HYDRAULIC AND HYDROLOGY ENGINEERING SERVICES

Industry Day and Feedback Request

FOR THE USACE PORTLAND DISTRICT

1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT

A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT

ACTION UNDER FAR SUBPART 5.2.

2. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) is hosting an industry day and seeking industry input as it evaluates project risks, industry capabilities, and strategies for an Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed-price contract for Hydraulic and Hydrologic Engineering Services. The North American Industrial Classification Code (NAICS) for this potential requirement would be 541330 – Architect & Engineering Services. The related Small Business Administration size standard is $25.5M.

3. Project Background/Scope. Typical services under this contract include Hydraulic and Hydrologic Engineering services for the evaluation, analysis, and design of water resources civil works projects including dams, levees, jetties, bank protection, rivers, estuaries and other facilities. The A-E may be required to render services at the office(s) of various other team members, on-site at the offices of various U.S. Army Corps of Engineers (USACE) activities, or on-site at various project sites or installations, or anywhere within the Northwestern Division’s geographic area of operations. Engineering services not otherwise specified shall be provided in accordance with ER 1110-2-1150 and other guidance. Typical services include:

a. Hydraulic and Costal Design.

Hydraulic design, numerical and physical modeling/prototype testing for juvenile and adult fish passage, spillways, outlet works, and navigation locks.

Numerical Model Studies.

Physical Model Studies.

Coastal engineering including coastal processes analysis, sedimentation analysis, and coastal structure design.

b. Reservoir Regulation and Water Quality. Total Dissolved Gas and Temperature modeling, flood risk management and conservation season regulation analysis, and water control manual updates.

c. River and Hydrologic Engineering.

Hydrologic analyses including precipitation, runoff, water supply, reservoir analysis, and statistical relationships.

River engineering and floodplain analysis, sediment yield and transport analysis, and associated numerical modeling.

Geomorphic assessments and analysis.

Risk and consequence analysis associated with riverine structures.

d. Other. The following services may be incidental to complete requirements.

Hydrographic (single-beam and multi-beam sonar) and topographic surveys to support H&H efforts.

4. Anticipated period of performance: CENWP anticipates advertisement in June 2023 and award in SEP 2023.

The Period of Performance will be for five years.

5. Path Forward. CENWP is soliciting feedback from industry as part of our market research efforts associated with development of the upcoming solicitation. CENWP has identified the following critical functions that could be associated with this requirement:

a. Hydraulic design, numerical and physical modeling/prototype testing for juvenile and adult fish passage, spillways, outlet works, and navigation locks.

b. Numerical Model Studies.

Hydrographic (single-beam and multi-beam sonar) and topographic surveys to support H&H efforts is not a critical function. This would not be considered a constraint for whether a firm would be determined capable or not.

6. Acquisition Strategy Methods and Considerations. The resulting contract will be an Architect-Engineer (A- E) Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed-price contract for Hydraulic and Hydrologic Engineering Services. This IDIQ contract is being procured in accordance with the Architect and Engineering Selection Statute (formerly the Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications outlined in Federal Acquisition Regulation (FAR) 36.602-1 and DFARS 236.602-1 for the required work. This synopsis will facilitate the award of one contract with capacity of $10 million and a duration of five years starting from the award date. North American Industrial Classification System Code (NAICS) is 541330, which has a size standard of $25.5 million or less in average annual receipts over the last 3 years. The wages and benefits of listed services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act under http://www.wdol.gov, as determined relative to the employee’s office location (not the location of the work). The contract awarded under this announcement will be administered by the U.S. Army Corps of Engineers, Portland District. The Portland District may elect to transfer capacity to the Seattle, WA, or Walla-Walla, WA, Omaha, NB or Kansas City, MO, districts.

7. Communications with Industry. CENWP is interested in feedback from responsible firms. Firms must follow the submission instructions below to be invited to a virtual presentation and discussion.

CENWP will host a virtual presentation and discussion on Tuesday, 16 MAY 2023 at 1:00 pm Pacific. Firms will be provided a link to attend. Following the presentation, the government requests that each firm provide written statement of interest that addresses the firm's capabilities, sharing concerns regarding the statement of work and potential limitations, and any additional information or recommendations. These responses will be considered for use in solicitation development.

8. Submission Instructions. To be invited to the virtual project overview presentation, interested responsible parties must contact the POC listed on this announcement via email, in the following format:

SUBJECT: Industry Day - Hydraulic and Hydrologic Engineering Services

CONTENT: Firm name, CAGE code, names and email addresses of attendees.

RSVP DUE DATE/TIME: All requests to attend are due to the POCs on or before 11:00 am Pacific on Friday, 12 MAY 2023. Responses received after this date/time will not be invited to the virtual presentation and discussion.

9. Request for Feedback: Following the Industry Day, the government requests contractors provide written responses (limited to ten (10) pages) to the government via email on/before 11:00 am Pacific on Friday, 19 MAY 2023. Written responses shall address the following:

a. Firm's name, address, point of contact, phone number, e-mail address, CAGE & UEI numbers;

b. The firm’s interest in proposing/bidding on the requirement; any questions, recommendations, or concerns the firm has which may influence solicitation requirements, solicitation evaluation criteria or risk reduction strategies.
