About this file

This document contains a justification and approval for other than full and open competition regarding the procurement of OMNI water meters. The U.S. Army Corps of Engineers Honolulu District requires OMNI water meters for repair projects at Schofield Barracks on Oahu to standardize the water distribution system in accordance with the Directorate of Public Works policy. OMNI meters offer salient performance features including a floating ball technology, low-flow sensitivity, and a ten-year battery warranty that enable efficient maintenance and replacement. Market research found no previous synopses for this justification and OMNI is the only meter that meets flow and pressure requirements without a compound meter. The estimated total procurement cost for three OMNI water meters is approximately $9,000.

JUSTIFICATION & APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

FAR 6.302-1

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Honolulu District

2. DESCRIPTION OF ACTION: Install OMNI water meters for the following project:

Repair Barracks Bldg 2075, 2076, and 2077, Schofield Barracks, Oahu.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF

CONSTRUCTION:

a. OMNI water meters have the following salient performance features and characteristics: utilize floating ball technology, which enables an extended flow range and low-flow sensitivity that is controlled by patent; meets or exceeds AWWA Standard C701 and C702 class II; NSF/ANSI Standard 61, Annex F and G approved;

and comes with a ten-year battery warranty.

4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1), FAR 6.302-1(b)(4). In accordance with the agency’s standardization program, only specified make and model of technical equipment will satisfy the agency’s needs for additional units or replacement items, and only one source is available.

5. REASON FOR AUTHORITY CITED:

a. Background History, Policy, and Impact:

Directorate of Public Works (DPW) issued policy standard in regard to the Water Distribution system used throughout any and all new and renovated facilities on a USAG- HI installation, that requires water meters to be “ONMI” type. The standard meters will enable the DPW to reduce maintenance, improve uniformity and reliability of the Water Distribution system, and manage and document water usage throughout the installation to provide better auditing processes. Due to recent State rule via ACT 169, the DPW is required to provide an annual water audit. Metering more buildings and having a standardized meter technology will enable efficient maintenance, replacement, and use by staff.

6. EFFORTS TO OBTAIN COMPETITION:

If the Justification and Approval (J&A) for OMNI water meter is approved, Contracting will synopsize the only one responsible source justification on beta.SAM.gov to allow suppliers and/or manufacturers to potentially provide documentation that water meter(s) from other manufacturers can comply with the Garrison’s water meter system requirements.

7. ACTIONS TO INCREASE COMPETITION: See paragraph 6 above.

JUSTIFICATION & APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

FAR 6.302-1

8. MARKET RESEARCH: There is no record found of a previous synopsis for only one responsible source justification for OMNI water meters. During a review of other manufacturer specs, when capturing low flow (95% min) and not to exceed a certain psi pressure loss, OMNI was the only meter that had the low flow without installing a compound meter. Other meters using a compound meter normally result in a higher pressure loss. Better metering accuracy with lower pressure drop is a best for a tall building. Therefore, OMNI functions in a superior manner with our metering standards and maintains the required continuity throughout the USAG-HI installation.

9. INTERESTED SOURCES: The ONMI water meters are required in upcoming new construction and renovation projects. Part of the evaluation on any solicitation will be price. Locating alternative manufacturer(s) could affect a potential bidder/offeror’s or subcontractor/supplier’s ability of being awarded a contract.

10. OTHER FACTS:

a. The total estimated procurement cost for the ONMNI water meters is about for three (3) water meters at approximately for each water meter with local read registers material costs and freight.

b. Acquisition Data Availability. N/A

c. Unusual and Compelling Urgency. N/A

d. Subcontracting Competition. N/A

e. Contract Pricing. The actual price of the OMNI water meters will be based on the manufacturer’s market price or less, depending on the contractor or subcontractor being able to obtain a bulk price.
