Notes for Bidding Schedule:

1. See Section 00100, INSTRUCTIONS, CONDITIONS, & NOTICES TO OFFERORS, for evaluation of options. The Government reserves the right to exercise an option within 60 days after issuance of Notice to Proceed. See Section 00800 for completion dates for the basic and options.

2. Bid prices must be entered for all items of the schedule. Total amount bids submitted without bid prices being entered on individual items will be rejected.

Extensions will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered the bid. In case of variation between the individual bid item prices and the total amount, the individual bid prices will be considered the bid.

3. Quantities for unit priced items are estimated only and the respective unit price will prevail in the event of an overrun or underrun subject to Contract Clause (Section 00700) "Variation in Estimated Quantities."

4. A modification to a bid, which provides for a single adjustment to the total amount bid, should state the application of the adjustment to each respective unit price and lump sum price affected. If the modification is not so apportioned, the single adjustment will be applied to Basic Bid Item No. 0040.

5. See Section 01550, MEASUREMENT AND PAYMENT, for additional information on the bid items.

Antelope Creek Flood Control Project Phase 3 Responses To Contractors Questions

AM 0004

(Continuation of Responses To Contractors Questions included in AM 0001 thru AM 0003)

Question 25 Do you have a calculation as to the amount of compacted backfill required in the base bid? The quantity was given to us for the Phase 2B Project.

Could you please provide the quantity of compacted backfill for the project. These numbers have been provided on previous phases of the channel.

Response: Item 0028 is to be bid as a lump sum item.

Question 26 Regarding Concrete Cellular Mattresses; this is a SY quantity. Is this an established quantity or will actual SY of mats be paid? Reasoning is based on whether slopes and anchor trenches were accounted for in this quantity.

Are the turn-down areas for the cellular mattresses included in the Corps’ quantity or are they subsidiary to the quantity bid item?

Response: Item No. 0031 quantity revised (true area including anchor trenches). See bid schedule resubmitted in Amendment 4.

Question 27 Contractor needs verification regarding the turn-down quantities for the concrete channel liner.

Are these turn-down volumes included in the cubic yards that the Corps has for their bid items?

Response: Excavation for turn downs are to be included in item 0031. See Amendment 4 for clarification to Section 01550, paragraph 31.1.

Question 28 Regarding Section 1355-4 of the Environmental section, please verify as to the part of the surface discharge permit, how many surface discharge water tests will the contractors need to figure while sumping or dewatering on this project?

Response: If we are correct in our interpretation that the question was in reference to dewatering discharges, the NPDES permit from the Nebraska Department of Environmental Quality states "weekly monitoring" is required. After six weeks of monitoring has demonstrated compliance, a reduction may be requested. Since the Contractor has to obtain the permit, recommend the Contractor contact the NDEQ for additional information/requirements.

Responses To Contractors Questions

Question 29 Ref sht G5.50, Wier low flow channel profile; Elevation references on the side of the profile don't match up.

Response: See sheet G5.50 reissued with Amendment 0004.

Question 30 Ref ShtAV 1.22B, Wall Curve Data for wall #11-14; Wall lengths don't match Wall #11-14, shts

AV1.34

Response: Sheet AV1.22B will be re-submitted with revised wall curve data as a part of Amendment 4.

Question 31 Regarding ref G4.56 Sta 2+70 T.O. Ftg. What is correct elevation?

Response: Sheet G4.56 reissued in Amendment 4 with corrected elevation of 1156.50.

Question 32 Ref Sub Drains, Walls # 1,2,8,9,11,15,16,17,18,19 ARE SHOWN IN THE AV drawings and detailed on shtAV1.51. This detail shows 4" PVC pipe with a reducer to 2" through the wall with no casting 10'O.C. max. All of the above walls are bridge abutment wing walls. The "N" street retaining walls, Labyrinth wier retaining walls, and the conduit retaining walls are referred under sht S3.01 details showing a typical drain flap gate detail. This shows 6" Pvc pipe at 40' O.C.

max. Is this your intent to only use castings on these retaining walls?

Response: The details shown on sheet AV1.51 apply to walls 1-21 found on the AV sheet and do not require casting.

Question 33 Contractor needs verification regarding the sales tax on this project. On all Antelope Valley projects that we have completed, all those projects have been tax exempt. Note the N Street Bridge and the N Street Utilities are an Antelope Valley project. Are those portions or other portions of the project tax exempt? Please verify.

Response: No portion of the project is tax exempt. (Section 00100, page 11, paragraph 28.)

Responses To Contractors Questions

Question 34 Reference spec section 1.7.6. The existing city roads in this area are in poor shape as they sit today. This project will require an abnormal amount of hauling on them to complete the work.

If the contractor is hauling within legal parameters and the roads become more damaged, is the contractor expected to include the restoration of these roads in the base bid? If so, could the CORPS provide a bid item for milling and overlaying these roads by the ton? This would relieve a contractor from adding an uneconomical amount of money to cover these unknown expenses.

Response: Section 01200, page 7, paragraph 1.7.6 requires the Contractor to “comply with any restrictions the City may impose relative to load limits”. A bid item for restoration will not be provided.

Question 35 N Street roadway and utilities is part of the base bid. N Street Bridge is part of the options. If the bridge does not get built as part of this contract, will the contractor need to include temporary measures to barricade this roadway from the new channel, such as concrete barriers and temporary sheet piling?

Response: If Options 6, 7, and 8 are not executed, Option 9 would also not be executed and barricades would be be placed per Section 01200, page 7, paragraph 1.7.4 Barricades.

Question 36 Is the east downtown park low flow liner going to be paid for by the cy ticket supplied by the ready mix concrete supplier? This would be the same method the low flow liner is being paid in the base bid.

Response: Payment will be based on concrete truck delivery tickets.

Responses To Contractors Questions

Question 37 It is noted on plan sheet G3.10, that the Labyrinth Wier cannot start until the downstream work is substantially completed and approved. Our question is, can construction on the Labyrinth Wier start sooner if the proper erosion and dewatering measures are followed and accepted?

This is a very large structure and starting the Labyrinth Wier potentially after 75% of the project is complete, may press a contractor for time.

Response: Contractor may construct labyrinth weir provided equal or better flood protection to prevent damage to stuctures in this contract. (Reference Section 01200, page 1.3.3 Flood Protection Work.)

The Government will not be liable to downstream Phase 3 contract structures if equal or better flood protection is not provided. (Reference Section 00800, page 6, paragraph 1.8 DAMAGE

TO WORK.)

File details come from the government source that posted it. Updated .
