About this file
This is a Questions and Answers document for federal contract W9127N26QA140 regarding the procurement of a Bonn PH2 Bridge Crane 3 Lift, current as of 13 August 2026. The document does not address pricing, response dates, or award information, as it focuses exclusively on clarifications regarding technical and operational specifications.
The lift must accommodate a maximum of two workers and be mounted at the bottom with stability to safely support full extension per EM-385-1 requirements. Offerors must provide drawings, instructions, and detailed base mount requirements for project personnel installation. The lift platform must comply with ANSI MH29.1 standards, and lanyard attachment points must reference safety requirements in EM-385-1. Forklift pockets are required for transporting the lift to the jib crane hoist but need not be incorporated into the scissor lift base itself. Ladders or stairs are not required as part of the assembly. The lift will be utilized for one full day once per month. The existing lifts are positioned on the powerhouse bridge crane for ceiling access and maintenance, with a doorway in the crane trolley walls restricting lift width and overhead ceiling supports restricting height. The dam has an elevated receiving landing capable of accommodating semi-truck deliveries with no special driver or trucking company requirements beyond the stated delivery schedule and location.

Are there any specific stability, side-to-side sway, anchoring, or mounting requirements beyond the dimensions and ANSI MH29.1 requirements listed in the SOW?
The lift is required to be mounted at the bottom and have the stability to safely support the full extension, per the requirements of EM-385-1. OƯerors must include drawings, instructions, and details for base mount requirements for project personnel installation.
How many occupants should the lift platform be designed to accommodate?
Maximum of two workers.
What load rating is required for the lanyard attachment points?
Reference safety requirements detailed in EM385-1.

Can you provide any mounting details or requirements for the lift base?
The lift is required to be mounted at the bottom and have the stability to safely support the full extension. OƯerors must include drawings and details for base mount requirements for project personnel installation.
Should the required forklift pockets be incorporated into the lift base, or simply provided underneath the platform?
Forklift pockets are required for transporting the lift to the jib crane hoist, which will lift it to the install location. Forklift capability may be below the base or included in shipping/packaging. Incorporation of pockets into the scissor lift base is not required.
Are any ladders or stairs required as part of the lift/base assembly?
No, ladders or stairs are not required. Photos of the existing scissor lift and site have been included below in this document to better showcase the requirement.
What are the expected daily and annual operating/duty cycles?
We expect to utilize the lift for one (1) full day, once per month.
Are there any special requirements for the delivery driver or trucking company beyond the stated delivery schedule and location?
No. The dam has an elevated receiving landing and can accommodate semi-truck deliveries.
Photos of the existing scissor lifts being replaced are included above. These lifts are in place on top of the powerhouse bridge crane, which is used for ceiling access and maintenance.
As seen in the photo, there is a doorway in the crane trolley walls which restricts the lift width, and overhead ceiling supports that restrict the height (above crane drum, under windows).
