About this file
This document is a Strategic Leveling Alignment Plan (SLAP) for the Defense Health Agency's (DHA) upcoming Operations & Maintenance (O&M) contracts. The key details are:
The goals of the SLAP are to establish a predictable annual workload and sustainable contracting schedule for DHA, its military treatment facilities (MTFs), and Medical Support Teams (MSTs) over the next 5 years. The plan organizes the requirements by DHA's six areas of responsibility and aims to leverage geographic task orders where possible. The plan also seeks to incorporate non-MST MTFs into the existing MST contract vehicles. The document projects 80 new solicitations from FY23-27, with a concentrated annual workload in March. It notes a Rough Order of Magnitude of 30+ medical sites remaining outside MST support. The SLAP discusses potential updates to the GSA APEX2 contract vehicle to support "large, non A-E Requirements Packages" over $250K such as HVAC and roof resurfacing projects.
