F. Q/A – Discussions
1. Will the contract exceed the 5-year option period?
Contract shall not exceed 5 years. This has a 5-Year Ordering period; unlike previous MATOC this effort will not carry options. Award will be made and maintained thru the course of 5-years
2. Does “Best Value AWARD” applies to Task Orders?
Yes, it applies to all Task Orders; Lowest Price Technically Acceptable is no longer used for selection basis for construction contracts. Construction contract award is based on Best Value for a negotiated effort
3. Can a new construction building be awarded or will it just be renovation?
Yes, new construction could be awarded provided the value is less than the task order ceiling of $5MIL
4. Do you need to schedule an appointment to hand-deliver our proposal to the USPFO?
No appointment is necessary, access to the USPFO building is not as restrictive as for the 172nd. You will be able to turn in proposal package with the guard at the front door.
Still plan ahead so you are not behind the proverbial 8-ball.
5. Does this require “Bid Bond”?
The MATOC effort does not require a Bid Bond Not for MATOC. See FAR 52.228-1 and 28-101-1. Bid Guarantee is required when payment and performance bonds are necessary. Our Prototypical Project does not require payment nor performance bonds since it will not be awarded.
G. Q/A – REGARDING SLIDES
1. Slide 16 says to include Exhibit E in Volume 1, I do not see Exhibit E in the Solicitation nor on Sam.gov. Please advise.
This should have read Exhibit D. There is not an Exhibit E
2. Slide 17, says that Exhibit D needs to be completed for Volume 2 Part 1, but I thought Exhibit D was the prototypical project pricing sheet and needs to be in Volume 1 with the Project Pricing and Pro Forma Documents.
This should have read Solicitation:
Technical information is recorded in Volume 2, Part I Past Performance information is recorded in Volume 2, Part II
You are correct, Exhibit D- prototypical project pricing sheet belongs in Volume 1 with other pro forma documentation.
