7 Section 26 08 00 Apparatus Inspection and Testing
Section 26 08 00 Apparatus Inspection and Testing calls for NETA ATS (International Electrical Testing Association Acceptance Testing Specifications) Section 26 08 00 Part
1.4.1 Qualifications. "Contractor shall engage the services of a qualified testing organization to provide inspection, testing, calibration, and adjustment of the electrical distribution system and generation equipment listed in paragraph entitled "Acceptance Tests and Inspections" herein. Organization shall be independent of supplier, manufacturer, and installer of the equipment. The organization shall be a first tier subcontractor.
No work required by this section of the specification shall be performed by a second tier subcontractor". A search of the NETA certifications website shows no individual or company in Hawaii with NETA accreditation. Please confirm whether or not an NETA Accredited company is required for this work.
A NETA accredited company is required.
8 Please confirm there are no commissioning requirements for electrical and communications work.
Confirmed.
9 Since this is a small business set aside, please advise if there are any similar restrictions or limitations as it pertains to sub-contractors.
Other limitations for subcontractors exist. Please see Section 00 72 00, FAR Clause 52.219-14 Limitations on Subcontracting.
Section 00 60 00, Appendix A (Am‐0005)
10 Will test boring results be provided for this RFP? If not will contractors be allowed to perform boring?
Please see new Section 00 60 00, Appendices C, D, and E, included in Am-0005, for additional reports and drawings from other PTA projects.
The Contractor can perform its own boring.
11 Does the power cabling on base belong to PTA or HELCO? If it belongs to HELCO will the new underground cabling belong to PTA or HELCO?
All base electrical cable belongs to the Army. The demark point is the Army switchgear. HELCO owns cabling before it and Army owns after it.
12 Does the telecomm cabling on base belong to PTA or Hawaiian Telcom? If it belongs to Hawaiian Telcom, will the new underground cable belong to PTA or Hawaiian Telcom?
The ownership of the cabling is divided between PTA and Hawaiian Telcom. All new underground cable will belong to
PTA.
13 Will removal and disposal of the utility poles be required where all facilities are vacated?
Removal and disposal of utility poles are not covered by this contract.
14 Does the Buy American requirement (section 52.225-12) have a minimum acceptable threshold percentage or will anything less than 100% require exceptions as laid out in the section?
There are currently no exceptions. The Contractor must comply with Section 00 72 00, FAR Clause 52.225-11 Buy American--Construction Materials Under Trade Agreements, after the contract is awarded.
15 Will contractors be responsible for disposal of all cabling or will the Army perform salvage.
Contractor is responsible for disposal of all removed cabling.
Army will not perform salvage.
16 Sheet E-521 is showing PVC coated GRS conduit stubbing up into the transformers. No detail is provided for the switchboards. Sheets E-212 thru E-216 is showing the stub ups into both the transformers and the switchboards to be PVC. Since these conduits are underneath the transformer and switchboard and not exposed to physical damage is it acceptable to use sch 40 PVC? Per utility co. requirements (HELCO) sch 40 pvc stub ups underneath transformer pads is what they require and use. Metal conduit not required for Utility co stub ups into transformers.
Use of Schedule 40 PVC stub ups underneath transformers and switchboards is acceptable
17 Sheets E-602 thru E-615 "Secondary Distribution System, One Line Diagram-sheets 1 of 14 is showing a typical single phase feeder of 2"C, 3-1/C #2, 1-1/C #6G to Bldg T-129. Per Note 5 it states "Connect conductor to two poles of three pole breaker at switchboard. Pull the unused cable to the disconnect and pigtail at both ends for future use". If we are to pigtail the unused cable for future use should we be pulling in another phase conductor making it 4-1/C #2, 1-1/C #6G? This is typical for sheets E-602 thru E-615.
Plese see Drawings E-602 through E-615, per Am-0005.
18 Sheet E-530 Riser Pole Detail shows 5" pvc sch 40 conduit at riser pole. Are the elbows coming up the riser pole and the first length of conduit required to be RMC conduit then transition to schedule 40 pvc? Or will PVC as shown be good to go?
The elbows coming up the riser pole and the first length of conduit can be Schedule 40 PVC.
19 Sheet E-002/Electrical General Notes #3
"…If these changes require alternate methods to those specified in the contract documents, submit drawings showing the proposed alternate methods to the contracting officer for review and approval.
We have reservations to this statement. We may or may not be able to suggest alternate methods, but the responsibility shall be by the Designer of record to design complete and code compliant system.

No work required by this section of the specification shall be performed by a second tier subcontractor".
We are planning to exclude this section in its entirety. Can you send in an RFI? I believe there is none such organization here in Hawaii? Perhaps for bidding purposes an allowance dollar amount can be given to Generals to include in their bid?
A NETA accredited company is required for the work in Section 26 08 00.
