About this file
This is a Performance Work Statement for inspection and repair of a 10-ton Detroit double girder bridge crane rail system located at US Moorings in Portland, Oregon. The work encompasses three primary contract line items (CLINs): disassembly and comprehensive inspection of crane rails, wheels, bearings, pins, and column shims; repair and assembly pending Contracting Officer approval based on findings; and operational testing and restoration to full functional parameters. The contractor must provide all labor, material, and equipment necessary to restore the equipment to ASME and OSHA operational standards, including manufacturing or replacement of damaged components as identified in a Condition Found Report.
The Period of Performance is 90 days from contract award. Work location is the Machine Shop Building at US Moorings, 8010 NW St. Helens Road, Portland, Oregon 97210. The performance standards establish zero deviation tolerance for inspection accuracy, zero instances of unauthorized repair work, and 100 percent functionality with zero binding, jamming, or mechanical failures during final testing. A Quality Control Plan must be submitted within 14 calendar days of award for Government approval. The contractor must comply with all state, local, and federal safety requirements including EM-385-1-1, complete DoD/Army security training within 30 days, participate in E-Verify employment verification within three business days, and notify the Government of any subcontracted work. 3. Specification and Tasks:
Background Issue: During recent operations, the bridge crane experienced severe tracking failure. Due to structural misalignment, unsecured rail mounts, and excessive wear on the crane rails and crane wheels, the bridge attempted to climb on top of the rails and dropped back down.
This near derailment occurred directly above the radial arm drill press on the northwest side of the
Machine Shop. The equipment is currently highly unstable and poses an immediate threat to safety and machinery.
3.1. CLIN 0001: Disassembly & Inspection
Disassemble and comprehensively inspect the crane rails, wheels, bearings, and pins, and column shims.
Determine which components are damaged and require manufacturing or replacement. Submit a Condition
Found Report (CFR) outlining these required parts to ensure the equipment will be restored to its full operation.
3.2. CLIN 0002: Repair & Assembly
Pending written approval and authorization from the Contracting Officer (KO) based on the CFR, proceed with the repairs. Reassemble the crane components, ensure new rails are properly shimmed, maintaining parallelism and elevation within overhead crane specifications from the south end of the Machine Shop to the north end of the Machine Shop, and properly secured. Conduct operational testing on the overhead crane to ensure the equipment is fully restored to ASME, and OSHA operational parameters.
3.3. CLIN 0003: Operational Testing & Restoration
Functional test the equipment. Machine Shop Supervisor verifies work is completed and perform a weight test. Contractor shall provide an updated crane certificate to authorize full operation of 10 tons. Machine Shop
Supervisor or Government Representative ensures repairs resolve the tracking issue and performance meets
PWS scope prior to final acceptance.
4. Inspection & Acceptance:
Machine Shop Supervisor shall be present during the service to ensure the service is conformed to the scope in this Performance Work Statement (PWS). Machine Shop Supervisor or a Government
Representative shall be present during final testing to ensure service conforms to the scope defined in this

PRS surveillance schedule.

5.5. Unacceptable Performance: When performance is determined unacceptable, the Machine Shop
Supervisor or Government Representative will provide written documentation via Form DD 2772, Contract
Discrepancy Report. If services do not conform to contract requirements, the Government may require the
Contractor to re-perform the services at no increase in contract amount. If defects cannot be corrected by re-performance, the Government may:
5.5.1.1. Reduce the contract price to reflect the reduced value of the services.
5.5.1.2. Have the services performed by another party and charge the Contractor for incurred costs.
