About this file
This is a Performance Work Statement for crane diagnostic, repair, and restoration services for the U.S. Army National Guard – Virgin Islands. The contractor must provide comprehensive inspection, diagnosis, repair, and restoration of an overhead Dearborn Crane Unit No. 72780-01 located at the St. Croix installation. Services include performing electrical and mechanical system diagnostics; repairing or replacing defective components such as contactors, fuses, relays, circuit breakers, wiring, sheaves, sprockets, brake system parts, hooks, and hoist chains; conducting functional testing and safety verification; and developing an Annual Preventive Maintenance Plan. The contractor must supply all labor, tools, diagnostic equipment, replacement parts, materials, and transportation necessary to complete the work. All repairs must meet or exceed OEM standards and comply with OSHA, National Electrical Code (NEC), and Army safety requirements.
The base period of performance runs from 30 September 2026 through 29 November 2026, with four additional option periods extending through 29 November 2030. Diagnostics must be completed within 15 business days after award and repairs within 10 business days after repair plan approval. Key deliverables include diagnostic reports (due within 2 business days of inspection), repair reports, parts lists, preventive maintenance reports, and operational certification. Performance standards require 100% diagnostic accuracy, zero rework due to contractor error, zero safety violations, and 95% on-time completion. Government points of contact are MSG Gary V. Thomas (Contracting Officer Representative) and CPT Khalid D. Matthew (Site POC). The Government will provide access to the crane system and available technical manuals; the contractor assumes all other costs and responsibilities.
