SCOPE OF WORK

Typical services under this contract include Hydraulic and Hydrologic Engineering services for the evaluation, analysis, and design of water resources civil works projects including dams, levees, jetties, bank protection, rivers, estuaries and other facilities. The A-E may be required to render services at the office(s) of various other team members, on-site at the offices of various U.S.

Army Corps of Engineers (USACE) activities, or on-site at various project sites or installations, or anywhere within the Northwestern Division’s geographic area of operations.

Previous Contract – W9127N18D0002 with Alden Research Laboratory Period of Performance – 18 April 2018 to 31 March 2023 Total Number of Task Orders Issued – 10 Total Dollar Amount of Task Orders - $4,328,916

Previous Solicitation – W9127N23R0014 closed on 27 March and was cancelled on 28 March.

It did not meet the requirements of the Brooks AE Act. Three proposals were not received from highly qualified firms.

ACQUISITION STRATEGY

• The resulting contract will be an Architect-Engineer (A-E) Single Award Task Order Contract

(SATOC).

• This solicitation will facilitate the award of one contract with capacity of $10 million and a duration of five years starting from the award date.

• The Portland District may elect to transfer capacity to the Seattle, WA, or Walla-Walla, WA, Omaha, NB or Kansas City, MO, districts.

The intent of this announcement and presentation is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry.

TYPICAL SERVICES

• Specialized Experience

• Professional Qualifications

- Key Personnel: Project Manager(s), Hydraulic Engineer(s), Hydrologist/Hydrologic

Engineer(s), Coastal Engineer(s), CADD Technician(s), Land Surveyor(s) (PLS), GIS Analyst(s), Biologist(s), Toxicologist(s), and Geomorphologist(s).

• Past Performance

• Capacity to Accomplish the Work

• Knowledge of the Locality

Secondary Criteria:

• Geographic Proximity

• Equitable Distribution of DoD Contracts

REQUEST FOR FEEDBACK

The government requests contractors provide written responses (limited to ten (10) pages) to the government via email on/before 11:00 am Pacific on Friday, 19 MAY 2023. Written responses shall address the following:

a. Firm's name, address, point of contact, phone number, e-mail address, CAGE & UEI numbers;

b. The firm’s interest in proposing/bidding on the requirement; any questions, recommendations, or concerns the firm has which may influence solicitation requirements, solicitation evaluation criteria or risk reduction strategies.

c. Obstacles or concerns which would influence your determination to submit a proposal.
