About this file

This is an Instructions to Offerors addendum for commercial items under Federal Acquisition Regulation (FAR) clause 52.212-1. The document establishes mandatory submission requirements for quotes related to custom scissor lift procurement and manufacturing, or similar supplies and services.

All quotes must include the following elements: UEI Number, CAGE Code, Contractor Name, confirmation of net 30 payment terms, Point of Contact information (email and phone), applicable lead time, and an offer expiration date of at least 60 days from solicitation closing. Offerors must demonstrate technical capability through specification sheets and information brochures that clearly show the company's ability to meet stated requirements; failure to provide sufficient documentation will result in quotes being deemed unresponsive. Additionally, offerors must complete and sign blocks 17, 30a, 30b, and 30c of the SF 1449 form and complete the CLIN section. Quotes must be submitted via email. If the NAICS code is not listed under 52.219-1 on SAM, offerors must self-certify small business status per SBA Size Standards. Offerors may submit no more than three examples of relevant past performance history regarding custom scissor lift procurement, manufacturing, or similar supplies and services; those without relevant past performance records will not be evaluated favorably or unfavorably. Any quotes missing required information will be determined non-conforming to the solicitation and will not be evaluated for award.
