MOUNTAIN HOME PROJECT

BULL SHOALS LAKE AND NORFORK LAKE

THESE CONTRACTS DO NOT REQUIRE A TWO (2) PERSON PARK ATTENDANT TEAM.

Bidwell Point Park (Norfork Lake) is a highly visited park with 47 campsites with electricity;

flush and vault toilets, showers, trailer dump station, group shelter, swim beach, playground, and launch ramp. The park receives high visitation. It is located approximately nine (9) miles east of downtown Mountain Home, Arkansas off of State Highway 101. One tour of the park is approximately two (2) miles. Round trip distance to the nearest post office is approximately ten (10) miles. Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System.

Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

Period of Performance: 28 Apr – 30 Sept 2019

First Option Period: 1 Mar 2020 – 28 Feb 2021.

Period of Performance: 23 Apr 2020 – 30 Sept 2020

Second Option Period: 1 Mar 2021 thru 28 Feb 2022 Period of Performance: 29 Apr – 30 Sept 2021

Cranfield Park (Norfork Lake) is a highly visited park with 69 campsites with electricity; flush and vault toilets, showers, trailer dump station, group shelters, swim beach, playground, and launch ramps. The park receives high visitation. It is located approximately eight (8) miles east of downtown Mountain Home, Arkansas off County Road 34 (i.e. Cranfield Road). One tour of the park is approximately two (2) miles. Round trip distance to the nearest post office is approximately nine (9) miles. Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System. Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

Dam-Quarry Park (Norfork Lake) is a highly visited park with 68 campsites with electricity; flush and vault toilets, showers, trailer dump station, group shelters, swim beach, playground, and launch ramps. The park receives high visitation. It is located approximately two (2) miles east of Salesville, Arkansas off of State Route 177. The park is located immediately adjacent to the White River and Norfork Dam. One tour of the park is approximately two (2) miles. Round trip distance to the nearest post office is approximately nine (9) miles. Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System. Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

Highway 125 Park (Bull Shoals Lake) is a moderately visited park with 39 campsites; electricity, showers, trailer dump station, group shelter, swim beach, playground, and launch ramp. The park receives moderate visitation. It is located approximately three (3) miles north of Peel, Arkansas off of State Highway 125. One tour of the park is approximately one and one-half (1.5) miles. Round trip distance to the nearest post office is approximately six (6) miles (Peel, AR). Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System. Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

Lakeview Park (Bull Shoals Lake) is a highly visited park with 88 campsites; electricity, showers, trailer dump station, group shelter, swim beach, playground, and launch ramp. The park receives high visitation. It is located approximately one (1) mile north of downtown Lakeview, Arkansas off Boat Dock Road. One tour of the park is approximately two (2) miles. Round trip distance to the nearest post office is approximately two (2) miles. Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System. Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

Tucker Hollow Park (Bull Shoals Lake) is a moderately visited park with 28 campsites;

electricity, showers, trailer dump station, group shelter, playground, and launch ramp. The park receives moderate visitation. It is located approximately ten (10) miles northwest of Lead Hill, Arkansas off of State Road 281. One tour of the park is approximately one (1) mile. Round trip distance to the nearest post office is approximately twenty (20) miles. Additional facilities may be changed/upgraded/added at no increase in contractor bid price. The park utilizes the Recreation One Stop Management Computer System. Basic experience with computer operations is highly encouraged. Period of performance for this contract will include a BASE period (1 March 2019 thru 29 February 2020), OPTION #1 (1 March 2020 thru 28 February 2021), and OPTION #2 (1 March 2021 thru 28 February 2022).

ITEM # Fee Attendant – Tucker Hollow Park DAYS UNIT PRICE TOTAL

Period of Performance: 28 Apr – 30 Sept 2019

First Option Period: 1 Mar 2020 – 28 Feb 2021. Period of Performance: 23 Apr 2020 – 30 Sept 2020

Period of Performance: 29 Apr – 30 Sept 2021

NOTE: Job duties and responsibilities and other terms and conditions listed in this SPS are the same for each position.

I. HOURS OF WORK: The contractor shall maintain 24-hour surveillance within the park for 5 days a week which includes weekends and Federal holidays. Shifts are 8 hours in length and will be worked at predetermined times. The contractor must have at least one person available in the gatehouse during these hours. Tours of duty may be changed with one week’s advance notice to the contractor. An exact work schedule will be furnished at the pre-work conference (orientation).

II. TRAINING AND ORIENTATION: Orientation and government furnished training will occur at the beginning of the contract performance period and will be conducted at the Mountain Home Project Office at 324 W 7th Street, Mountain Home, Arkansas. You will be contacted with specific times and dates for orientation.

III. AREA-SPECIFIC PROVISIONS AND REQUIREMENTS: (Note: The following provisions and requirements are in addition to those stated in the Little Rock District General Specifications for Park Attendant Services. It is important to read and understand both the General Specifications and the SPS).

A. PARK INSPECTIONS: Contractor will make a minimum of 2 inspection tours of the entire park each shift to observe general conditions including condition of restrooms, check for payment of camping fees and update records of occupied sites. This may require use of the contractor’s vehicle, moped, or bicycle (golf carts or ATVs are not allowed). Reservable campsite status will be updated within one (1) hour of the beginning of each shift and one (1) hour prior to end of shift.

B. OTHER SPECIAL CONDITIONS/REQUIREMENTS: Attendants will be able to occupy their assigned living area only one week prior to their orientation date, unless other arrangements have been made with the Operations Project Manager or his authorized representative. Attendants must exit their assigned living area one week after their period of performance has ended (exit date); unless other arrangements have been made with the Operations Project Manager or his authorized representative. No personal electronic devices other than a small portable radio are allowed in project gatehouses without approval from the Operations Manager or his authorized representative.

C. ADDITIONAL INFORMATION: All bidders should contact Supervisory Natural Resources Specialist (Park Manager) Dylan Edwards at 501-340-1431 to arrange for a tour of the park(s) and explanation of the job duties and requirements. Prospective contractors are urged to inspect the areas they are interested in operating and bidding on before they submit a bid in order to become familiar with the size and scope of the area and required duties.
