This is a Request for Proposals (RFP) for the construction of a new Dairy Forage Research Center (DFRC) at Prairie du Sac, Wisconsin, issued by the U.S. Army Corps of Engineers Omaha District on behalf of the USDA Agricultural Research Service. The project involves constructing 18 buildings and support structures totaling approximately 642,000 GSF, including 254,003 BGSF of new production, research, operations and maintenance facilities with supporting infrastructure. The facility will accommodate 452 lactating cows, 144 calves, and support 1,300 acres of crops production and 900 acres of pasture.

The contract will be a firm-fixed-price award with an estimated value between $25-100 million. Proposals are due January 21, 2025 at 2:00 PM CST, with a site visit scheduled for December 18, 2024. The period of performance is 917 calendar days after notice to proceed. Most buildings will be pre-framed, pre-engineered metal structures on concrete spread footings, except for the Lab and Administration Building which will have a laminated wood structure. The solicitation is unrestricted but requires 20% small business participation and includes a Project Labor Agreement requirement. Key personnel required include a Project Manager, Project Engineer, General Superintendent, Quality Control Manager and Project Scheduler. The contract includes multiple CLINs for different facility components as well as seven optional CLINs for additional features.

3. Material Procurement

4. Construction

5. Punchlist and Closeout
