8 VOLUME I – TECHNICAL PROPOSAL AND PAST PERFORMANCE

8.1 Offerors shall submit one file labeled as Volume I with tabs (electronic bookmarks or equivalent) to identify the factors shown below. All required information for each identified factor must be contained within that specified Tab.

8.2 Page limitations for Factors 1-4 are shown in Table 1, below:

Table 1 - Proposal Format -- Volume I: Technical Proposal and Past Performance

EVALUATION

FACTOR

LOCATION TITLE PAGE LIMITATION

1 Tab 1 Past Performance No page limitation on the total number of pages, each project submission is limited to 2 pages

2 Tab 2 Organizational Structure

15 (exceptions are noted in paragraph 8.2.2, below)

3 Tab 3 Key Personnel 6 (each resume shall be no more than 2 pages)

4 Tab 4 Technical Approach to the Sample Project

8.2.1 All text shall be at least 10 pt. font and easily read. All text shall be typed and single-spaced and each page shall be 8-1/2 by 11 inches.

8.2.2 The following items are excluded from the Factor 2-page count:

A letter from DCAA approving the Offerors purchasing system would be excluded as described in Factor 2 The Offeror’s organizational chart can be 11x17 inches but is included in the page limitations as one (1) page as described in Factor 2.

8.2.3 Each page should contain the following information in the top and bottom margin. Exact placement (center, off-center, left, right, etc.) and sequence of presentation is at the discretion of the Offeror.

Page number. Pages for each factor should be separately and sequentially numbered (i.e., the first page submitted for evaluation of each factor should be “Page 1”). This includes all pages for Factor 1; while there is no page limitation for Factor 1, the page numbers are needed by the Government for reference during the selection process.

Factor number and title. For example, “Factor 1 – Past Performance.”

Solicitation Number Company name of Offeror and (at the Offeror’s discretion) the company logo Disclosure information can be placed in the bottom margin.

8.3 Top, left, right, and bottom margins should be no less than 1”. No information should be included in any margin, except as required in Paragraph 5, above. Past Performance evaluations are exempt from this requirement.

Information contained within margins, other than what is required by the Government, will not be reviewed. Page limitations are per factor, i.e., an Offeror may not reduce the page count for one factor in order to submit additional pages for another factor.

8.3.1 For Factors 2, 3, and 4, pages that exceed the page limitations for any factor will not be reviewed and the information contained on those pages will not be considered for evaluation. Note that including required information on a page that exceeds any of these limitations, and which is therefore not reviewed, may cause a Factor to be rated as Deficient. For Factor 1, there is no overall page limitation; however, for individual project submissions exceeding 2 pages, only the first two pages will be reviewed; project submissions exceeding first five (5) will not be reviewed, and for narrative information submissions any information on pages in excess of one (1) page will be reviewed.

9 VOLUME I, TAB 1 – FACTOR 1: PAST PERFORMANCE

9.1 In this tab, the offeror shall submit information for a minimum of three (3) up to five (5) projects* that best demonstrates the offeror’s experience on projects that are similar in size, scope, and complexity similar to that described in Section 01 11 00. These highlighted projects will help the Government understand the recency and relevancy of the Offeror’s past performance and aid the Government in a confidence assessment. Note: To be considered, the project must have been completed by the offeror, i.e., not the offeror’s subcontractor.

9.2 In addition, the offeror shall provide a list of CPARS entries they feel are most applicable to this acquisition. The Government will review this list and other CPARS entries. No part of this submission restricts the Government’s rights to review past performance data from other sources, or limits what the Government can review from CPARS.

9.3 To be evaluated, each project must have been completed by the offeror within seven years of the date that proposals are due and must be accompanied by either a CPARS assessment or a PPQ.

9.4 The Government will not consider project submissions from the offeror in excess of the five requested projects. However, the Government will review additional CPARS assessments and PPQs, as appropriate, in order to review the offeror’s past performance data in a total offeror concept to gain a holistic understanding of the offeror’s performance record. Offerors are allowed to submit additional narratives to explain how the offeror has overcome any negative past performance data. Narratives must not be more than one (1) page. Narratives do not absolve the offeror of prior performance. Narratives provide the offeror an opportunity to frame prior poor performance. The Government will review this data and consider its content when reviewing past performance.

Narratives are also encouraged for example projects that may be missing requested elements (i.e. nearly complete projects, non-DOD project that still meets all the complexity requirements, etc) explaining to the Government why it should consider the project as a complete submission. The Government reserves the right to subjectively determine the impact of the content of the narrative and how it will impact the ratings.

9.5 *A maximum of five projects will be evaluated. If an offeror disregards these instructions and submits more than five projects, only the first five projects will be evaluated. Offerors should describe each project with enough detail to ensure that the Government can meaningfully assess the projects against the evaluation criteria described in the RFP.

9.6 For each project submitted, the offeror also shall provide past performance information.

9.7 Requirements applicable to every project example.

9.7.1 For the purposes of this solicitation, a project is defined as one of the following:

A single task order of an indefinite delivery/indefinite quantity (IDIQ) type contract at one site A single task order of an indefinite delivery/indefinite quantity (IDIQ) type contract at multiple sites.

Work performed pursuant to a single stand-alone (non-IDIQ) contract at one site Work performed pursuant to a single stand-alone (non-IDIQ) contract at multiple sites.

One specific task order of an indefinite delivery/indefinite quantity (IDIQ) type contract or a single stand-alone “C” type contract which has one specific past performance evaluation in CPARS or via completion of a PPQ.

Work pursued under multiple task orders of an ID/IQ type contract does not constitute a "project" within this definition. Work pursued under multiple stand-alone contracts does not constitute a project within this definition

9.8 Past project examples submitted for this factor shall have been awarded to the Offeror (either singly or as one of the participants in a Joint Venture (JV) named on the SF1442 for this solicitation (W9128F-21-R-0031)). 9.10 The project completion date shall have been within the past seven (7) years of the original (non-Amended) date that proposals are due. For the purposes of this solicitation, a project is considered complete when all construction is completed, the contractor has completely demobilized from the site, and all deliverables required by the contract or task order have been delivered and accepted by the Government. It is not necessary for the contract to be administratively/financially closed out. However, a project example must have a CPARS or PPQ associated in the submission. If a project is incomplete, yet the offeror wishes to submit the project as recent experience, in addition to a PPQ, the offeror must provide a narrative (see paragraph 9.4 above) explaining to the Government why it should consider the incomplete project. The Government will assess the explanation and make a sole determination whether or not the project should be considered.

9.11 Work shall have been performed within the United States, to include Hawaii, Alaska, and Outlying Areas as defined in by Federal Acquisition Regulations (FAR) 2.101. Projects performed in foreign countries, to include those at U.S. military installations or other U.S. facilities in foreign countries, are unacceptable.

9.13 Contract/task order final cost shall be a minimum of $500,000. “Final cost” means the amount of costs the Offeror was reimbursed by the Customer, including the associated fee for the contract/task order. For task orders, the “final cost” amount is the award amount of the task order, not the parent contract.

9.14 The Government will review past performance data for recency and relevancy considering the following work factors. Offerors are encouraged to highlight their prowess and capabilities in the sample submissions to ensure the Government is aware of the offeror’s capabilities in meeting similar elements of work:

9.14.1 Cost-Reimbursement: Cost-reimbursement types of contracts provide for payment of allowable incurred costs, to the extent prescribed in the contract. These contracts establish an estimate of total cost for the purpose of obligating funds and establishing a ceiling that the contractor may not exceed (except at its own risk) without the approval of the contracting officer. A cost-reimbursement contract requires the contractor to have an adequate cost accounting system for determining costs are applicable to the contract. Time and Materials contracts, Labor-Hour Contracts, Letter Contracts, and Fixed Price contracts with cost reimbursable line items ARE NOT acceptable Cost- Reimbursement projects. Contracts or task orders awarded by companies which operate federal governmental facilities are not acceptable. Project example(s) submitted can be from the Offeror who performed the project as a Prime Contractor, JV participant, or Teaming Partner or from the Offeror’s proposed JV.

9.14.2 Time Sensitive: Projects that required mobilization within 45 days after Notice to Proceed. Project example(s) submitted can be from the Offeror who performed the project as a Prime Contractor, JV participant, or Teaming Partner or from the Offeror’s proposed JV.

9.14.3 Infrastructure or Levee Repairs: Repair, renovation, reconstruction, or construction of infrastructure or levee project that had a total contract value (including modifications) greater than or equal to $500,000. Project example(s) submitted shall have been performed by the Offeror as a Prime Contractor. Work performed as a subcontractor (including subcontractors under a teaming partner arrangement) is not acceptable.

9.15 Each project example submitted should include the following information, presented in this order:

Customer (agency, military branch, state, city, etc.)

Contract and (if applicable) task order number, at award Contract/task order title Contract/task order award date Notice To Proceed (NTP) date (if applicable) Project completion date Project duration (days)

Final Contract/task order cost to the Government/Customer Explanation for any cost or schedule growth.

Location of work (City/Installation, State, Territory, Commonwealth, etc.)

Individual Point of contact for the customer/client.

Name

Title Role (Contracting Officer, Program Manager, etc.

Mailing address Phone number (work Email address

Description of the work performed Explanation of how the work performed is relevant to this solicitation

9.16 If the Government/Customer contractually required your firm to mobilize within a certain number of hours or days from contract award or NTP, state the required response time and the time your company actually took to mobilize. Otherwise, state “No mobilization timeline requirement.”

9.17 The Government reserves the right to verify information on the project, and if the Government cannot verify the information, it may discount the project information, which could negatively affect the technical rating for this factor.

9.18 NOTE: If an Offeror includes an affiliation of a company with a named offeror, then the proposal must include a factual basis showing the planned relationship between the companies on the contract at issue, i.e. the proposal must indicate the involvement of the affiliate in performance of the contract before the agency can attribute the affiliate’s past experience or performance to the offeror.

9.19 If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, submit it with the proposal. If there is not a completed CPARS evaluation, submit a completed Past Performance Questionnaire (PPQ) for the project. The standard PPQ for USACE is Form PPQ-0 (9/30/11) and it is provided as an attachment to this solicitation. Offerors are advised to ensure correct phone numbers and email addresses are provided for the client point of contact. Do not submit a PPQ when a completed CPARS evaluation is available.

9.20 If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Contract Specialist, prior to proposal closing date. Offerors shall instruct the clients to refer to the solicitation number in the subject line. PPQs are source selection materials. All successfully submitted PPQs will receive an email confirmation upon receipt. If the offeror does not receive the confirmation, it is the offeror’s responsibility to follow up to ensure the Government has received the information. The Government reserves the right to contact the personnel listed on the PPQ. The inability to validate the information on the PPQ will affect the Government’s evaluation. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the offeror see paragraph 9.5 of this section. In the event that a formal past performance evaluation has not been completed via CPARS, or CCASS, the Past Performance Questionnaire (Form PPQ-0, Attachment 1) is provided for the Offeror or its team partners to submit to the client. The PPQ should be completed by an owner or owner’s representative not affiliated with your firm. Ensure correct phone numbers and email addresses are provided for the client point of contact.

9.21 Completed PPQs shall be submitted with your proposal or to the designated personnel listed below prior to the Phase 1 proposal due date. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the designated Government's point of contacts, via email at tyler.hegge@usace.army.mil, john.d.hickman@usace.army.mil, and ericka.t.collins@usace.army.mil prior to proposal closing date. The Government may utilize utilizing previously submitted PPQ information in the past performance evaluation.

9.22 Do not submit PPQs for projects evaluated via CPARS or CCASS. In the event an Offeror submits a PPQ for a project for which a CPARS evaluation is available, the CPARS evaluation will be considered authoritative.

9.23 In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), telephone interviews with organizations familiar with the offeror’s performance, Government personnel with personal knowledge of the offeror’s performance capability, and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the offeror. The Government reserves the right to contact any and all individuals identified in the projects submitted. It is the responsibility of the Offeror to provide current contact information for the individual identified therein.
