It appears that almost identical information is required in Factor 2, Subfactor 1, Offeror's Experience (pg. 11) and Factor 3, Past Performance (pg. 12).
Is it the government's intent for the Offeror to duplicate the project information, with the only differences being to (1) provide a team members list with description of role and responsibility in the Offeror's Experience section, and (2) provide problems and corrective actions in the Past Performance section?
On: Jun 26 2018.

We have a highly relevant project with a value that is $17 under the $4M threshold. Would the government consider such a project for evaluation, on the basis that no scope could possibly be performed for this difference, and therefore this project is essentially of equal magnitude to that requested by the RFP?
On: Jun 27 2018.
Government Response. . If a post-award contract amendment was issued putting the project over $4M, that would be acceptable. Otherwise, maintain the $4M minimum per the solicitation requirements. On: Jul 03 2018 Current Request Status: Request Closed

It is unclear what exactly we are to submit in Factor 3.
Are we to submit Past Performance on the 4 projects we showcased in Factor 2? And if so:
If the project has a Final CPARS should we submit that? If it does not have a final CPARS but we do have a completed NAVFAC/USACE PPQ on file within the last year are we allowed to submit that in lieu burdening the Point of Contact for another completed PPQ?
On: Jun 28 2018.

Government Response. . Correct. Submit past performance on the 4 projects identified in Factor 2 per the submission requirements.
Regarding the Final CPARS, please do submit. The Government will also validate final ratings within
CPARS.
Regarding the PPQs, the preference is for those to be completed by the point of contact and sent directly to the Little Rock District Contract Specialist identified in the RFP. However, the Government will accept those completed within the last year as requested. On: Jul 03 2018 Government Response. . This new text supercedes ALL previous replies.

Factor 2, Technical Qualifications, states: "...each member of the teaming arrangement and/or JV may provide a combined total of four (4) projects." And the evaluation criteria state that the "proposal will be evaluated for the overall team's specialized experience."
Based on this, the government will review projects submitted from a prime contractor and/or team member where a signed teaming arrangement is in place?
On: Jun 28 2018.
Government Response. . That is correct. Per the solicitation requirements, teaming arrangements and/or JVs must be identified on the Proposal Data Sheet (Attachment 1). Any JV entity also needs to be identified on the SF 1442. On: Jul 03 2018 Current Request Status: Request Closed

Subfactor 2, Key Personnel submission requirements on page 12 of 93 state that resumes must include "Three (3) completed projects and include project title, POC, dates, location, specific role and responsibilities for the infrastructure renovations/repairs in active healthcare facilities."
The personnel minimum qualifications require that personnel have experience that will extend beyond 3 projects. For instance, the requirements for the Architect of Record state "This individual shall have a minimum of ten (10) years within the last eleven (11) years of relevant experience as a registered architect in the design, repair and installation of building infrastructure/physical plants unique to large and small operating medical healthcare facilities which are operational 24/7 and the performance of work therein." To show 10 years of experience could require as many as 10 projects.
Which of the below is the Government looking for us to provide?
1. Comply with the submission requirements and select three projects from each key person to submit, even if the three projects don't span the entire number of years required for each position.
2. Submit more than three projects to ensure we provide projects spanning the required number years of experience.
(If so, please consider increasing the page limit to 2-3 pages per resume so that we can provide enough projects to meet the extensive years of experience for these positions.)

In reference to RFI responses 7547801 and RFI 7549508, that state "the government will review projects submitted from a prime contractor and/or team member where a signed teaming arrangement is in place." And "The Government will review projects submitted from a prime contractor, JV, and/or team member where a signed JV and/or teaming arrangement is in place."
The result is that an Offeror can provide subcontractor or team partner experience and meet the qualifications, with zero prime contractor/offeror medical renovation experience of their own. In other words, a prime contractor with zero medical experience will meet the qualifications and could be selected for this highly complex contract. Signed teaming agreements are not contractually or legally binding. This means that a offeror/prime could use the experience of someone who is not contractually or legally required to carry out the work, and then be awarded this contract with zero experience of their own.
We the Offeror, acknowledge that competition is good. However, are you hurting the primes who have the experience and are receiving no higher evaluation for actually having this experience without relying on team partners?
Question 1: Will prime contractors who meet the qualifications without providing subcontractor or team partner experience be rated as significantly more advantageous? On previous MEDCOM RFPs the experience evaluation criteria read "Experience of the prime offeror acting as a prime contractor will carry more weight in the evaluation process than experience of the prime acting as a subcontractor, or the experience of key subcontractors."
Suggested Solution: Given the highly complex nature of the work anticipated under this MATOC, we feel it is in the best interest of the Government to not allow team partner or subcontractor experience to meet the experience section qualifications. In order to do this, we recommend rescinding its response to RFIs 7547801/7549508 and also strike the following text from the requirements: "Offerors representing the combining of two or more companies for the purpose of this RFP must describe the nature of the association; indicate whether the firms have experience working together in design-build outfitting ventures, including how long and how many projects. If the JV, or teaming arrangement, has little or no recent and/or relevant projects performed, then each member of the teaming arrangement or JV may provide a combined total of four projects."
In addition, in the Experience section evaluation criteria, instead of Evaluating the "Team's Experience", to evaluate solely the "Offeror's experience".
On: Jul 05 2018.
Government Response. . The government leaves it up to the offeror to provide the best experienced team which will be evaluated according to the solicitation criteria. On: Jul 12 2018 Current Request Status: Request Closed

Factor 3 Past Performance b.) Past Performance References states that the Government will review completed CPARS for each project the contractor submits. It further states that if a project does not have a CPARS that the contractor must submit a NAVFAC/USACE Past Performance Questionnaire. This would indicate that PPQ's are only necessary for projects that do not have a CPARS.
