SUBJECT: Amendment No. 0001 to Specifications and Drawings for Construction of Construct Addition B1134 Missile Maintenance – WSA, QJVF 143101, Minot AFB, North Dakota

TO: Prospective Offerors and Others Concerned

1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).

a. Specifications. (Descriptive Changes)

(1) Standard Form 1442 (SF1442), Page 00 10 00-1, item 13.A., delete the time and date for bid receipt and substitute “1400” and “02 AUG 2016”. Section 00 10 00 is attached to this change.

(2) Section 00 21 00, Page 11, paragraph 1.19, delete item (b) it its entirety “(b) There will be...the site visit.” and substitute the following:

“(b) There will be only one opportunity for a site visit.

This will be held at Minot AFB, North Dakota, on 21 July 2016 at 9:00 AM, CDT. To register attendance for the site visit, Contractors should contact Dean Sulzer, U.S. Army Corps of Engineers, Telephone 701-727-6127, e-mail (Dean.D.Sulzer@usace.army.mil). The Contractors will need to provide for attendees the following:

1) Company Name of employee attending

2) Company Telephone Number; Attendees Mobile Cell Number

3) Name (as it appears on attendees driver's license)

4) Date of Birth of attendee

5) SSN of attendee

6) Photo copy of attendees driver's license (it MUST be legible)

Bring photo ID (Driver's License). ID must match EXACTLY the information provided for the Entry Authority List (EAL). Any deviation from the EAL will result in being denied access to the project site. All attendees shall meet in the clubhouse parking lot of the Roughrider Golf Course: 220 Golf Drive, Am #0001 - 3 (Continuation of SF30)

Minot AFB, ND 58705 NLT 8:45 AM the day of the visit. Please Note: The Roughrider Golf Course is not actually on the Base proper. The course is just north of the Minot AFB MINOT GATE and south of the Minot AFB MAGIC CITY GATE on the west side of

HIGHWAY 83.

A bus will be the only source of transportation onto the base.

No attendee will be allowed to utilize a current base pass to gain access to the base for this site visit. No personal vehicles will be allowed for the site visit. There will be a 100% ID check before any contractor personnel is allowed to board the bus. All bags and any carry-on items will be subject to search.

The site visit will begin at 9:00 AM with a drive-by/windshield tour of the site. NO cameras or electronic devices will be allowed within the project site area. There will be NO PHOTOGRAPHY allowed on base. If an attendee would like photos taken, they shall inform the designated government personnel. Photos will be taken by that designated personnel and made available to attendees within one week."

(3) Section 01 30 00.24 Attachments, delete General Wage Rate Decision Number ND160039 in its entirety and substitute General Wage Rate Decision Number ND160039 dated 06/17/2016.

General Wage Rate Decision Number ND160039 dated 06/17/2016 is included as an attachment to this Change.

2. This amendment is a part of the proposing papers and its receipt shall be acknowledged on the new Standard Form 1442. All other conditions and requirements of the specifications remain unchanged. If the bids have been mailed prior to receiving this amendment, you will notify the office where proposals are received, in the specified manner, immediately of its receipt and of any changes in your proposal thereby occasioned.

a. Hand-Carried Bids shall be delivered to the U.S. Army Corps of Engineers, Omaha District, Contracting Division, 1616 Capitol Avenue, Omaha, Nebraska 68102-4901.

b. Mailed Bids shall be addressed as noted in Item 8 on Page 00 10 00-1 of Standard Form 1442.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate

Am #0001 ND160039 - 5 06/17/2016 that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
