1) It is understood that bonds are not to be included. Please confirm.
ANSWER: No bonds are required.
2) Could a preliminary schedule and/or further explanation be provided to show USACE’s intention in regards to the base and optional period and intended supply timeline for each.
ANSWER: The intent of this contract is to have one manufacture of governors in all of the dams w/the same overall type of architecture. For the base, this contract will allow us to procure all governor requirements for the five main stem dams. USACE will award a separate contract for each dam to install the governor’s supplied by the winning bidder under this solicitation. The option period is to account for any delays and allows us to procure additional governors for the sixth main stem dam. Likely, a task order under the supply contract will be made each FY for the next five years.
3) The Garrison Project (CLIN 0029 of Section 00010 Price Schedule) is shown only in the optional period section of the price schedule. Is this site’s scope of work optional to the entire project?
ANSWER: Yes, the Garrison project is optional for the entire project.
4) Has a site visit been scheduled and/or a site visit available for this Solicitation? In the event a site visit is not available, please see technical item 3 below.
ANSWER: A site visit not considered necessary.
5) In regards to specification Section 48 19 00.00 26, Item 1.4 Submittals, what does the “HDC” designation indicate?
ANSWER: Hydroelectric Design Center
6) In regards to specification Section 48 19 00.00 26, Item 2.14.2 HMI Flat Panel Displays, it is indicated that: “Locally operated powerhouses require 2 HMI's in the control room. Remotely operated plants shall have one HMI in the control room.” The section 00010 Price Schedule indicates quantities of HMI’s for the Fort Randall Project (CLIN 0019) and Garrsion Project (CLIN 0030) only. Can indication be provided to distinguish at the other projects what type of Local or Remote operation is required and/or the number of HMI’s that will be required for each project? Perhaps a CLIN for HMI’s at each project would clear this up?
ANSWER: (CLIN 0019) and (CLIN 0030) are HMIs for all sites. These are not located underneath any one plant. This CLIN allows for HMIs to be bought at all plants.
7) Can Hydraulic Schematics and/or Layout drawings be provided for each of the existing Pelton and Woodward Governor Actuators?
ANSWER: Attachments of drawings for Pelton and Woodward are attached.
8) In regards to specification Section 48 19 00.00 26, Items 3.1 & 3.3, can USACE advise as to what quantities of days are anticipated for each job in regards to the Erection Engineer and Skilled Programmer Services?
ANSWER: The project is setup so that the contractor will provide all necessary time and travel to accomplish the required programming and commissioning of the supplied governors.
9) In regards to specification Section 48 19 00.00 26, Item 2.21.1 Spare Parts Furnished by Contractor, item b.8 indicates oil pressure and water level sensors provided by contractor. This requirement appears to be in conflict with the specification Section 48 19 00.00 26, Item 2.10 Water Level Inputs and it is unclear as to the supply of Oil Pressure & Level Transducers in Section 48 19
00.00 26, Item 2.15.11. Please confirm the supply requirements in regards to these items.
ANSWER: The powerhouses have sensors in place. The specs allow the use of the existing referenced sensors that the powerhouse has in place for the new governors. The spare part listed require additional spare sensors be provided.
10) In regards to specification Section 48 19 00.00 26, Item 2.2.1 Cabinets; Can USACE please confirm which type of cabinet will be required per Plant and/or Unit (task order).
ANSWER: Decisions on cabinet type will be made in each task order.
11) In regards to specification Section 48 19 00.00 26, Item 2.7.2 Watt Transducer Characteristics; Can USACE please confirm which type of watt transducer will be required per Plant and/or Unit (task order).
