About this file
This document is a Questions and Answers (Q&A) file for the U.S. Army Corps of Engineers' solicitation W9127N25QA013 for the ODJ Thrust Bearing Oil Cooler Overhaul at John Day Dam. The Q&A addresses multiple industry questions regarding the project, including details about the thrust bearing coolers such as estimated weight (6,000 lbs), shipping container size, and component specifics. Key technical details include confirmation that there are 3 sets of coolers (6 total heat exchangers), with 12 heads (6 manifold and 6 end heads), and specific instructions about reusing tubesheets while requiring new heads.
Notable procurement requirements include a physical sample of extruded fin tubing being requested for verification, a strict 90-day deadline for CLIN 0001 with very low flexibility for extension, and a requirement for new fasteners and wedge washers. The solicitation is a total small business set-aside under NAICS Code 332410 for Power Boiler and Heat Exchanger Manufacturing, with quotes due by 2:00 PM PST on 27 March 2025, to be submitted to john.r.scukanec@usace.army.mil. Offerors must be registered in the System for Award Management (SAM) to be eligible for award.

ODJ Thrust Bearing Oil Cooler Overhaul - W9127N25QA013 John Day Dam
U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT
18 March 2025
The government has received multiple questions from industry in response to this solicitation. Below are a list of these questions and government provided answers. If additional questions are received from industry beyond this point, another updated document with these questions and answers may be provided and uploaded to SAM. The governments responses below will be formatted in italics.
Q: Do you have an estimated weight for the thrust bearing coolers?
The estimated weight is 6,000 lbs., they have not officially been weighed. Please also note that the size of the wooden shipping containers makes it take up a full flatbed truck, however. It is not oversized.
Q: Do you have any picture of the thrust bearing coolers?
Yes. Please refer to the attachment titled “B.06 Photos of Cooler Set”, which was just uploaded in the attachment section.
Q: Do you have any additional drawings showing the thrust bearing cooler assembly?
No additional drawings are available for release.
Q: Are the tube plates to be reused
Reuse Tubesheet that tubes are rolled into. New Heads however
Q: Are the frames to be reused as-is? Repainted?
Frames to be reused
Q: Statement of Work paragraph 4.0: If the hardware is not damaged, it should be reused, correct? Should we assume that, in that case, that the existing washers are wedge self-locking type
Needs to have new fasteners and wedge washers.
Q: Do the tube supports have sleeves that secure the finned tubes?
No photo or print available of tube supports, coolers are all installed inside of turbines.
Q: Statement of Work paragraph 7.0: There are 3 sets of coolers on the solicitation, correct? If so, should the total quantity of heads be 6 manifold heads and 6 end heads?
There are 3 sets of coolers, so 6 heat exchangers total. 12 heads, 6 of each.
Q: Statement of Work paragraph 2.0: Is the government looking for a physical sample of the extruded fin tubing to be sent with the bid? Or is a photo acceptable?
A physical sample is requested so the team at the Dam can ensure it is an extruded type.
Q: What is an estimated start date for the first unit (CLIN 0001) as lead times may be extensive?
The 90-day deadline for CLIN 0001 is a hardline requirement and the possibility for extending that deadline before or after an award is made is very low.
