PERFORMANCE WORK STATEMENT (PWS)

NERC MODELING TESTING

Little Rock District Army Corps of Engineers

Revised January 25, 2018 (Amendment 0001)

Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide engineering service for testing of 8 generation units and associated equipment to meet all applicable requirements of the North American Electric Reliability Corporation's (NERC) modeling standards. There are 19 optional units and associated equipment that are included in this scope of work. The Contractor shall perform all testing functions defined in the NERC standards: MOD-025-2, MOD 026-1, and MOD 027-1. Results of the tests shall be included in a report which details all findings and documents compliance with the listed MOD standards. The work requires on site investigation to examine the generators and associated equipment and to perform all necessary testing in accordance with the listed MOD standards. The Contractor shall submit a written report to document each generators tests. Seven separate reports will be required (one for each power plant). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, travel, facilities, transportation, tools, materials, supervision, and any other items and non-personal services necessary to perform the work required.

The contractor shall perform to the standards listed in this contract.

1.2 Period of Performance: The work shall be accomplished as follows:

“(Amendment 0001) All tasks shall be completed not later than July 31st 2019.”

1.3 Schedule

The Contractor shall develop and submit a schedule in accordance with period of performance requirements for approval. Submit schedule for Government approval within 30 days after notice to proceed. The government will submit testing dates/times for approval to the Transmission Operator. The Contractors testing schedule may be required to be adjusted due to operational limitations of the generation facility or Dam operational restrictions. Outages required for testing are limited to the following periods:

March 15th through June 15th September 15th through December 15th

Only one unit may be taken out of service at one time. All units being testing at a power plant may be consecutively tested one after the other during normal hours of work. It is expected that the contractor will complete all work at one plant prior to moving to another plant. The Government will make a unit available to the Contractor for each normal hour of work day during the above period. Should a unit be out of service due to an outage, then the option will either be cancelled or rescheduled. If the unit to be tested is rescheduled to another time, it is understood that additional mobilization costs may be incurred by the Government. Testing at plants should be schedule around known outages. Refer to the 2018 outage schedule in “Attachment A”. “

1.4 Site Investigation Plan

The Contractor shall develop and submit a site investigations plan that will detail a testing plan which includes all equipment to be tested, outages required, assistance needed for testing, and approximate times for each testing activities. The Contractor shall submit the testing plan for Government approval within 30 days after notice to proceed. The government will schedule with the Transmission planner for the actual test times (minimum one hour run times per MOD requirements). Testing times may require adjustments based on the transmission system operation constraints. Some testing may be required at night depending on the transmission system operating conditions. 1.5 General Information

1.5.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.3 Recognized Federal Holidays:

1.5.4 Hours of Work: On site work shall be accomplished during normal hours of work for each of the Power plants. Normal hours of work are 0630 to 1700 Monday through Thursday each week. On site work shall not be conducted on Federal Holidays or after normal hours of work, unless the COR specifically approves a deviation to the established work schedule.

1.6 Place of Performance: The on-site work shall be conducted at six hydroelectric power plants in Arkansas and one plant in Missouri. The site locations are:

Type of Contract: The government will award a firm fixed price contract.

Security Requirements: Contractor personnel shall be prepared to show picture identification for access to Corps facilities.

1.7 PHYSICAL AND CYBER Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor. At the close of each work period, government facilities, equipment, and materials shall be secured. The National Threat Level could be moved to a higher level during the course of this contract resulting in work delays. If there is a delay of more than one week the Contractor may be eligible for a time extension. The Contractors personnel will be subject to background checks in accordance with Army and DOD regulations.

1.7,1 Vehicles. Private vehicles of the Contractor shall enter and leave the project through approved means. Parking of private vehicles shall be restricted to areas designated by the Contracting Officer.

1.8 Special Qualifications: The Contractor’s and engineering staff performing the work shall meet the following minimum contractor experience in order to be considered qualified to perform this work. The Contractor shall submit prior redacted model test report, list of previous projects, and resumes of employees performing this study/report to confirm compliance with the minimal qualifications with the proposal. Include plant name, location, time of contract, customer name, and customer phone number.

1. The Contractor shall have a minimum of five (5) years’ experience performing North American Electric Corporation Model testing for generation facilities and have performed a minimum of 100 generation units model tests for MOD 25, MOD 26, and MOD 27 NERC reliability standards.

2. All Testing shall be under the directed a registered professional electrical engineer in the United States. The on-site electrical engineer shall have performed MOD 25, MOD 26, and MOD 27 model testing on at least 10 generation units.

3. All reports shall be reviewed and signed by a different registered professional electrical engineer in the United States. The Professional Electrical Engineer shall have reviewed or prepared at least 30 previous model tests for MOD 25, MOD 26, and MOD 27 NERC reliability standards

1.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.

The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions:

assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract:

issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.11 Work by the Government Concurrent with Contractor work. It is possible that Government will have other work by Contractor or Government employees at or near the site of this work. The Contractor shall fully cooperate with other contractors or Government employees heeding any direction by the Contracting Officer.

1.12 Safe Clearance Procedure. A Safe Clearance System as required by EM 385-1-1 is in use by project personnel to safeguard personnel and equipment and provide continuity of service. The Government will issue the clearance; however, the contractor must sign on to the clearance and sign off of the clearance when it is removed. Any work by the Contractor requiring equipment to be out of service will be coordinated with the Government to obtain a clearance. Contractor personnel may not violate Safe Clearance procedures. A copy of the procedure will be supplied upon request. The Contractor shall provide proper PPE when working within Arc Flash or electrical limits.

1.13 Payment. The contractor will be eligible for partial payment upon submission of a proper invoice at the successful completion of each site trip and after the Government has accepted the model testing report complete. Submit invoices to the Contracting Officer. Payment amounts will be as follows:

50% - After site testing/investigation is complete per plant 50% - After final report is complete per plant.

1.14 Submittal Format. The Contractor shall submit all information to the Government in Microsoft compatible media format. Submittals may be required to be submitted on CD’s or by other means depending on the size of the submittals. Technical submittals shall be sent to:

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations.

This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-physical things such as meeting minutes.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor.

The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Is defined as Monday through Thursday, unless specified otherwise.

2.1.13 SCHEDULE. Detailed schedule showing start and stop dates for training sessions. The Contractor shall submit this schedule for review and approval by the Contracting Officer. The Contracting Officer shall review and provide any comments back to the Contractor within 30 calendar days.

2.1.15 CONTRACTORS EXPERIENCE AND CERTIFICATION. The Contractor shall submit copies of previous experience documenting requirements of paragraph 1.8 with their proposal. Include dates of experience, location of work, name of hydroelectric facilities, and name and phone number, Failure to document experience shall result in rejection of the contractor's proposal.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1 Facilities: The Government will provide a work area at the power plant during on-site visits. Restroom facilities are available for use by Contractor personnel.

3.2 Utilities: 120 VAC electric power outlets are available at various work areas in the Power Plants. The Contractor shall furnish their on telephone service.

3.3 Equipment: The Government will provide access to cabinets required as part of the testing. The Government will remove equipment from service and remove panels (if possible) to allow access to the generation equipment by the Contractor.

3.4 Protection of Government Property: The Contractor shall not damage or misuse Government furnished property and equipment. Any government property or equipment damaged by the Contractor shall be promptly repaired or replaced back to the original condition of the equipment at the Contractors expense. Failure to properly use and maintain Government facilities or equipment will result in prohibited use.

3.5 Government Personnel: The Government will provide a plant electrician familiar with the required systems to assist with interconnections to Government equipment.

The Government will provide an Operator to operate units and communicate values to the Contractor’s test team.

PART 4

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General; The Contractor shall furnish all labor, travel, tools, materials, supplies, equipment, software, licenses, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

PART 5

SPECIFIC TASKS

5.1 The scope of work includes the requirements for the coordination/correspondence with the Government, site investigation, test equipment, testing, engineering analysis, preparation of a reports, review of MOD 025-2, MOD 026-1, and MOD 27-1 testing requirements, distribution of reports, correction of reports as necessary and all other costs/expenses associated with the completion of the work identified within this scope of work. The Contractor shall provide all labor, software, computers, materials, equipment, travel, shipping costs, and all other cost necessary to complete the site investigation, perform engineering analysis, design, and preparation of model testing reports.

5.2 Corps will remove equipment from service and lock out equipment for inspection by the contractor. The Government will remove covers for access to equipment if access is needed by the contractor. In no case will the Contractor be allowed to work around energized equipment without appropriate PPE.

5.3 The testing shall document all requirements of NERC BPS reliability standards MOD 025-2, MOD 026-1, and MOD 27-1. The report shall include the following as a minimum:

Cover Sheet with project name, report title, name of contractor, and date of report

Page with names of contract personnel who prepared the report, reviewed the report and version history of the report. .

Models shall be provided in a format usable in PSS/E version 33.

Generator testing procedures.

Excitation System Testing and Model Validation procedures. including relay and protection settings, minimum excitation limits, Loss of excitation settings, volts/hz limiter, over excitation limiters, relay devices and settings, ceiling voltages, and online and offline voltage reference step responses.

Governor testing and model validation including offline and online steady state measurements, gate-rate tests, power step response, notable rough zones, water time constant determination.

Appendix A - Verification of Generator Real and Reactive Power Capability.

Testing shall be done in accordance with MOD-025-2 and documented per MOD 025-2 attachment 1 and 2. Testing and documentation shall also comply with applicable references of MOD 025-2.

Appendix B – Verification of models and data for generator excitation control system or plant Volt/Vary control functions. Perform and document test results from MOD 026-1 Requirement 2 (R2.1 -2.1.6). Testing and documentation shall also comply with applicable references of MOD 026-1.

Appendix C – Verification of Models and data for turbine/governor and load control or Active power/frequency control functions. Testing and documentation shall also comply with applicable references of MOD 027-1.

5.3.1 The Contractor shall submit the initial (draft) report for review to the COR within 30 calendar days after completion of testing at each plant. If multiple test visits are required beyond a 30 calendar day period, then multiple initial draft reports shall be submitted. After the initial draft report is submittal, the Government will review the initial report and provide comments back to the contractor within 30 calendar days.

The Contractor shall annotate the comments and provide responses back to the Government within seven calendar days. A review meeting will be held by teleconference to go over any outstanding issues within seven days after receipt of annotations. The final report shall be submitted back the Government within 15 calendar days after the receipt of the contractors annotations by the Government. All test reports shall become the property of the US Army Corps of Engineers and will be distributed to others at the Governments discretion.

5.4 Equipment Ratings:

The contractor shall field verify all equipment ratings.

5.5 Contractor Management Reporting (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://Contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative (COTR) or also known as the Contracting Officer’s Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information);

(11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor’s system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.
