About this file

This justification and approval document seeks to standardize lock systems across U.S. Army installations in Hawaii under a single manufacturer, Kaba Ilco. The Directorate of Public Works implemented a plan to ensure consistency, compatibility, and sustainability for electronic card key access systems using Kaba Ilco locks, including E-Plex 5000 series for exterior doors, Simplex 5000 series for interior doors, and Simplex 8100 series for mechanical, electric, and communication rooms. The estimated procurement cost for various Kaba Ilco lock systems for upcoming FY20-FY21 construction projects is approximately $500,000. While the justification will be publicized to allow alternative manufacturers to prove compatibility, prior market research found no other manufacturers that meet the installation's requirements.

FOR OTHER THAN FULL AND OPEN COMPETITION

FAR 6.302-1

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Honolulu District

2. DESCRIPTION OF ACTION: Install Kaba Ilco lock systems in all FY20 and FY21 construction award projects.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF

CONSTRUCTION:

a. Kaba Ilco lock system having the following salient performance features and characteristics: expandable, electronics and batteries are located in the inside housing protecting them from the elements and vandalism, hidden mechanical override and removable core, visual and audible operation indicators, operates on standard batteries, event audit trail tracking, real time system, resist forcible entry even though outside lever is twisted off, meets American National Standards Institute (ANSI) and Builders’ hardware Manufacturers Association (BHMA) Grade 1 requirements for lever torque test, has a durable and scratch resistant finish and is guaranteed for two years.

b. All other lock systems must be compatible with the following Kaba Ilco Locks:

for all exterior doors E-Plex 5000, for all interior doors -Simplex 5000 series, for all mechanical, electric and communication room -Simplex 8100 series.

4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1), FAR 6.302-1(b)(4). In accordance with the agency’s standardization program, only specified make and model of technical equipment will satisfy the agency’s needs for additional units or replacement items, and only one source is available.

5. REASON FOR AUTHORITY CITED:

a. Background History, Policy, and Impact:

DPW issued a US Army Garrison – Hawaii requirement for the name specific (Kaba Ilco) standard lock sets throughout all Army Installations under the Garrison. The standard lock sets will enable the DPW to manage and maintain building security and perform locks and key maintenance throughout the installation to provide better secured buildings and more cost affordable system. The specific Kaba Ilco access system meets the security requirements for the installation. Also in accordance with a directive approved by the Assistant Chief of Staff for Installation Management, the Director, Installation Management Agency and the Director for Military Programs on 14 December 2004 and recommendations contained in US Army Corps of Engineers Engineering and

Construction Bulletin No. 2005-1, 18 March 2005, the Directorate of Public Works (DPW) has implemented a plan to ensure consistency, compatibility, and sustainability for electronic card key access systems, minimize/consolidate spare parts and stock, and establish a team of well-trained maintenance experts.

6. EFFORTS TO OBTAIN COMPETITION:

If the Justification and Approval (J&A) for Kaba Ilco lock system is approved, Contracting will synopsize the only one responsible source justification on beta.SAM.gov to allow suppliers and/or manufacturers to provide documentation that lock system(s) from other manufacturers can comply with the Garrison’s lock system requirements.

7. ACTIONS TO INCREASE COMPETITION: See paragraph 6 above.

8. MARKET RESEARCH:

The last J&A for Kaba Ilco lock system was approved in 2016. The only one responsible source justification for Kaba Ilco lock system was publicized in FEDBIZOPPS but there were no response from another manufacturer that could meet the Garrison’s lock system requirements. Prior to the 2016 J&A, there were no responses to other synopsis for only one responsible source justification for Kaba Ilco lock system. The Regional Engineering Center (REC) recently researched if there are other compatible manufacturers that could comply with the Garrison’s lock requirements but none appeared to be compatible.

9. INTERESTED SOURCES:

The Kaba Ilco lock system is required in upcoming new construction and renovation projects. Part of the evaluation on any solicitation will be price. Locating alternative lock system manufacturer could affect a potential bidder/offeror’s or subcontractor/supplier’s ability of being awarded a contract.

10. OTHER FACTS:

a. After coordinating with the Garrison on identifying FY20 – FY21 projects that requires Kaba Ilco lock systems, the estimated procurement cost for the various Kaba Ilco lock systems is about . Attached is the list of the potential projects.
