About this file

This document contains details regarding a federal solicitation for an Oil Spill Prevention System project at Foster Dam. The U.S. Army Corps of Engineers, Engineering District Portland, is seeking proposals to introduce a reliable and efficient Oil Spill Prevention System at Foster Powerhouse to ensure compliance with NPDES permitting and SPCC rules. The project aims to mitigate the risk of oil and other hydrocarbons negatively impacting the environment. The estimated cost is between $1,000,000 to $5,000,000. The solicitation number is W9127N21R0008 and responses are due to the Primary Point of Contact, Mr. Jordan Quantock, by email. This is a 100% small business set-aside utilizing other than full and open procedures under NAICS code 237990 with a size standard of $36.5M. The period of performance is estimated to begin in September 2021 with a final completion date of May 2022. Evaluation will follow a best value tradeoff process and the government may include options in the resulting firm-fixed price contract.
