in the report.

SECTION 01 11 00 Page 3

1.3.4 Location

The stoplogs are stored at the Garrison Dam Spillway. Refer to the contract drawings for Project Location Map, the Access Route Location and the Stoplog Loading Area. Work on the stoplogs must occur at the Contractor's shop.

1.4 STOPLOG TRANSPORTATION

The Contractor is required to transport the stoplogs from the dam to the Contractor's fabrication shop and return them after shop work is complete.

The stoplogs will be positioned on the north side of the maintenance platform of the east abutment under the bridge and monorail hoist by the Government. Refer to the drawings C-101 and C-102 and the photos in Appendix A of these specifications for the pick-up/drop-off location. The completed stoplogs MUST be delivered to the same location they were in when picked up by the Contractor to ensure the monorail crane can properly attach to them.

1.4.1 Final Inspection

The Government must perform an inspection upon final placement of a completed stoplog in the Dam maintenance platform by the Contractor to document any damages from transport that the Contractor must remedy. The Contractor must participate in this inspection with the Government for concurrence. Notify the Contracting Officer at least 28 days prior to return of the stoplogs.
