SUBJECT: Amendment No. 0004 to Request for Proposal Solicitation Package for SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SMALL CONSTRUCTION PROJECT INDEFINITE DELIVERY TYPE (SCPIDT) CONTRACT in NORTH DAKOTA.

Solicitation No. W9128F 09 R 0033.

TO: Prospective Offerors and Others Concerned

1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).

2. This amendment is a part of the proposing papers and its receipt shall be acknowledged on the Standard Form 1442. All other conditions and requirements of the request for proposal remain unchanged. If the proposals have been mailed prior to receiving this amendment, you will notify the office where proposals are received, in the specified manner, immediately of its receipt and of any changes in your proposal occasioned thereby.

a. Hand-Carried Proposals shall be delivered to the U.S. Army Corps of Engineers, Omaha District, Contracting Division, 1616 Capitol Avenue, Omaha, Nebraska 68102-4901.

b. Mailed Proposals shall be addressed as noted in Item 8 on Page 00 11 00-1 of Standard Form 1442.

3. Offers will be received until 2:00 p.m., local time at place of receiving proposals, 20 APR 2009.

1. I have in-house labor costs for benefits and payroll taxes set up as a separate pool in my overhead rate. Should these costs be a percentage of the direct labor or a percentage of the gross revenues?

Answer - the costs should be a percentage of direct labor

2. I have a shop/equipment pool and a subcontract managing pool also. Should these be a percentage of the gross revenues?

Answer - they should be a percentage of the benefitting cost, so the subcontract managing pool would be a percentage of subcontract costs while shop/equipment pool would be a percentage of whatever benefits from that, which is probably material or the cost of shop labor.

3. On the Sample Project Abbreviated Bid Schedule, do we fill in separate overhead rate?

Answer – The Proposing Schedule in Section 00 11 00 (Amendment 0002) has a breakout for both the overhead rate and the G&A rate. On the Sample Project Bid Schedule, we are only asking for G&A. Complete both pricing sheets.

4. What does Line E (Field Office Overhead) of $90,000 represent?

Answer: The Government chose to provide this number because field office overhead can be calculated a number of different ways.

5. Is there a requirement for a cost breakdown of our estimate in addition to the four pages allowed in Paragraph 2 of Attachment 2 Sample Project Description?

Answer: Proposers can use a maximum of four pages to provide any and all assumptions and plans used in developing the pricing.

6. On Attachment 1 of Amendment # 5 paragraph 1.3 the final sentence reads the design submittals shall include a 30%, 90% and corrected 100% "For Construction" submittal, how I should show or provide this on a sample project?

Answer: The government is going to assume that your design cost, stated on line A, does includes those three submittals costs, per the statement in section 1.3.
