SECTION 00 22 10 – PHASE 1 OF A 2 PHASE DESIGN-BUILD SELECTION PROCESS

The following has been revised in its entirety:

PAGE LIMITS. Each page side shall be identified with the appropriate page number. The proposal shall not exceed the specified page limits. The Government may not review any information in excess of the page limits or information submitted in an appendix or attachment to the proposal. The offeror shall not submit verbatim sections of this solicitation as part of their proposal. Offers that do not meet these requirements may be subject to rejection.

NUMBER OF COPIES. Offerors shall submit six (6) copies of their proposal in CD format.

PHASE 1 - GENERAL REQUIREMENTS

The Air Force Medical Support Agency (AFMSA) is responsible for managing the programming, planning, design, construction, outfitting and sustainment for the Air Force Surgeon General’s health facility program.

AFMSA/Health Facilities Division relies on the support of the US Army Corps of Engineers – Little Rock District

(CESWL) to execute its health facility program. A means to manage this program is via Indefinite

Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). The Health Facilities

Division of AFMSA provides sustainment, repair and modernization support to facility physical plant and infrastructure systems that are installed in Air Force medical treatment facilities worldwide. The physical plant is best defined as any and all major building system(s) that provide a safe, comfortable interior environment conducive to healing. Typically, there are three predominant infrastructure systems which comprise the facility physical plant;

the Building Envelope, the Mechanical Infrastructure and the Electrical Infrastructure. In order to ensure the United

States’ military men and women, and their families, receive healthcare in properly-maintained buildings that meet all healthcare requirements, and Federal, State and Local laws the AFMSA requires experienced contractors that are dedicated and able to fulfill fast-tracked timelines. Timely, swift completion of upgrades and renovations is paramount to maintain quality, safe, infection-free facilities. Work may also include restoration, initial outfitting and/or modernization of HVAC, medical gas, plumbing, electrical, elevators, building envelope, fire protection, interior renovation, terrorism/force protection, and exterior site and systems work such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, irrigation, etc.

This acquisition will be a firm-fixed price (FFP), indefinite delivery/indefinite quantity (IDIQ), multiple award task order contract (MATOC) utilizing a competitive (8a) set-aside. The estimated dollar amount of the MATOC is

$240,000,000 for a base ordering period of 5 years and no option years.

This is a Two-Phase acquisition. A target pool of five (5) contractors will be selected to provide project support for

EIR healthcare projects.

It is anticipated that on average thirteen (13) task orders will be awarded during the fiscal year. The minimum task order amount is proposed at $100,000. The maximum task order is projected at $12,000,000.00. The guaranteed minimum is $10,000.00 per contractor if no task order is awarded within one year.

Preliminary Review:

The proposal shall describe the capability of the offeror to perform the program requirements. The proposal should be specific and complete in every detail; and should be prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the requirements. The proposal should be practical, legible, clear, and coherent.

In order to effectively and equitably evaluate all proposals, the contracting officer must receive information containing sufficient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failure to submit and organize proposals as requested may adversely affect an offeror's evaluation.

Technical proposals shall not include any cost information and shall not exceed the page limits described and provide all information in tabbed sections. Neither appendices nor attachments are permitted and will not be evaluated.

The program requirements reflect the disciplines that are historically common in projects throughout the EIR program but vary from project to project.

No technical designs, prices/costs or detailed technical illustrations are required or requested and will not be evaluated.

Phase 1 - Technical Proposal

Volume 1 - FACTOR 1: Management Approach

Volume 1 - FACTOR 2: Technical Qualifications

The Government will evaluate how well the contractor performed on these contracts (See Performance

Confidence Assessment below).

Rating Performance Confidence Assessments

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

See Performance Relevancy Rating definitions below.

Past Performance Relevancy Rating Definitions In performing the past performance factor evaluation, evaluators will apply the following relevance levels to assess the relevance of the prior contract effort(s) of offerors.

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present /past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
