SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

All offerors are required to submit an electronic copy of Binder 1 and 2 on a CD.
The binders shall be divided as follows.
Binder No. 1 Tab 1 – Experience Tab 2 – Past Performance Tab 3 – Technical Approach Tab 4 – Utilization of Small Business Concerns (Large Business Only)
Binder No. 2 Tab 1 - Cover Letter Tab 2 - Solicitation, Offer and Award and Supplies or Services and Prices (Section B) Tab 3 - Representations, Certifications and Other Statements of Offerors (Section K) Tab 4 - Pre-Award Survey Information and Small Business Information
Both Binder 1 and Binder 2 shall contain all submission requirement information. Proposal clarity, organization (as defined in this solicitation) and cross reference is mandatory. No material (information not part of the proposal) shall be incorporated by reference.
Binder 2 shall include a cover letter stating that the proposal complies completely with all terms, conditions, and specifications contained in the solicitation. A proposal that does not comply with all terms, conditions, and specifications in the solicitation will be automatically rejected and not considered for award.
Question 2: Amendment 1, response #9 indicates that the bidders are to supply spare water level transducers for each plant, please provide specifications for those devices if they are to be supplied under the project scope of supply as the sensor types and prices vary greatly.
W9128F-15-R-0025
Government Response: The contractor does not need to provide spare water level transducers.
They can be removed from the supply contract language.
Question 3: Amendment 1, response #10 indicates that the cabinets will be indicated on each POR, since the cabinet prices vary greatly between a free standing and an actuator cabinet insertion size cabinet, in order to accurately provide the governor supply pricing, the cabinet size for each plant be provided before that time for those bidders that are not that familiar with each plants requirement as this could present an unfair advantage. Would the government be willing to modify the price sheet for a governor base price with the free standing enclosure with an adder/ deduct for an insertion size enclosure?
Government Response: No, the Contract specifies the internal and external cabinet dimensions that the contractor is to use for bidding purposes (See specification sections 48 19 00.00 26, paragraphs 2.2.1.1 and 2.2.1.2). It can be assumed that the only projects with external cabinets are Ft. Peck Powerhouse 1 and Ft. Randall.
Photos of the existing governors are attached.
Big Bend – Internal Cabinet Ft. Peck Powerhouse 1 – External Cabinet Ft. Peck Powerhouse 2 – Internal Cabinet Ft. Randall – External Cabinet Garrison – Internal Cabinet Gavins Point – Internal Cabinet Oahe – Internal Cabinet
(End of Summary of Changes)
Question 4: How would the USACE intend to provide compensation to suppliers for delays on-site outside of the suppliers control during on-site Erection Engineer, Programmer, and Commissioning Services?
Government Response: Contractor can submit a Request for Equitable Adjustment (REA) IAW applicable FAR guidelines
Question 5: Is it acceptable to the USACE for suppliers to clarify the quantity of days on-site per unit included as part of the supplier’s proposal in regards to Erection Engineer, Programmer, and Commissioning Services. Would this approach be grounds for rejection of bid?
Government Response: Contractor in their proposal can include projected number of days for commissioning, but provide price for Job. Number of days for commissioning is not an evaluated factor on its own.
Question 6: Could the USACE please confirm that the Erection Engineer, Programmer, and Commissioning Services efforts would be performed concurrently in one trip by the supplier’s on-site engineer?
Government Response: It is the Government's expectation that the services will be performed concurrently for each unit. There are 31 units so 31 commissioning/programming trips would be required, quantity of 31 jobs for the CLIN.
