A. GENERAL PROJECT INFORMATION

1. API 653 Inspection This project will perform API 653 inspections of various tanks at facilities throughout the United States. Additional consideration is given to federal, state, and local regulations as well as applicable military criteria and general industry standards.

An API Standard 653 In‐Service inspection was performed for Tank #1 (Facility 5921).

2. Site Information On January 14, 2019 Argus Consulting and our sub‐consultant (InterSpec, LLC) performed an API 653 In‐Service inspection of Tank 1 (Facility 5921), located at Barksdale AFB, LA.

B. TANK INSPECTION COMMENTS

1. Secondary Containment 40 CFR 112.7(c) states that the entire secondary containment system, “including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a primary containment system ... will not escape containment before cleanup occurs.” 40 CFR 112.8(c)(2) and 40 CFR 112.12(c)(2) state that diked areas must be “sufficiently impervious to contain oil.” The purpose of the secondary containment requirement is to prevent discharges, as described in 40 CFR 112.1(b); therefore, effective secondary containment methods must be able to contain oil until the oil is cleaned up. The secondary containment area consists of an HDPE floor liner covered in gravel and concrete vertical sloped walls. An informal containment evaluation was conducted. The containment appears to be of sufficient size to contain a total tank loss per UFC 3‐460‐01 Section 8‐14.2.1, “The containment area needs to have sufficient capacity to contain the tank contents plus one foot of freeboard. If the containment has the capacity to contain the tank contents plus one foot of freeboard, the containment area is sufficient.” The secondary containment area appears to be properly graded to drain water away from the tank in accordance with NFPA 30.

2. Tank Construction Tank 1 (Facility 5921) is a nominal 23,800 barrel, 67’ diameter by 42’ 1” tall, Jet A, aboveground vertical storage tank. The original construction and upgraded nameplates were affixed to the tank, although the original nameplate is not legible due to being painted over. The tank had a new bottom installed in 1986 and had various upgrades installed by CAPE, Inc. in 2014.

3. Tank Foundation The tank rests on a concrete ringwall. The foundation was visually evaluated during the inspection for broken concrete, spalling, cracks, and vegetation against the bottom of the tank. The tank bottom‐to‐pad sealant was inspected and was found to be in satisfactory condition. A shell settlement survey was performed during the inspection in accordance with Appendix B of API Standard 653. Settlement results are listed in Appendix A.

4. Tank Bottom The tank bottom was not evaluated during this In‐Service inspection. The tank bottom was previously inspected in June 2006 and had several patch plates installed due to underside corrosion at that time.

5. Tank Shell The shell is constructed of carbon steel material of an unknown grade. The shell is a cylindrical design, butt‐welded together, consisting of seven (7) courses. The shell interior and exterior have a thin film epoxy coating system. The coating was inspected for disbonding, adhesion, deterioration, and discoloration. The exterior shell coating has completely deteriorated. The shell was evaluated for remaining metal thickness utilizing ultrasonic technology. The ultrasonic thickness measurements and thickness measurement locations (TML) are listed in the Shell Plate Thickness Measurements table in Appendix A. A shell service life evaluation performed on all shell courses shows the shell has a remaining life of greater than 30 years under current conditions. The shell service life evaluation is shown in the Shell Service Life Evaluation table in Appendix A.

Roundness, plumbness, peaking, and banding of the shell are acceptable. The tank appears to be stable and does not appear to be in danger of overturning or buckling due to high winds or seismic conditions.

6. Tank Floating Roof The tank is equipped with an internal floating roof. The floating roof is a carbon steel double deck style roof. The roof primary and secondary seals and appurtenance penetration seals were inspected for tears and deterioration; all seals in the tank should be replaced. The annular space between the floating roof and the shell was measured and shows the floating roof relatively centered in the tank.

7. Tank Fixed Roof The fixed roof is a geodesic dome constructed of aluminum material of an unknown grade. The fixed roof is not coated. The roof is equipped with light hatches and a 24‐inch center vent. Evidence of water dripping on the IFR indicates some of the panels are leaking and should be resealed.

8. Tank Appurtenances

a. Water Draw‐Off System

1) Water Draw‐Off Line: The water draw‐off piping consists of a 2‐inch double block and bleed skin valve reduced to 1‐inch stainless steel piping with welded and flanged fittings. The internal piping extends into the sump.

2) Product Saver Tank: The 50‐gallon product saver tank (PST) is constructed of stainless steel. The PST is equipped with a Baldor brand electric pump. The PST is not grounded. The PST has piping extending to the high level control assemblies, is vented properly, and has a sight gauge with a density ball to the view fuel/water level.

b. Low Suction System The tank is equipped with a low suction line. The 4‐inch carbon steel exterior piping (reduced to 2‐inch after skin valve) is tied into the issue line. The skin valve to the tank is a ball valve and is not double block and bleed. The line is not equipped with a thermal relief system. The exterior piping, valves, flanges, and hardware have minor coating failure and corrosion. The line is equipped with a 2‐inch camlock fitting for tank stripping.

c. Issue Line The tank is equipped with two separate issue lines. The 8‐inch issue line is constructed of carbon steel; the line is used to facilitate transferring fuels between tanks. The line is not equipped with a thermal relief system; the skin valve to the tank is a double block and bleed valve. The 12‐inch issue line is constructed of carbon steel and is used to issue to the Type III hydrant fueling system. The line is equipped with a double block and bleed skin valve and is protected from overpressure with a thermal relief system.

d. Receipt Line The 8‐inch receipt line is carbon steel. The line is protected from over‐pressure with a thermal relief system and is equipped with a double block and bleed skin valve.

The thermal relief system consists of 1‐inch flanged and welded stainless steel piping and fittings. The receipt line is equipped with a CLA‐VAL hydraulic control valve to automatically stop fuel coming into the tank before overflow occurs.

e. Automatic Tank Gauging (Fuel Level) The tank is equipped with an ENRAF system for electronic fuel level gauging. The system is installed in an 8‐inch slotted aluminum stilling well. The system is mounted on top of the geodesic dome and has a platform for access. The ENRAF system is reported to be in working condition.

f. Automatic Tank Gauging (Water Level) The tank is equipped with an ENRAF VITO system for electronic water level and temperature gauging. The system is installed in a 4‐inch slotted stainless steel stilling well. This stilling well is located near the tank perimeter and not near the center sump and will not reliably detect water in the tank.

g. Mechanical Tank Gauging The tank is not equipped with a mechanical tape gauge for gauging product level. An MTG previously existed on the tank, and the piping to accommodate one still exists.

h. Tank Sampling\Manual Gauging The tank is equipped with separate stilling wells for sampling and manual gauging.

The tank sample gauge reel is located on the geodesic dome roof with a platform for access. The sample gauge is equipped with an 8‐inch slotted aluminum stilling well.

The tank is also manually gauged using the sample gauge well, although a manual gauge stilling well does exist. The manual gauge well is part of the ladder for accessing the top of the IFR. The manual gauge well is constructed of carbon steel, is not slotted, and the base does not use it for gauging.

i. Level Alarms\High Level Shut‐Off The ENRAF system provides low, low‐low, high, and high‐high level alarms. The tank is also equipped with independent alarms that provide low, low‐low, high, and high‐ high level alarms.

The high level alarm assembly and high level shut‐off assembly are accessible from the circumferential stairway with an extended platform. The piping consists of 1‐inch threaded carbon steel piping with lockable ball valves. The assemblies have a means for testing and have piping extending to the product saver tank. The flange for the high level alarm assembly has some coating failure with minor associated corrosion.

j. Ladder and Platforms The tank’s geodesic dome roof is accessible by a circumferential stairway mounted on the shell of the tank. The circumferential stairway has a platform for the high level alarm and shut‐off assemblies and for the gauging ports at the top of the tank.

The floating roof is accessible by an internal ladder through an access hatch on the fixed roof. A confined space warning sign posted to the hatch is faded and not legible.

k. Grounding The tank has nine (9) grounding straps around the circumference of the tank. The tank grounding cable is bolted to grounding lugs that are welded directly to the tank dead shell.

Engineering Calculations

1. Shell Service Life Evaluation

2. Shell Settlement Evaluation

Where:

t min = minimum acceptable shell thickness for each course, in inches; however, t min shall not be less than 0.1 inch for any tank course.

t nom = nominal shell thickness, in inches.

t act = current measured shell thickness, excluding pits and corrosion, in inches.

t prev = previous measured shell thickness, excluding pits and corrosion or t nom , in inches.

D = nominal diameter of the tank, in feet.

H = height from the bottom of the shell course under considerations to the established maximum liquid level, in feet.

H c = calculated safe fill height, in feet, for the current product.

G = specific gravity of the contents.

Y = specified minimum yield strength of the plate; use 30,000 pounds per square inch if not known

(N/A for riveted tanks).

T = smaller of the specified minimum tensile strength of the plate or 80,000 pounds per square inch;

use 55,000 psi if not known (N/A for riveted tanks).

S = The maximum allowable stress, in pounds per square inch. For welded tanks, use the smaller of

0.80Y or 0.429T for the bottom and the second course or the smaller of 0.88Y or 0.472T for all other courses. For riveted tanks, use S =21,000 psi. For elevated temperatures above 200OF, the maximum allowable stress shall be the smaller of 2/3 the minimum yield strength multiplied by the M-factor (M) of API Standard 650 Appendix M or the product design stress value listed in Table M-1a or M-1b of API Standard 650.

E = original joint efficiency for the tank. Use Table 4-2 from API Standard 653 if original E is unknown; E =1.0 when evaluating the retirement thickness in a corroded plate, when away from welds or joints by at least the greater of one inch or twice the plate thickness. For riveted tanks, use E =1.0 for shell plates when greater than 6 inches from rivets; use the value of E from API Standard 653 Table 4-3 when within 6 inches of rivets.

L r = remaining life of the shell, in years.

C r = shell corrosion rate, in inches per year.

I ut = inspection interval for the next ultrasonic inspection, in years (not to exceed 15 years).

I v = inspection interval for the next visual external inspection, in years (not to exceed 5 years).

Y = years between the previous measured shell thickness (t prev ) and the current measured shell thickness (t act ), in years.

The maximum inspection intervals are determined by the most restrictive shell course in regard to the remaining life and the corrosion rate calculations for each shell course using the following formulas:
