Antelope Creek Flood Control Project Phase 3 Responses To Contractors Questions

AM0001

Question 1 I would like a clarification on the disposal of unsuitable and excess excavation materials. If I had a land owner that has an approved flood plain fill permit, would it be acceptable to the Corps to haul these materials to this site. If you could please clarify for me and email me back I would greatly appreciate it.

Response: Material excavated from the project can NOT be placed in a floodplain, irrespective of an existing permit.

Question 2 On Sheet AV6.15 of the contract drawings, please verify if we could build this bridge with the same methods that the P & Q Street Antelope Valley post-tension flat slab bridges were built? These bridges were not excavated. They were built on ground using false slab underneath the post tensioned slab. Contractor would propose building this structure in the same method as P & Q in order to save construction costs for the owner. This is also a safer option of bridge building.

Response: The means and methods for construction of the “N” Street Bridge shall be determined by the Contractor. Top down construction, which is the method that was used for the “O” Street, “P” Street and “Q” Street Bridge construction, built the bridges on grade with the channel excavation to follow as part of the COE Channel Phase 3 Project. This is an acceptable construction method for the “N” Street Bridge. The plans as originally developed for the “N” Street Bridge were based upon construction occurring after the channel has been excavated.

This allowed JAVA the flexibility of completing the bridge construction after the completion of the COE Channel Phase 3 Project or to incorporate the “N” Street Bridge plans into the Channel Phase 3 Project.

If the Contractor elects to utilize top down construction, the following contract requirements apply to this work in addition to all other requirements outlined in the COE Channel Phase 3 Specifications for the “N” Street Bridge Construction. The Contractor shall provide additional information regarding the top down construction as stated below:

A smooth faced finish shall be provided at the bottom of the bridge slab that is to be stained as stipulated in the Antelope Valley “N” Street Bridge Section for “Concrete Coating Surface Preparation”. These requirements are included with the COE Channel Phase 3 Specifications.

The Contractor shall construct the reinforced concrete infill at the bridge bents in accordance with the requirements outlined in the Antelope Valley “O”, “P” and “Q” Street Bent Encasement Specifications of the COE Channel Phase 3 Project Specifications.

The Contractor shall submit to the Contracting Officer for review and approval, the locations of all proposed construction joints between the superstructure and substructure components to be completed after excavation of the channel; modifications to the reinforcing steel at the bents that is required to accommodate the top down construction; the limits of the reinforced concrete infill construction at the bents that will be completed following channel excavation; and the forming method to be used to meet the concrete finish requirements at the bottom of the slab.

Question 3 The Wier low flow channel structure shown on G6.31 and Sheet G5.5 of the contract drawings – is this structure subsidiary to the Wier structure or is it subsidiary to the Labyrinth Wier structure or is it subsidiary to the low flow channel bid item?

Response: The weir low flow channel is a pilot channel to the sluice gate in the labyrinth weir which is not subsidiary to items 29-Concrete Low Flow Channel or 33-Labyrinth Weir. Major items included in the construction of the weir low flow channel are 6-Excavtion, 27-Crushed Stone, and 31-Cellular Concrete Mattress.
