RFI # Reference Question Government Response
2 Standard Form (SF) 1442, Item 13.a
We would like to request a six (6) week extension from the submittal date for the above reference Request for Proposal (RFP). The rationale for this request is to provide adequate time for companies to form new business entities and prepare proposals in response to the RFP for the merit of Government.
See revised Standard Form 1442, Block 13A, per Am-0003.
3 Drawing G-102 (Sheet 4/120), D1 Construction Phasing Plan
1. Phase B would be a Runway restricted area as per drawing, but legend indicates that it is a Taxiway Restricted area. Please clarify.
2. Notes No. 3 is unclear to which two Phases must be worked on separately, and what is the exception, with the condition that the Taxiway K or L is open for access from the Runway to the Refueling Apron. Please clarify.
See revised Sheet G-102, per Am-0003.
4 Detail CS520, View D1, Notes 1, 2, 4 & 5
Requesting allowance to submit a ductile iron equivalent for the 48” trench frame and grate system to be cast-in-place or provided with precast trench. Current specification calls for galvanized bar grating placed on a steel frame with welded shear studs. A ductile iron trench system will provide sufficient flow capacity and satisfy loading requirements outlined in note 2: “FAA AC150/5320-6 LATEST EDITION, FOR 1.72MPA, UNIFORMLY DISTRIBUTED OVER THE CASTING.” In comparing the raw material and production costs of ductile iron grating and steel bar grating, the ductile iron option can provide significant cost savings estimated around 30%. In addition, ductile iron comes with the natural property of corrosion resistance, eliminating the costly galvanization process required for a steel bar grate. Once the iron fully develops a patina, it forms a silicate layer around the casting that will protect it from the surrounding environment.
See revised Sheet CS520, per Am-0003. Reference Specification 33 40 00, 2.3.4, per the original solicitation, for additional information.
5 Section 32 13 14.13, Para.
1.4.3.3
Specification requires onsite Quality Control Laboratory.
Due to the small size of Oahu, specimens are never more than a 45 minute travel from a certified offsite laboratory.
Request the use of an off site laboratory for all quality control testing provided it meets all other specification requirements. Requiring onsite certified laboratory will add unnecessary cost.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
6 Section 32 13 14.13, Para.
2.12.4
Specification states "maximum allowable slump of the concrete at point of placement is 2 inches for pavement constructed with fixed forms."
- Lower slump mixes require the use of specialized mixer trucks with large fins not available in State. Standard ready-mix concrete trucks will take 20+ minutes to discharge a load of concrete with 2" or less slump and will not discharge the full load. This will significantly affect pour rates and finished product.
- Use of fixed forms eliminates the concern for edge slump allowing for quality edges while utilizing a slightly higher slump.
Request increasing fixed form concrete slump to 3" maximum at the point of placement.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
Section 00 60 00, Attachment B (Am‐0003)
7 Section 32 13 14.13, Para.
2.13.1
Specification requires a mixture with "a minimum total cementitious materials content of 517 pounds per cubic yard."
Request clarification that Supplementary Cementitious Material weight is to be included in the "total cementitious material" weight.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation. Total cementious material includes the supplementary cementitious material.
8 Section 32 13 14.13, Para.
3.2.2
Speciation states "After underlying material has been prepared for concrete placement, equipment is not permitted thereon with the exception of the paver." It goes on to state "Rework and repair the surface before concrete is placed."
Request access for concrete placer and concrete trucks on prepared underlying material in front of and adjacent to the paver. Contractor will rework and repair any damaged underlying material before concrete is placed.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
9 Section 32 13 14.13, Para.
1.4.1.g
Para. 1.4.1 g states, "slipform paving equipment manufacturer's representative: A representative of the slipform paving equipment manufacturer is required to be on-site to inspect and make corrections to the paving equipment to ensure proper operations.
Given all slipform manufacturer are located on the main land this burden will increase time and cost to the Gov't. In lieu of the requirement, will USACE allow option for a manufacturer certified operator/mechanic to perform these tests to satisfy this specification requirement?
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
10 Section 32 13 14.13, Para.
2.1.5
Para. 2.1.5 states… "fill the core holes with an approved non-shrink concrete…"
Request filling of concrete core holes with approved concrete mix as an alternative to non-shrink concrete.
See revised Section 32 13 14.13, Paragraph 2.1.5, per Am-0003.
11 Section 32 13 14.13, Para.
2.11.7.1
Para. 2.11.7.1 states, "Provide burlap conforming to AASHTO M 182, class 3 or 4."
Requesting use of class 1 burlap, stacked within multiple layers to achieve the desired weight requirements of class 3 or class 4 and desired textured finish as determined by the test section.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
12 Section 32 13 14.13, Para.
3.4.2
Para. 3.4.2 states, operate non-agitating equipment only on smooth roads and for haul time less than 15 minutes."
Request increase in haul time of non-agitating equipment up to 30 minutes, so long as placement requirements specified in section 3.4 are met.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
13 Section 32 13 14.13, Para.
2.13.2.1
Para. 2.13.2.1, states "Perform at least three different water-cementitous material ratios, which produce a range of strength encompassing that required on the project."
Confirm acceptable to use W/C ratio outside of the allowable maximum
0.45 to obtain the necessary data to support range in strengths encompassing that required on the project.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
14 Section 32 13 14.13, Para.
3.12.2 (Table 6)
Table 6 indicates uniformity testing is required every 4-months during paving. Please eliminate the need for uniformity testing after the initial test is accepted, pending CQC testing results remain in compliance with the specifications.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
15 Is it the intent of the Army Corps of Engineers to submit all specification section 32 13 14.13 - Concrete Paving for Airfields and Other Heavy Duty Pavements submittals through the Transportation System Center in Omaha, NE Army Corps of Engineering District Office?
All mix design submittals will be provided to the USACE Transportation System Center for review. All other Section 32 13
14.13 submittals will be at the discretion of the Contracting Officer or authorized representative.
16 Will the USACE require the Contactor and its Subcontractors to participate in a 2 day long airfield paving work shop as part of this contract.
See Section 01 90 00, Paragraph 1.19, per the original solicitation.
17 Section 32 12 15.13 Para 3.10.3D, "after compaction is finished diamond grind a minimum width of 3' of the asphalt pavement so that the asphalt pavement side is less than 1/8" higher than the PCC side."
This requires over building the asphalt edge and grinding to within tolerance.
Please consider waiving this requirement to allow for placement to within the project tolerances without the added cost of diamond grinding.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
18 Section 32 13 14.13, Para.
3.12.2
Please consider waiving the requirement to test Aggregate Deleterious & ASR tests every 60-days of concrete production as required by table 6 in para. 3.12.2 so long as the aggregate source remains unchanged. It takes 5 weeks to complete the ASR Testing ASTM C1260 and C1567. Freeze thaw testing requires 300 cycles of freezing and thawing at 30 cycles per week for a total testing duration of 10 weeks. These durations do not include the time to ship samples and report development. Due to the fact that Hawaii doesn't have a history of ASR issues and the climate is not prone to freeze thaw conditions, please consider waiving this unnecessary requirement that adds significant time and cost to the Government.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
19 PLAN SHEET CP104 PCC Pavement Joint Plans indicated Construction joints for single lanes of paving. Will the USACE allow for alternate jointing plans to include paving two joints wide with a longitudinal contraction joint in lieu of the construction joint.
See Section 32 13 14.13, Paragraph 3.1.2.b, per the original solicitation, which allows deviations from the jointing pattern with approval by the Contracting Officer. The contractor will be responsible for complying with the requirements in the solicitation.
20 PLAN SHEET CP-502 Plan Sheet CP-502 note 1 indicates a requirement to "excavate and mix subgrade in place to a minimum depth of 6 inches with a Caterpillar RR- 250B Road Reclaimer." Specifications 31 00 00 3.13.3.1 specify that "When more than one soil classification is present in the subgrade, thoroughly blend, reshape, and compact the top 6 inch of subgrade. The existing subgrade whether in place or used as fill for the cohesive satisfactory material shall be compacted at plus 3 percent of optimum moisture content."
Please consider removing the requirement for specific means an methods to achieve the desired compaction results.
See revised Sheet CP502, per Am-0003.
21 PLAN SHEET G-101 Plan Sheet G-101 note 2. indicates "THE GOVERNMENT'S SANITARY
LANDFILL AREA SHALL NOT BE USED. CONTRACTOR IS
RESPONSIBLE FOR DISPOSING ALL MATERIALS OFF GOVERNMENT
PROPERTY. EXCEPT CLEAN EXCESS SOILS CAN BE
DISPOSED OF AT THE SOUTH RANGE WHICH IS AN
APPROXIMATELY 6.5
MILE HAUL FROM THE PROJECT SITE."
Please confirm if there is an on-site location to dispose of green waste or asphalt demolition or if there is an approved location off site for these materials.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation. There is no on-site location for disposal of green waste and asphalt demolition.
22 Section 32 13 14.13, Para.
3.12.2

Currently the NRMCA QC section 3 is completed every two years due to the certificate being valid for two years from the date issuance. Please confirm the valid certificate through the duration of the paving is all that is required.
The scale's weighing accuracy should be tested on a monthly basis in accordance with Section 32 13 14.13, Para. 3.12.2, Table 6, per the original solicitation.
23 Section 32 11 23.23, Para.
1.3.2
The specification states "Use an asphalt paving machine to place drainage layer material. Alternate methods may be used if it can be demonstrated in the test section that these methods obtain the specified results."
Please clarify which results are required to be met to prove that an alternate method could be used.
The contractor will be responsible for complying with the requirements in this section, per the original solicitation. All final results referenced in the specification: gradation, grade, thickness, density, smoothness are to be met.
24 Section 32 13 14.13 For this project, who is responsible for approving variance requests for Section 32 13 14.13 Concrete Paving for Airfields and Other Heavy Duty Pavements
The Contracting Officer is the ultimate authority to approve variances.
However, technical opinion from USACE Transportation System Center and the designer of record will be taken into consideration when determining approval.
25 CP505 In lieu of a hot applied joint seal at the PCC-AC joint interface as called out on sheet CP505, will a silicone based joint seal that meets ASTM C920, Class 100,Type S such as Pecora 300 SL be an acceptable alternative?
The contractor will be responsible for complying with the requirements in this section, per the original solicitation.
26 Section 31 00 00 Specifications indicate that the contactor will use a 50,000 lb pneumatic-tired roller for proof rolling acceptance of the existing subgrade. Currently there are no commercially available rollers of this type on island. The contractor has received approval on other projects to utilize a fully loaded 4000 gallon water truck in lieu of the 50,000 lb pneumatic tired roller.
