About this file

This document is a Questions and Answers (Q&A) file for a Regional CounterDrug Database contract opportunity. The Q&A provides detailed insights into the government's requirements for a new online database system, covering aspects such as system capabilities, customization, user interface, data migration, and technical specifications. Key details include the need for a system with 15 standard reports, 34 email contact options, class certificates, student badges, and survey result capabilities. The government seeks a web-based system compatible with mobile phones, built on SQL and WordPress, with the ability to send text messages and provide easier student class registration. The system should be hosted remotely, require no security clearance, and be developed for implementation by 15 June 2025. The contract will be a Firm Fixed Price with one base year and four optional 12-month periods, supporting a database for at least 20 admin users and 50,000 student profiles.

Questions/Answers for RCTA Database

1. Regarding the Existing Online Database System: * The PWS mentions the new system should provide "similar capabilities as the existing online database system," which has been used for over 12 years and has "many different complex capabilities" (PWS 1.1.1, 1.2, 5.0). Could you provide more detailed specifications, documentation, or an overview of the key functionalities and complexities of the current system that need to be replicated or improved upon? * Is there an opportunity to view or receive a demonstration of the existing system?

Answer: No, due to the short suspense.

2. Specifics of "Customized" Elements: * PWS 5.0, items 2 and 8, refer to a "customized" online user and class registration process, and "Customized reports, forms, print documents, certificates, badges." Could you provide more detail on the expected number and types of these customized items, and any specific formatting, data fields, or logic requirements? For instance, how many unique report/form templates are anticipated?

Answer: We currently have 15 standard reports, options to print class certificates and rosters, student badges, and receipts. We currently have 34 email options to contact students. There is also an option to roll up survey results.

3. Interpretation of Subjective Requirements: * PWS 5.0, item 5, requires a "Web interface design that is aesthetically pleasing, and user-friendly, intuitive, and easy to navigate." Are there any existing RCTA branding guidelines, style guides, target user personas, or specific usability benchmarks that should be considered?

Answer: https://www.wrctc.org/

We prefer this layout.

4. Scope of "100% Customizable System": * PWS 5.0, item 11, states the system should be "Flexible and 100% customizable for updates." Could you elaborate on the anticipated nature and extent of these customizations? For example, is the expectation for RCTA staff to perform certain customizations via an admin interface, or does this primarily refer to the contractor's ability to efficiently modify and update the system?

Answer: Website interface yes, database manipulation no.

5. Data Migration: * Given the existing system has over 12 years of data (PWS 5.0), and PWS 1.4.15 mentions "transfer of data to the new server," could you provide more insight into the volume, structure, and format of the existing data to be migrated? Are there any known data quality issues or specific data transformation requirements?

Answer: No Known Data quality issues

6. Scope of "Development" and Timeline: * The contract start date is June 15, 2025, for services including "development" (PWS 1.1.1) and "HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE" (SAM.gov notice). Given the offer due date of June 2, 2025, could you clarify the expected scope of initial "development" work anticipated by the contract start date versus ongoing development and modification throughout the contract period?

Answer Unknown by the Government.

7. Role of www.rcta.org and Existing Registration: * PWS 1.2 mentions the "online database and web registration system is integrated with our website - www.rcta.org." We also note that www.rcta.org appears to have existing registration functionality. Could you clarify how the new system's registration and user interface will integrate with or replace the existing registration functionalities on www.rcta.org? Will the new system's interface be the sole platform for these functions, accessed via www.rcta.org?

Answer: Yes, we want them to be integrated.

8. System Availability and Downtime:

* Go-Live Downtime Allowance: For the initial cutover to the production environment, is a short, scheduled service interruption window (e.g., 2-3 hours, during off-peak times) acceptable, or is a zero-downtime go-live a strict requirement?

Answer: After 1500 during the week and anytime during the weekends.

* Ongoing Update Downtime: For post-go-live updates, such as feature rollouts or critical patch deployments, are short, scheduled maintenance windows (e.g., 5-30 minutes during off-peak hours) permissible, particularly if service restarts are necessary for schema changes or container updates? Understanding this will help in planning for methodologies like blue-green deployments if near-zero downtime is required for all updates.

Answer: To be expected.

9. Database Management and Production Strategy:

* While PWS 5.0, item 13, requires a "daily system backup", could you confirm if the following more specific practices are expected as part of the production data strategy?

* Advanced Backup Methods: Are specific backup methodologies required, such as logical exports in addition to full backups, and/or Write-Ahead Log (WAL) archiving to enable Point-In-Time Recovery (PITR)?

* Replication/Failover:Is replication of the database to a standby or failover node for high availability a requirement?

* DML Auditing: Is Data Manipulation Language (DML) auditing, such as row-level change tracking (e.g., via triggers or logical decoding), required for compliance, detailed auditing, or specific rollback purposes beyond standard backups?

Answer: A daily backup would be required for all data entry for the day. A monthly full system backup would be preferable if we needed a historical point.
