1. SOLICITATION DESCRIPTION
1.1 Indefinite Delivery Type Contracts: As part of the Advanced Contract Initiative (ACI) Emergency Temporary
Roof Repair acquisition strategy, the Government intends to issue one (1) solicitation and award four (4) subsequent single award task order contracts (SATOCs) for the Continental United States (CONUS):
Acquisitions to be awarded under this solicitation:
Primary Region Secondary Region Set-Aside Capacity
Texas (TX) to Alabama (AL) Florida (FL) to Maine (ME) Small Business $45,000,000.00 Texas (TX) to Alabama (AL) Florida (FL) to Maine (ME) Service Disabled Veteran
Owned Small Business
(SDVOSB)
$45,000,000.00
Texas (TX) to Alabama (AL) Florida (FL) to Maine (ME) HUBZone $45,000,000.00 Texas (TX) to Alabama (AL) Florida (FL) to Maine (ME) Woman Owned Small
Business (WOSB) $45,000,000.00
Total Capacity $180,000,000.00
Acquisitions to be awarded under separate solicitation: (For informational purposes only)
Primary Region Secondary Region Set-Aside Capacity Texas (TX) to Alabama (AL) Florida (FL) to Maine (ME) Unrestricted $45,000,000.00
This solicitation is for the Small Business contracts only with the primary region of Texas to Alabama. A separate solicitation will be issued for the Unrestricted contract at a later date. A separate solicitation will be issued in 2021 for the Small Business and Unrestricted contracts with the primary region of Florida to Maine.
The geographic scope of this solicitation is as follows: Alabama, Connecticut, Delaware, District of Columbia, Florida, Georgia, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Texas, and Virginia. These states will be divided into two (2) regions. Each contractor awarded a SATOC under this solicitation will be designated the primary region of Texas to Alabama to support but will have the capability to support the secondary region, if needed. The two (2) regions are:
Region 1 – Florida to Maine: Connecticut, Delaware, District of Columbia, Florida, Georgia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina and Virginia.
Region 2 – Texas to Alabama: Alabama, Louisiana, Mississippi and Texas.
Each SATOC will not exceed $45,000,000.00 in capacity, with a minimum guarantee of $2,500.00 (to include the base and option period). All task orders issued under the SATOCs will be Firm Fixed Price. Award will be made to the highest ranked offeror in each of the four (4) small business classifications whose proposals conform to the criteria established in this solicitation, and are considered most advantageous to the Government;
price and other factors considered. In any case, the Government may not award any contract if the resulting contract would not represent the “best value” to the Government using trade-off selection procedures as required by the DFARS and using guidance as prescribed by the Department of Defense (DoD) Source Selection Procedures. It is strongly encouraged that the provisions stated in the solicitation be fully studied prior to assembly of the proposal.
The period of performance for the SATOCs consists of a 5-year base period and a 2-year option period for a total 7-year performance period. The Government’s decision to exercise an option will be contingent on satisfactory contactor performance and an informal survey of current market conditions. The decision to exercise the option is at the discretion of the Government.
An offeror will only be considered for one (1) $45,000,000 SATOC for CONUS. This includes any combination of teaming arrangements, Joint Ventures or mentor-protégé arrangements as prime contractors.
This restriction does not include subcontracting. If an offeror is awarded a SATOC under this solicitation, it will not be considered for award for the Unrestricted CONUS contract. An offeror will still be considered for SATOCs in solicitations for areas other than CONUS. The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
1.2 Set-Aside: This solicitation is set aside for small business participation only, including separate set-asides for HUBZone, SDVOSB, and WOSB.
1.3 Eligibility Verification: The System for Award Management or (https://www.SAM.gov) website will be checked to verify an offeror’s current classification under North American Industry Classification Code (NAICS) 238160, Roofing Contractors with a small business size standard of $16.5 million.
1.4 Awards: The U. S. Army Corps of Engineers intends to conduct this acquisition by use of competitive source selection procedures in accordance with the provisions set forth in this solicitation.
These contracts will be awarded to fulfill the Government’s anticipated need for numerous rapid-response temporary roofing projects in the coastal states of Texas to Alabama and the coastal states of Florida to Maine.
The effect will be to have numerous capable and responsible contractors that can facilitate and maximize the Government’s response capability in the event of an emergency, as it is the Government’s intent to maximize the number of contracts, and thus contractors to draw upon, to respond to a catastrophic event. Having numerous contractors with contracts that have scopes with overlapping geographic coverage is crucial to meeting the Government’s needs here, which is to ensure that the Government has adequate coverage and contract capacity in the event of an emergency event in any one (1) location.

The offeror shall also provide information on the project as to the size, complexity, and distinctive and/or unique features of the project. The offeror should provide specific information to demonstrate that it has relevant experience to all of the possible activities for this project as listed in this solicitation.
4.2.3 Volume I, Factor 2 - Expertise in Roofing or Roofing Missions Provide at least three (3) and not more than five (5) examples of completed projects which demonstrate the offeror's and its team members' experience in performance of the work similar to installing temporary roofing of 200 houses per day or other large scale permanent roof repairs. Each project identified must include a contract number, a reference contact name, address and telephone number, as well as email address if available. The projects must have been completed within the last six (6) years. A completed project is defined as: Work performed under a “project” that is physically complete and has been accepted by the customer. The offeror may provide additional narrative on any or all projects provided the offeror does not exceed the page count as specified in Section 002100. The offeror should present projects, which demonstrate its experience in project management and execution of residential roof replacement or roofing repairs in response to hurricanes or other natural disasters. The offeror may include both federal and commercial work. The offeror must indicate whether it was the prime or subcontractor on each project. If the offeror was the prime contractor, the offeror shall also describe its primary role/duties in execution of the work (i.e. the major components of the project which were completed by the prime’s staff and major components which were subcontracted out). The offeror shall also provide information on the project as to the size, complexity, and distinctive and/or unique features of the project. The offeror should provide specific information to demonstrate that it has relevant experience to all of the possible activities for this project as listed in this solicitation.
4.2.4 Volume I, Factor 2 - Expertise in Electronic Database Management to Track and Schedule Work Describe an electronic tracking and database system for work assigned that provides continuity and efficiency in the field, and allows for enhanced documentation. It is suggested the offeror include their past performance information in their proposal to document historically the use of such systems in related work. The offeror shall clearly define roles and responsibilities associated with said proposal.
4.3 Volume I, Factor 3 - Past Performance
The offeror shall provide past performance ratings for each project submitted in Factor 2. The title of the project shall be consistent with the project experience description as required Factor 2.
If the offeror’s Contractor Performance Assessment Report (CPAR) is available, then the contractor shall not submit a Past Performance Questionnaire (Form PPQ-0, Attachment 1). For those offerors whose past performance information is not located in the automatic systems, offerors shall contact their references and request each reference complete the PPQ. The PPQ should be completed by an owner or owner’s representative not affiliated with the offeror’s firm and shall be signed by the customer.
CPARS ratings are preferred for any federal project. Past Performance Questionnaires (PPQs) completed by the customer are also acceptable (to include those previously completed), as are evaluations in other formats (Not CPAR or PPQ) if the evaluation criteria and rating types are similar to those used in a CPAR and/or PPQ evaluation, the evaluation includes a level of detail (or greater) as a CPAR and/or PPQ evaluation, and it is signed by the customer.
All evaluations or surveys shall contain the name, address, telephone number, and e-mail address of the customer evaluator who issued the evaluation or survey. The Government reserves the right to contact the customer to verify the offeror’s performance. Under no circumstances should the evaluation or survey be initiated by the offeror or a team member.
Completed PPQs shall be submitted with your proposal or to the designated personnel listed below NO LATER THAN the proposal due date. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the designated Government points of contact, via email at jessica.r.jackson@usace.army.mil and lee.m.mccormick@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Do not submit PPQs for projects evaluated via CPARS. In the event an Offeror submits a PPQ for a project for which a CPARS evaluation is available, the CPARS evaluation will be considered authoritative.
The Government reserves the right to contact any persons who may be knowledgeable about the project or projects (this is not limited to contracts identified by the Offeror) submitted in an Offeror’s proposal. In addition, the Government may review and take into consideration other sources of information pertinent to the evaluation of the Offeror’s past performance including both the previous experience projects submitted and other similar projects performed by the Offeror. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS, using all Commercial and Government Entity (CAGE)/DUNS numbers of team members (partnership, Joint Venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.
While the Government may elect to consider data from other sources, the burden of ensuring detailed, current, accurate and complete past performance information rests with the Offeror.
The Government intends to assess the relevancy and performance based on the past performance information provided received and/or retrieved. A significant achievement, unexplained or unresolved problem, or lack of relevant data may significantly impact the risk rating by the Source Selection Evaluation Board (SSEB).
Therefore, it is incumbent upon the offeror to include all relevant information, including demonstrated corrective actions, in its proposal.
In addition to the project information requested in this section, the offeror shall also provide notification and information concerning any projects where it’s right to proceed was terminated for default during the last six
(6) years, or so state that there were none.
Offerors that have no past performance record will be given an unknown/neutral performance rating. In rating past performance, the SSEB may consider available past performance information on predecessor companies, employment histories of key personnel, or major subcontractors performing key elements of the project.

A bid or proposal offering non-domestic construction material will not be accepted unless specifically approved by the Government. When a bidder or offeror proposes to furnish non-domestic construction material, the bid or proposal must set forth an itemization of the quantity, unit price, and intended use of each item of such non-domestic construction material. When offering non-domestic construction material pursuant to this paragraph, bids or proposals may also offer, at stated prices, any available comparable domestic construction material, so as to avoid the possibility that failure of a non-domestic construction material to be acceptable under this paragraph will cause rejection of the entire bid. All bidders are cautioned that, prior Government conduct notwithstanding, the Contractor's selection of a domestic construction material (as defined in FAR 52.225-9, Buy American - Construction Materials) which would require the subsequent selection of a foreign construction material for compatibility is not a justification for waiver of the Buy American Act. It is the Contractor's responsibility to verify, prior to submitting the materials for approval that each system can be built to meet the contract specifications without the use of foreign construction materials.
