# COMMENT RESPONSE
Please clarify the permitting process. As discussed today the contractor will only be able to complete the permitting documents to limited point and then AO and the USACE will have to take over.
The contractor is required to prepare the permit modification applications, which are to be signed by the installation and forwarded to the regulators for approval. It will be essential for the contractor to work closely with the installation (both the Army and the operating contractor) and the regulators to obtain the required permits. Section 01 57 20.00 ENVIRONMENTAL PROTECTION, describes the permit requirements, and paragraph 3.1.1 specifically addresses the RCRA permit.
2 Please provide a complete list of the acid chemistry as well as MSDS sheets so we know exactly the components involved in the treatment process
See the eight (8) attached MSDS sheets.
3 Please clarify the “kill” process and components See attached "Kill Solution Synopsis".
Please clarify the requirements and specifications for the (6) building structures over the sump pits. After reviewing the project summary and architectural requirements as well as the structural requirements the Architectural VS Structural seem to contradict each other with regard to the buildings construction expectations and amend the technical requirements accordingly. Additionally there are no technical requirements listed for the following items related to the building:
See specific comment responses a, b, and c.
a. Liner panel – All previous metal buildings constructed on site for the USACE have required full height, interior liner panel on the walls and ceiling and any exposed red iron to be painted, is this a requirement?
Buildings shall have as specified durable, prefinished, and easily maintained materials. Liner panels shall be full height. Exposed insulation is not acceptable. Refer to Paragraph 1.2.2. Durability in the summary of work and to paragraph 1.2.1 in the Architectural Building requirements.
b. The specs call for an insulated structure – Please specify the R- Value for the walls and the roof. (Past buildings have required 6” insulation in the walls and 12” in the roof)
R-values for these structures shall meet the standards for this type of structure. Insulated R-values for wall shall be R=11 and the R-value for the roofs shall be R=19. These R-values shall give the buildings U-values or .07 for the walls and .05 for the roofs.
c. The specs call for an egress door out of the building as well as an ingress door to the existing line 4A main building, please clarify the door and hardware specifications
This is an RFP, with contractor design information. Door hardware shall be provided to follow Life safety codes, plant standards, and basic hardware. Typically entry doors will have locks, closers, single doors typically have 1 ½ pair of butts. Fire exit doors typically require key access on the exterior.
5 Mechanical:
a. Do you prefer centrifugal or submersible pumps?
Centrifugal pumps will be used to pump out the the stainless steel tanks. Submersible pumps at the bottom of the sump pits will be used to pump out any water that may collect in the sump pit.
b. Does the plant need to be fully automatic, ie: individual sump tanks reach a certain level and then automatically kicks on a pump to move the material to a centralized holding tank, allowing 1 or more sumps to pump at the same time to a centralized holding tank that will send the material to the treatment plant when the holding tank reaches a certain level?
No. The sumps will need to be tested for presence of explosives before pumping.
c. Do you want auto samplers on the discharge? No. Auto sampling is not required.
d. Do you have any preference for the sludge removal process? No preference.
6 Electrical:
a. Please clarify the sump enclosure classification

W9128F-08-R-0031
Iowa AAP, IA Amendment #3
b. There was some talk of the fume removal at the pre-bid – Please clarify what is required for fume removal
Per paragraph 1.1.4 of the Summary of the Work, "Due to the explosives inactivation or kill process, air quality considerations, calculations and possible permitting will be included in the design package." Also, see the kill solution synopsis attachment to question 3 above. The Contractor shall assume a maximum of 2 pounds of lead azide will require 'killing' per batch. Safety considerations require vapors to be collected and ventilated to the outside. Tanks must remain accessible for visual inspection and testing.
c. Spec section 01-86-26, pg 2, paragraph 1.1 power and lighting & (4) general purpose receptacles – please clarify the classification
Class II/Div II
d. Can we delete the non-applicable sections of the specifications as a requirement for this project? ie: spec section 01-33-00, 38 pg 16, delete 1.8.4.7 short circuit evaluation, delete 1.8.4.8 protec. Co-ord analysis – as we will be using existing spare breakers or adding new breakers to the existing panels all short circuit evaluation is already shown on as-builts. The prot. Co-ord will be shown on design one-line drawings. Delete: 1.8.4.9 spec. applications, our minor equipment adders should not require non-linear / harmonic analysis, energy studies, etc.
Paragraphs 1.8.4.7, 1.8.4.8, and 1.8.4.9 will be deleted.
7 From observations during the walk through at the project location, Building 4A-04 appears not to have a hazardous classification. All other buildings appear to be Class 1 Division 1 classification. Please confirm the classifications of the existing buildings.
Bldg 4A-04 is general purpose. The main production building is Class I/Div I and Class II/Div I.
8 How is data to be sent to the existing SCADA system: fiber optic or radio? If radio, what type; spread spectrum or licensed; polled or Ethernet? If fiber optic, where is the nearest connection?
The Contractor shall provide the ability for AO, the plant operator, to connect the waste water system to a WonderWare system via the plant network. A Cat 5 Connection is required.
9 Since the Plant has a Wonderware SCADA system. Can it be assumed that a developer's license is not required for new Wonderware-based graphics display for the treatment site? Please confirm.
Correct, AO has a development license for Wonder Ware. AO already has a plant wide alarm system using Wonder Ware and is planning on adding the waste water treatment plant to the system.
The contractor will need to provide memory locations for the proper alarms.
10 What manufacturer and model is used at the Plant for other existing PLC/RTU applications? The same manufacturer will be used for new units at the treatment site.
The plant uses Siemens S7 300 PLC's
11 It was stated at the walk-through that no "live" wastewater will be pumped through a pipe and that wastewater in the sumps will be "killed" before being removed from the sumps. Please confirm that wastewater pumped to treatment in Building 4A-04 will be "killed".
Correct. All waste water will be killed and tested as such before pumping to the waste water treatment system. The killing, testing and pumping shall be a manual process.

Kill Solution Synopsis:
Explosives
Lead Azide Lead Styphnate Tetracene Barium Nitrate Antimony Sulfide
Kill Solution Chemicals
Nitric Acid Sodium Nitrite (commercial grade) Sodium Hydroxide (flake)
Basic Procedure for Killing Sumps
Step 1: Mix kill solution chemicals
Mix 6 gallons of nitric acid with 10 gallons of water Mix 3 quarts of sodium nitrite with 5 gallons of water
Step 2: Pour 2 quarts of Nitric Acid solution and pour 1 quart Sodium Nitrite solution into sumps via trough system and rinse trough with water
Step 3: Fill sumps about 1/8 full of water
Step 4: Wash process equipment into troughs and wash all troughs into sump.
Step 5: Agitate water with compressed air
Step 6: Pour 3 quarts Sodium Hydroxide into sump via trough and rinse trough with water
Step 7: Agitate with steam for 2 hours
Step 8: Test water for explosives. If explosive found, repeat kill.
Step 9: Transfer to water treatment.
Destruction or Killing of Lead Azide (LA)
Explosives of the initiating type, such as LA, cannot be burned, hence relatively large quantities are destroyed by detonating them; small quantities are decomposed chemically.
LA can be chemically destroyed by the following method:
Wet LA in 500 times its weight of water, slowly add 12 times its weight of a 25% sodium nitrite solution, agitate, and then slowly add 14 times its weight of a 36% nitric acid or glacial acetic acid solution. A red color produced on adding ferric chloride solution indicates LA is still present. Toxic fumes of nitrogen oxides are liberated in this process: Pb(N3)2 + 2 NaNO2 + 4HNO3 → Pb(NO3)2 + 2 NaNO3 + N2O2 + 2N2 + 2H2O.
Destruction of Lead Styphnate (LSt) by Chemical Decomposition
LSt is decomposed by dissolving it in at least 40 times its weight of 20% NaOH solution.
