Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

. The Government will evaluate offer for award purposes by adding the total price for Price only all options to the total price for the base year. Evaluation of options shall not obligate the Government to exercise the option(s). This evaluation will also evaluate the potential extension of services under FAR 52.217-8 (Option to Extend Services). As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of the evaluation will include the base periods, total of options, and one-half of the last year option to determine the price basis. The Government may evaluate the Offeror's proposed price using the techniques defines in RFO FAR 12.204(b) in order to support the determination of reasonableness.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Basis for award. The Government intends to award a contract to Dearborn Crane and Engineering Company on a price-alone basis, provided the quotation is responsive to the solicitation requirements, the vendor is determined responsible, and the Contracting Officer determines the proposed price to be fair and reasonable.

The Government has determined that Dearborn Crane and Engineering Company is the only source reasonably available to meet the requirement due to the proprietary nature of the work to be performed.

The Government will evaluate the vendor's total evaluated price, including all applicable transportation, delivery, and other charges. The quotation must meet all stated specifications, quantity, delivery, and terms and conditions.
