Is there an incumbent? If so, will the Government please provide name of incumbent?SEBA Professional Services, LLC
Please confirm the Government will accept electronic proposal submissions. If so, the electronic submission should be submitted to geraldine.p.vaval.mil@mail.mil by the due date/time specified in SF33 block 8?Yes
Is there a page limit on the technical proposal submission10 pages
Please confirm /clarify for the price submission the requirement is only for the SF1449 continuation sheet?Yes
Will the Government concider CLIN 0002 - Travel as TBD considering travel has not been defined for locations and/or durations?Yes, TBD is sufficient for pricing purposes.
Please provide the Electronic Medical Record (EMR) application and/or tools currently being used for tracking? The Electronic Medical Record is a high tech scanner.
The Selection Criteria mentions that “Based on evaluation results, the Government will assign a technical rating for each of the five (5) subfactors”. But the document mentions only one Sub Factor i.e. SubFactor 1 Experience and Capabilities. Please provide the other four SubFactors in their order of importance.Experience and capabilities are the only sub-factor.
Are these exisiting solicitations for renewal or new solicitations?Existing.
Who is/are the actual incumbents?SEBA Professional Services, LLC
I see one of the requirements are that employee selected should be resident of the Virgin Islands. Does St. Thomas and St. Croix have Talent employee Agencies? No
Can you provide page limits for the proposal contents: Past Performance, and Price?See response to number 4.
Can you please provide the instructions on the content to provide for the Technical Volume?See the selection criteria.
Is a resume to be provided within the Technical Volume?Resumes may be provided.
Section 6 of the PWS refers to a “Health System Specialist”, and Section 8 of the PWS refers to a “Medical Records COORDINATOR”. Please confirm that all should state “Medical Records Clerk”.The requirement is a Medical Records Clerk
Please clarify if the education requirements listed in Section 8 for the Medical Records COORDINATOR should be the same or different for the Medical Records CLERK.See paragraph 8 of the Performance Work Statement
The selection evaluation criteria mentions five (5) sub-factors, but in the RFQ, section 52.212.2 mentions the following but not what is required.Experience and capabilities are the only sub-factor.
In the solicitation W9127p-15-Q-0015, there is a mention of FAR clauses 52.222.41 and 52.222-43. However, there is no mention of actual wage determination code to be used. Please let us know if we need to use WD Codes either 05-2554 or 05-2553.Medical records clerk is listed on both 05-2554 and 05-2553; either one can be used.
The solicitation includes FAR 52.222-42 (Statement of Equivalent Rates for Federal Hires) but the information to satisfy that clause is not provided with the solicitationThe solicitation has been modified.
The solicitation appears to contain several administrative errors on the period of performance. The PWS para 10 states that the period of performance shall be for a basic period of 12 months. However, on the SF 1449 continuation sheet, it lists item numbers for the base year and three (3) option years. Also, the evaluation section states that “the Government will evaluate … by adding the total price for all options to the total price of the basic requirement.” Additionally, the delivery dates for the six (6) CLINS in the delivery information section are confusing and don’t match with either the PWS or the item number section. The delivery dates are either 27 Sep 2016 to 26 Sep 2017; or, 20 Sep 2016.The period of performance is 365 days after the award. The delivery dates for each option years will be for a period of 365 days.
In the PWS (para 10), the type of contract will be awarded as a FFP not to exceed 1,920 hours at the Contractor’s set hourly rate. The unit for pricing is not consistent for like items. The units use job or each even though the items are for the same kind of item. Will the pricing be based on a monthly fixed price (e.g. 1/12th of yearly price)? Should the pricing be based on an hourly rate similar to a T&M calculation? This will have an effect on my hourly calculations. The contract will be awarded as a FFP based on the contract price submitted by the successful vendor and the amount of hours worked NTE 1920. Invoices will be paid based on the hours the worker actually worked.
Since there is no workload information, it is difficult to determine the number of positions required to provide this support. Based on the LOE it appears to be 1 FTE. Is this correct? Will you also accept 2 or more part time clerks instead of a single FTE?This requirement is for one position.
The PWS para 17 (Security Requirements) refers to the DD 254. Request a copy of the draft DD 254 be provided. Also, will the awardee be required to have an FCL?The contract worker will not be accessing classified information on a secured database and therefore a DD 254 is not required at this time.
