About this file

This is a Solicitation Amendment (SF 30) for the U.S. Army Corps of Engineers Portland District's project to repair transformers at The Dalles Dam. The amendment extends the solicitation closing date to August 14, 2025, and incorporates several key changes: a second site visit scheduled for July 21, 2025, a clarification that AutoCAD will replace MicroStation for all CAD files, and updated wage determinations. The project involves repairing The Dalles T9, T10, and T11 transformers, which are 230,000/132,790-13200 Volt, 233,000 kVA class transformers manufactured in 1972.

The solicitation is a 100% small business set-aside with an estimated project cost between $3-5 million, targeting electrical contractors under NAICS code 238210. Proposals will be evaluated using a Best Value Tradeoff method with nonpriced factors of equal importance. Prospective offerors must register in the System for Award Management (SAM), attend a mandatory site visit with specific safety and identification requirements, and submit inquiries through ProjNet-Bid. The project's delivery period is from November 1, 2025, to December 31, 2027, with performance located at the W071 ENDIST Portland, KO Contracting Division in Portland, Oregon.
