About this file
Attachment C is a Small Business Commitment Document (SBCD) for the Bonneville Spillway Gantry Crane Rehabilitation project, which requires offerors to detail their small business involvement. The document mandates a minimum 10% small business commitment of the total contract value, with suggested minimums for specific socioeconomic categories including Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), and Historically Underutilized Business Zone (HUBZone) businesses.
The SBCD requires detailed documentation of small business participation, including percentages of work performed by large and small businesses, breakdown of small business socioeconomic categories, and identification of prime and subcontractor details such as company names, Unique Entity Identifiers (UEI), CAGE codes, and NAICS codes. Offerors must also provide past performance information demonstrating their historical small business commitment, with specific reporting requirements for federal and non-federal projects, and the government reserves the right to review individual and summary subcontract reports.

Attachment C - Small Business Commitment Document
Other than small businesses (SB) Offerors are required to complete a Small Business Commitment Document (SBCD). The Offeror shall propose the level of commitment of SB concerns (e.g., Small Disadvantaged Business (SDB) (including ANCs and Indian Tribes), Veteran-Owned SB (VOSB), Service-Disabled Veteran-Owned SB (SDVOSB), Woman-Owned SB (WOSB), or Historically Underutilized Business Zone (HUBZone) in the performance of the acquisition relative to the objectives/goals set-forth in the evaluation of this factor.
A Minimum Quantitative Requirement (MQR) total small business commitment of 10% of the TOTAL contract value is assigned to this acquisition for Small Business, as well as suggested minimums of % for SDB, % for VOSB, % for SDVOSB, % for WOSB and% for HUBZone. The MQR must be met for the offeror to be eligible for award.
1. Indicate the percentage of work based on total contract dollars of the acquisition to be performed by both large and SB (include the percentage of work to be performed by both the prime and both large and small business subcontractors):
For example: If the Prime proposes a price of $1,000,000 (including all options), and SB will provide $250,000 in supplies/services as a prime or subcontractor, the %-age planed for SB is 25%; and 75% for large business equating to 100%. Do NOT put dollar values on this document.
| Total percentage planned for Large Business(es) = | % | |
| Total percentage planned to be self-performed by Prime = | % | |
| Total percentage planned for Small Business(es) = | % |
Total: 100%
2. Indicate the total combined percentage of work based on total contract dollars of the acquisition to be performed by each SB socioeconomic category. The work performed by any SB that qualifies in multiple SB categories should be counted in each applicable category.
For example: Subcontractor A (a VOSB, SDVOSB, and WOSB) performing 2%; and Subcontractor B (a SDB, HUBZone, and WOSB) performing 3%. The results will equate to SB 5%, SDB 3%, HUBZone 3%, WOSB 5%, SDVOSB 2%, and VOSB 2%).
Small Disadvantaged Business (SDB) (1.5% suggested goal)
%
Woman-Owned Small Business (WOSB) (1.5% suggested goal)
%
Historically Underutilized Business Zone (HUBZone) (1.5% suggested goal)
%
Veteran-Owned Small Business (VOSB) (1.5% suggested goal)
%
Service-Disabled Veteran-Owned SB (SDVOSB) (1.5% suggested goal)
%
3. Identify the Prime Offeror and type of supply/service that the Prime will provide. Then list each of the intended SB subcontractor and principal supply/services to be provided by the SB concern. Include the Unique Entity Identifier (UEI) and/or Commercial and Government Entity (CAGE) code for both the Prime and each listed subcontractor. Also provide the anticipated North American Industry Classification System (NAICS) code(s) that the Prime believes best describes the supply/service being acquired from each of the named subcontractors.SB subcontractors that qualify in multiple SB socioeconomic categories, as previously mentioned, should be listed under each applicable small business category.
Example: If a SB concern qualifies as a WOSB and a SDVOSB, the Offeror would add them to each category below in which they qualify – SB, WOSB, VOSB and SDVOSB.
a. Prime Offeror:
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
Note, adjust/modify format for information box, if applicable.
b. SB Concerns
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
c. SDB Concerns (including ANCs and Indian Tribes)
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
d. WOSB Concerns
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
e. HUBZone Concerns
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
f. VOSB Concerns
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
g. SDVOSB Concerns
Name of Company Identified (include UEI and/or CAGE Code)
Type of Supply/Services (include NAICS Code for Subcontractor)
Note: Pursuant to the Small Business Act, Section 8(d), a business is considered small for Government procurement if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes supply/service being acquired. In other words, the size of the prime’s supplier is determined by the applicable NAICS code of their joint-venture, teaming, partnership, or subcontract, which may or may not be the same NAICS code as the one for the prime contract with the Government.
h. Describe the extent of commitment to use small business concerns (e.g., what types of commitments and of what duration, if any, are in place for this specific acquisition (written contract, verbal, enforceable, non-enforceable, joint- venturing, mentor-protégé, etc.).
i. When the type of commitment noted is a written commitment, provide copies of written commitment agreements.
Copies of such agreement will not count against the proposal page limitation.
