Questions and Answers

21 August 2024

Updated: 22 August 2024

1. Question: Do you have a water source available for use for flushing?

Answer: The Government will allow the Contractor to use water from the stilling basin at the toe of the spillway as the water source for the flushing and cleaning of the underdrain system. The Contractor must provide their own pumps and power source to obtain the water from the basin for their use, at their own cost.

2. Question: Do you have a disposal site?

Answer: The Government has two disposal sites for the Contractor to deposit the material collected from the underdrain system from the flushing and cleaning operation.

Depending on the volume of the material collected and the Contractor’s workflow, the

Contractor will be directed to deposit the material at either, or both locations while work is underway. The Government anticipates that the collected material will be limited to sand, gravel, and sediment. Maps are attached and are described as Disposal Site A, and

Disposal Site B. (See Disposal Site documents uploaded as separate documents)

3. Question: Does the USACE have an estimated value range for this project?

Answer: This project is a commercial service so an estimated range of construction for this project will not be provided.

4. Question: Does the owner have any test reports, video, or other data from past inspections?

Answer: The contractor must request a copy of the report and video from a 2014-2015 inspection of the Chatfield Spillway Sub-Drainage System to Nadine Catania and Wayne

Weidenhamer at Nadine.L.Catania@usace.army.mil and

Wayne.C.Weidenhamer@usace.army.mil, respectively. The report and video will be provided via another platform and the report and video must be deleted before the due date of this solicitation. For clarification, this inspection report and video is for information only and the solicitation for the Chatfield Spillway Inspections will require the system to be cleaned out and obstructions removed so the entire system can be inspected. Since the scope of this project differs from the previous inspection at

Chatfield, the report and video should not be used as templates for this current contract.

5. Have a question on the submission, it states in the Solicitation the following: “The proposal shall consist of one (1) pdf document not to exceed ten (10) pages with a cover page, the price worksheet, and acknowledge any amendments.” Does the Reps & Certs count as part of the 10 page count?

Answer: Please see Amendment 0001, which removed this section from the Instructions to Offerors. Reps & Certs will be pulled from SAM by the government upon receipt of offer.
