8731310 Contracting General Requirements Section 1.4

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

General Requirements Section 1.4 Care of Water provides CFS flow data for the 2yr., 5 yr. and 10 year floods at each of the bridge locations within the project limits. Section 1.4 states, "Full responsibility for the care of water shall be borne by the contractor". In an effort to define the care of water responsibility an internet search adds little clarity to the historical predictable flows the contractor can expect to encounter. The USGS waterdata.gov site provides information on a downstream gauging station # 06799445 at Wakefield Nebraska. However, this gauging station will not be useful in understanding historical flows in Middle Logan Creek. Please provide additional information so bidding contractors can define the care of water scope.
