5. Period of Performance: Per solicitation, the following performance periods apply based on the Fort Randall unit outage schedule:
Penstock #8 – 2/15/21 through 4/2/21 Penstock #3- 3/15/21 through 4/20/21
a) Weather days: Specification 01 30 00.24 part 1.1 describes the process regarding weather delays. However, weather delays are assumed to be unlikely for this project.
6. Bonding: Payment Bonds will be required (to be added by amendment)

7. Insurance: Reference page 7 of 30 in the solicitation document posted to beta.sam
8. Liquidated Damages: Not applicable on this contract.
9. Contractor Allowed Working Hours: The Contractor can work Monday through
Friday 0700 to 1730. Working outside these work hours will need written permission from the COR. The Contractor will not be allowed to work on Federal holidays. (01 12 00 part 1.13)
6. Security Requirements: See 01 30 00.24 (to be added to submittal register by amendment)
a) Security Personnel List – List of all proposed workers to be on site
b) AT Level 1 – On-Line training certificate required by all proposed workers
c) iWatch Training – Certificate Required for Superintendent.
Superintendent to brief all other workers on the iWatch program.
d) OPSEC Training - On-Line training certificate required by all proposed workers
e) E-Verify – Online verification for all proposed workers to be on site
f) Government Security Paperwork (for unescorted access) – required for supervisors and oversight personnel
1. Criminal Background Check
2. ID Verification upon entering site to escort other non-authorized individuals
7. RMS: The government will use the RMS system described in 01 45 00.15 10 to process submittals, RFI’s, Reports, Payments, etc. Computer requirements, program download information, and training information can be found at the website listed in the specification (https://rms.usace.army.mil).
8. Davis Bacon: Davis Bacon rules will apply to this project. See solicitation document for more information. Contractor must pay in accordance with wage rates listed.
9. Buy American: Buy American rules will apply per page 15 of 30 on the solicitation document. Contractor shall utilize Buy American as much as possible and shall not purchase materials from prohibited sources.
10. CQC / SSHO / Superintendent Requirements – The CQC System Manager shall be assigned no other duties; except will be allowed to also serve as the Site Safety and Health Officer (SSHO) provided the individual has the proper qualifications.
The Superintendent shall have no other duties. (01 45 00.00 10 part 3.4.4). See below for a list of some of the duties of each position.
a) Contractor Quality Control (CQC) manager – see 01 45 00.00 10 part
3.4.2 for more detail

E. Technical
1. Submittals: Submittals to be performed in accordance with 01 33 00. Submittal
Register listing submittal requirements is located at the end of section 01 33 00.
Note that some administrative submittals don’t show up on the submittal register.
i. Contractor will be required to submit the following items by serial letter:
1. Project Schedule
2. As-builts / Redlines: Not applicable to this contract
3. Power Availability: The Government will make available, from existing outlets and supplies, all reasonably required amounts of electricity required in the performance of the work without charge to the Contractor per 01 12 00 part 1.8.
4. Notable Requirements include but are not limited to:
i. Confined Space Entry Plan - Depending on the actions of the contractor
(i.e. aerosol usage, exhaust from small engines, etc) the contractor has the potential to make these areas permit required confined spaces (which has further requirements). The contractor shall develop a confined space entry plan that addresses competent person air monitoring, and, if necessary, ventilation and other requirements per EM 385-1-1. Also, see 01 35 26 part 1.13 and 1.13.1.
ii. Fall Protection Plan (1 35 26 part 1.7.2.2) - The fall protection plan shall also included as part of the Accident Prevention Plan (listed on submittal register)
iii. Lead Compliance Plan (02 83 00 part 1.5.2.2) - Paint associated with the penstock system is assumed to be lead-based paint. The existing bolts and nuts are hot dipped galvanized and painted with red lead based paint, and will require special procedures for removal due to the potential for damaging the penstock joints. Project work requires removal of the existing packing material from the joints and cleaning the joints of all rust, dirt, grit and other foreign matter. During this operation the Contractor shall be careful to prevent damage to the inner and outer surfaces of the
4 | P a g e penstock, penstock joints, and to the paint system. The Contractor shall ensure that workers are protected from exposure to lead-based paint particulate during these processes and shall also ensure that all debris resulting from work is collected and properly disposed of (see 02 83 00 part 3.5).
F. Bid Schedule
1. This job consists of a base bid (Unit 8 double joint work – see 35 20 14 part 3.4.2) and one Option (Unit 3 single joint work see 35 20 14 part 3.4.1). Contractor is highly encouraged to read 35 20 14 parts 3.1 through 3.7 for site specific information and requirements.
G. Miscellaneous Items
1. Government Assistance
a) The Contractor is to be aware that no government tools, equipment, or personnel will be made available for Contractor use or assistance at any time during the project.
2. Portable Toilets
a) Toilet facilities will not be available for Contractor's use. The Contractor shall provide and maintain portable toilets for use by the Contractor's staff per 01 12 00 part 1.12.
3. Staging / Storage
a) Potential staging as shown on plan sheet M-102. Contractor to coordinate with USACE prior to use.

I. Questions
1. What is the leakage rate inside the penstock during a unit outage?
Leakage rates vary with water temperature changes which affect seal efficiency at the upstream gates. Leakage rates are normally minimal, but are subject to change.
2. Is cleaning of joints required on the interior and exterior of the penstock joint or just where the packing is in contact with the penstock?
The contractor is to prep the surface where the existing packings are to be removed prior to installing new packing. Cleaning of joints would be limited to the packing surfaces
3. Will Lock out/Tag out be required when contractor enters the inside of the penstock?
Contractor must sign a mechanical clearance form when entering the inside of the penstock. This form is used in lieu of a lock out tag out.
4. What are the expected temperature ranges inside penstock during period of performance?
Contractor is to expect conditions on unit three to be at or close to freezing when outside air temperature reaches freezing temperatures. Contractors working in unit 8 are to expect temperature conditions to be similar to outside temperatures.
5. Can concrete anchors be used on walls of penstock tunnel for fall protection?
Yes. Concrete anchors can be used for fall protection. Concrete anchors must be installed according to manufacturers recommendations and be included in the contractor’s fall protection plan submittal.
Contractor to coordinate location of anchors with USACE prior to installation, but can typically expect concrete wall thicknesses of at least 2 feet.
6. Has the packing ever been replaced on the joints specified in this contract?
To our knowledge here at Ft. Randall the packings in penstock 3 single joint and penstock 8 articulation joint have not been replaced.
7. Can more information be provided on the penstock access hatch?
Please see pictures and drawing below of the access hatch into the penstock.
