Can we mill a portion of the deck to allow for more efficient use of the hydrodemo machine.

On: Jul 22 2020. Forward request by email.

1-0 Evaluation For Information Only. This question is not fully understood, but I am assuming you are asking to MECHANICALLY mill the deck in lieu of hydro-demolition (hydro-milling).

LATEX OVERLAY.....No, mechanical milling shall NOT be a substitute for hydro-milling/hydro-demolition on the bridge portion of the roadway or the non-overflow portion of the roadway. The milling depth is 0.25 inches, hydro-milling allows for removal of the material after proper calibration is accomplished.

Furthermore, the method of hydro-milling was specified as it prevents damage to the remaining portion of the deck, i.e. does not create micro-cracking which could effect the bonding of the overlay to the newly prepared subsurface.

REPAIR areas (Patch work) on non-overflow. In the event the option is not awarded, the patchwork on the non-overflow may be accomplished by milling up to a depth in which the milling machine will NOT impact the existing reinforcement (KTR shall field verify). Typically milling machines result with further damage due to impacting existing reinforcement. KTR shall take care to not cause further damage. AFTER milling the KTR shall use a minimum of 7,000 psi pressure washer to blast the surface clean and free of debris and loose material prior to placement of any material. Is there a limit on how many tainter gates can be out service at one time and approximate duration?

On: Jul 23 2020. Forward request by email.

1-0 Evaluation For Information Only. Per 01 35 13.01 10, Section 1.1 there is a 5 gate limit for being red tagged. However, more gates can be requested and approved by COR if a proper plan is presented. The intent is not to prohibit production of work, but to ensure proper planning is accomplished.

The intent of the spec is to communicate the need for KTR to protect machinery as well as understand the gates are needed during floods.

This should be coordinated between the COR, KTR and Powerhouse Personnel. The design anticipates materials for protection of the Tainter gate equipment being over all of the machinery. The lockout is to ensure the KTR has the ability to provide whatever means necessary, with approval from COR, to protect the machinery as specified in SPEC 09 97 02 as well as on sheets G-002 and S-502.

The intent of tagging out the gates machinery is due to the materials for protecting the equipment as well as personnel safety.

The lock out is to ensure coordination between the powerhouse and KTR is accomplished in terms of which gates are being worked in and around. By: Michael Ellis; SWL Design Branch; (5013245595) On: Jul 28

During the bridge jacking to replace existing grout pads, the electrical to 5 each tainter gates may be red tagged per section 01 35 13.01 10 para. 1.1 of the specifications to allow for safe performance of the bearing work. Please advise if temporary electrical and controls will be required to keep other gates in operation?

The quality control requirements are included in Specification section 03 53 19.00 46 Concrete Overlay. Is the Latex Concrete Modified subcontractor required to supply a QC person in addition to that of the prime contractor? Can the person have additional responsibilities?

On: Jul 23 2020. Forward request by email.

1-0 Evaluation For Information Only. I would expect the subcontractor to have a QC person on site overseeing the mix and placement of the latex modified concrete.

However there does not need to be multiple QC personnel if the individual designated as QC manager has the experience requirements listed.

The latex modified concrete is a specialized mix that is volumetrically mixed at the site of placement.

Experience with "Concrete" placement is not a extraordinary supplement to experience placing Latex Modified concrete. By: Michael Ellis; SWL Design Branch; (5013245595) On: Jul 28 2020

Section 03 53 19 Para. 3.6.1 requires joint sealant for the latex modified concrete overlay, will the sealant required in specification 07 92 00 para. 2.1.1 be acceptable for this phase of work?

On: Jul 23 2020. Forward request by email.

1-0 Evaluation Concurred. Yes, those specs should be suitable for concrete joint sealant. ASTM C920 should cover it well.

The KTR still needs to submit the actual product for review.

The 07 92 00 specification testing requirements are specifclly for the hatch cover due to the metal surfaces and possible differing substrates. The tests are to ensure adhesion is accomplished and the covers are properly sealed. This same extent of testing is NOT required for the concrete overlay and repair areas where joints are cut into the overlay. By: Michael Ellis; SWL Design Branch; (5013245595) On: Jul 28

S-502 Detail A1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In reference to sheet RS714 section J-J and sheet S-502 Detail A1, the bridge will have to be lifted approximately

5.5 inches to clear the existing anchor bolts to remove the bearings and remove the grout and a girder under the machinery fouls the clearance at each pier with this operation. Yet the bridge can only be lifted 4 inches. Please advise if contractor will be allowed to torch cut these girders to allow clearance.

On: Jul 23 2020. Forward request by email.

1-0 Evaluation Concurred. No - Do NOT torch cut.

The bridge bearings do not need to be removed. The intent is to rehab the bearings in place, paint in place.

The bridge should not be lifted more than 0.10 inches (one tenth).

The grout pads can be chipped out from under the bearing after unloading the bearing with jacking operations. A jacking plan needs to be provided capturing this.

Please note this is not to dictate KTR means and methods, but to help clarify design intent. During design I anticipated the bridge being lifted only enough to unload the bearing. Recently we lifted a bridge much larger and only needed to move it 9 hundredths of an inch to unload the bearing. The measurements were taken with micrometers at the point of the lift. Highly recommend planning for settlement in the jack and or shoring material once the pressure is released from the jack lines. By: Michael Ellis; SWL Design Branch;

The torque shaft for the gates are attached to the catwalk of the bridge. Jacking of the bridge to remove the grout and bearings will require disassembly of the torque shaft, thus causing a delay if flood waters require the contractor to demobilize and allow the USACE to use the gates. The amount of work involved in this action will not allow the contractor to reinstall the work in a timely fashion. The electrical conduits will also be impacted. Does the USACE have a procedure for this work?

On: Jul 23 2020. Forward request by email.

1-0 Evaluation Concurred. The bridge only needs to be lifted no more than a 0.10 of an inch. Any lifting beyond 0.10 inches shall be approved by USACE.

Loosen brackets and electrical as needed.

Means and methods are the KTR responsibility, the protection of the equipment is the responsibility of the KTR, I would presume the loosening of the brackets would be a good idea as the movement in this area is only a 0.10 inch lift limit.

There should be no reason to fully disassemble the shafts. At most I understand the brackets would need to be loosened or removed with temporary support for the shaft provided.

If the KTR elects to remove the shaft(s), reconnecting them within the limits provided still needs to be accomplished. i.e. the KTR should only have as many disassembled as they can put back into service within a 24 hour period. By: Michael Ellis; SWL Design Branch; (5013245595) On: Jul 28 2020
