About this file

This is a Questions and Answers document addressing clarifications for the Audio Visual Equipment & Installation solicitation (W9127Q26QA006) at Camp Shelby, Mississippi for the Mississippi Army National Guard.

The document clarifies key installation specifications and contractor responsibilities across two buildings (3576 and 3701). For the 10 classrooms in Building 3576, all televisions must use tilting wall mounts (not articulating), and all products must be commercial-grade. The contractor is responsible for cable management, including wiremold raceways to conceal cabling. Instructors will connect laptops via wall-mounted HDMI plates for dual-screen display, with wireless presentation systems providing an alternative option. Cameras include integrated microphones; separate microphones are not required. The contractor must furnish new ScreenBeam wireless presentation devices and is responsible for all camera mounting hardware. For Building 3701's conference room, the camera and ceiling microphone should capture participants at the table rather than the lectern, and the contractor must provide a USB docking station at the conference table. The contractor bears responsibility for testing, commissioning, and employee training in collaboration with the government IT department. General requirements include: commercial-grade equipment only; passage of all manufacturer warranties to the government; compliance with DFARS 252.225-7002 (country of origin restrictions) and Trade Agreements Act; contractor responsibility for obtaining necessary Mississippi licenses and permits; 48-hour calendar-hour response time during business hours for support issues; 30 calendar days from Award and Receipt of Order (ARO) for project completion; and insurance and preventive maintenance requirements aligned with Mississippi state codes and laws.

TV mounts: Should all TVs use articulating mounts (pull-out, swivel) or tilt mounts (fixed, minor up/down adjustment for leveling)? If tilt, what mount depth is preferred: slim (approx. 0.7"–1" from wall, plus TV depth) or standard (approx. 2.6" from wall, plus TV depth)?

The SOW specifies that all TVs in both buildings will use tilting wall mounts. It does not call for articulating mounts nor does it specify a preference for slim or standard depth for the tilt mounts.

Is commercial-grade required for all TVs? Note: current classroom TVs are not commercial grade, per site visit. Are there specified or preferred commercial TV brands? Are any brands excluded?

Yes, the SOW explicitly states, "The contractor shall install only commercial-grade A/V products throughout the installation."

Whose scope is it to provide cable molding to conceal power cords?

The SOW indicates this is the contractor's responsibility. It requires the contractor to run and terminate all cables with "neat, concealed routing where feasible (including in-wall and raceways)."

What are the contractor's expected responsibilities for testing, programming, commissioning, and employee training? How involved will the IT team be in this process?

The contractor is responsible for all installation, configuration, control system programming, testing, and commissioning of the systems. The contractor is expected to "Collaborate with the government’s IT department to ensure proper network configuration and connectivity."

Can you provide a wiring diagram or blueprint showing TV and equipment locations for the classroom and boardroom?

Formal wiring diagrams, blueprints, or floor plans are not available for the classrooms or the boardroom. Please refer to the site photographs attached to the Statement of Work, which are provided to illustrate the current room layouts and intended equipment locations.

For video conferencing, will any equipment (docking station, camera, microphone) connect to your network (wired or Wi-Fi)? If not, should the contractor assume only the CPU will have network access?

For the conference room, the AV equipment (camera, microphone) will be on a standalone, air-gapped network. A user will connect their government-furnished laptop to the AV equipment via a USB connection. The laptop itself will provide the secure network connection for video conferencing (e.g., MS Teams).

For the 10 Classrooms:

Please state the functionality goal and intended use case of the system once installed. The site contact mentioned using the hard HDMI connection to one display, then the screen beam to wirelessly connect to the second display?

· The material list, however, suggests that the output of the wireless presenter (which should presumably have an HDMI input) will be connected to the 1x2 distribution amplifier behind one display, then the 50ft HDMI cable will be used to connect to the second display.

· The material list seems to contradict what was requested on site. Please clarify the expectation.

While the primary, intended setup for instructors is to plug their government-furnished laptop into the wall-mounted HDMI plate to display to both screens simultaneously, the wireless presentation system provides a secondary, untethered option as an alternative connection option or if a student wishes to connect their display as well.

Where, in relation to the displays, will the instructor's laptop be plugged in?

The SOW specifies a wall-mounted HDMI input plate for each classroom, which is where the instructor will plug in their laptop for presentations.

Will the instructor's laptop plug in via HDMI for presentation and via USB-C for access to the camera? Please note that you requested a one gang HDMI wall box... will the USB-C be a loose cable from camera to instructor device?

The instructor will plug in via HDMI for the presentation. The camera will connect to the instructor's device via a separate 15 ft. USB-C cable.

Do you require the conference room cameras to pick up audio as well? There are no microphones included on the material list.

The Government expects the 'AI-Powered 4K Conference Camera' provided for the 10 classrooms to be an integrated unit that includes a built-in microphone array. A separate microphone is not required for the classroom installations.

Is the government providing camera mounts? There were none listed on the material list.

The Government anticipates that the proposed commercial-grade cameras will either include standard mounting hardware from the manufacturer or can be integrated using standard industry practices (e.g., TV-attached brackets). Any necessary mounting hardware required to fulfill the installation scope remains the responsibility of the contractor.

Is the government providing, or is the bidder expected to provide wiremold raceway to cover cabling down the walls?

Bidder is, in order to meet the goal of neatly concealing cables Will all 10 classrooms be available simultaneously?

No, classroom availability will have to be coordinated with instructors and onsite personnel Building 3701 Conference Room:

Will the government provide a camera mount, or should the bidder?

Bidder is, should one be required in order to meet the expected goal/outcomes Where is the in-wall storage box to be mounted?

The SOW specifies an "In-Wall Component Storage Box" designed for concealing devices "behind a wall-mounted display.

Please state a summary of the functionality goal and intended use case of the system once installed.

The goal is to "Install AV systems in 3701 to support video conferencing and/or presentation." The intended use is for personnel to connect a government-furnished laptop to conference via Microsoft Teams at the lectern.

The site contact mentioned a government furnished lectern. Will connectivity to the system be expected at the table or at the lectern?

Lectern Will the government provide a docking station at the connectivity location?

The SOW notes that the contractor will provide a "USB docking station or USB hub located at the conference table" for users to connect their laptops.

Is the conference camera expected to capture participants at the table, or an instructor located at the lectern?

Participants at the table Similarly, is the ceiling microphone intended to be mounted above the table or above the lectern are area to capture the presenter?

Above the table Please provide any available floor plans, reflected ceiling plans, wall elevations, cable-pathway drawings, network diagrams, existing-system drawings, or AV signal-flow diagrams for Buildings 3576 and 3701.

While we do not have structural blueprints or wiring diagrams available for distribution, the Statement of Work includes representative photographs of the spaces. Offerors should use these attached images, along with the scope descriptions, as the primary reference for equipment placement.

The SOW notes that the current classroom casting setup uses ScreenBeam, and the warranty section references ScreenBeam units. Please confirm whether the contractor must furnish new ScreenBeam devices, reuse existing ScreenBeam devices, or propose another compliant wireless presentation system.

Furnish new ScreenBeam devices Please confirm whether there is a minimum required manufacturer warranty duration for the displays, cameras, microphones, wireless presentation devices, network switch, and other equipment.

The SOW does not specify a minimum required duration for manufacturer warranties. It states that the contractor shall "pass through all manufacturer warranties for all provided hardware... to the Government."

Are there any restricted countries of origin for equipment on this project?

Yes, under DFARS 252.225-7002 Is equipment on this project tax exempt, or should sales tax be assumed? If exempt, the contractor will need a sales tax exemption form.

Per FAR 29.302, the federal government is generally exempt from direct state and local taxation.
